CHAPTER 7

BUSINESS DISTRICTS

10-7A-1: DESCRIPTION:

The B-1 neighborhood business district, as delineated on the zoning map, encompasses small commercial enclaves located within predominantly residential areas. Only selected small scale sales and service facilities that constitute a convenience to residents of the immediate neighborhood may locate in this district. These commercial establishments must be compatible in design and operation with an essentially residential environment. (1981 Code § 17.28.010)

10-7A-2: LOT AND BUILDING REQUIREMENTS:

There are no lot or building requirements in the B-1 district, except residential uses shall comply with all the regulations of the least restrictive residence district in which that type of residential use is permitted, and if the area abuts an SR-1 or MR-1 district, a side yard of twelve feet (12') is required. 10-7A-3: PERMITTED USES:

Provided all the use restrictions of the B-1 district are observed, the following uses are permitted:
Accessory uses in accordance with section 10-4-4 of this title.
Churches and other places of formal worship.
Clubs and lodges.
Commercial establishments.
Governmental uses of the village.
Libraries, museums.
Offices.
Service establishments. (1981 Code § 17.28.040)

10-7A-4: USE RESTRICTIONS:

The following restrictions are placed on uses in the B-1 district:
   A.   Every commercial or service establishment located in this district shall deal directly with consumers.
   B.   All commercial, service, and storage activities shall be conducted within completely enclosed structures.
   C.   The gross floor area of any commercial or service establishment located in this district shall not exceed three thousand (3,000) square feet.
   D.   Any accessway (driveway) to any off street parking lot or loading berth shall be located at least ten feet (10') from any lot line.
   E.   All refuse generated by any establishment located within this district shall be stored in tightly covered containers placed in a visually screened area.
   F.   Along the side and rear lot lines of any lot abutting any residence district, screening (a wall, solid fence, or closely planted shrubbery) at least six feet (6') high and of sufficient density to completely block the view from the adjacent residential property shall be provided.
   G.   Parking shall be as set forth in chapter 10 of this title. (1981 Code § 17.28.020)

10-7B-1: DESCRIPTION:

The B-2 central business district encompasses the concentrated pedestrian oriented commercial area of the village. Stores and other facilities providing a wide range of retail goods and services to the general public may be located within this district. (1981 Code § 17.32.010)

10-7B-2: PERMITTED USES:

Provided all the use restrictions of the B-2 district are observed, the following uses are permitted:
Accessory uses in accordance with section 10-4-4 of this title.
Auditoriums, meeting rooms, and other places of assembly.
Churches and other places of formal worship.
Clubs and lodges.
Commercial establishments.
Governmental uses of the village.
Libraries, museums.
Mass transit facilities.
Offices.
Service establishments. (1981 Code § 17.32.030)

10-7B-3: SPECIAL USES:

Provided all the use restrictions of the B-2 district are observed, the following uses may be allowed by special use permit:
Any use, such as drive-in restaurants, drive-in banks, service stations, etc., that offers goods or services directly to customers waiting in parked vehicles, or that sells food or beverages for consumption on the premises in parked motor vehicles.
Any use that involves commercial, service, or storage activities conducted outside completely enclosed buildings.
Dwelling units.
Governmental uses other than those of the village.
Hospitals, medical/dental clinics, see section 10-9-8 of this title.
Utility substations, see section 10-9-4 of this title. (1981 Code § 17.32.040)

10-7B-4: USE RESTRICTIONS:

The following restrictions are placed upon uses in the B-2 district:
   A.   Every commercial or service establishment located in this district shall deal directly with consumers.
   B.   Any processing or treatment of goods on any premises must be clearly incidental to the retail business conducted on such premises.
   C.   A special use permit is required to conduct any commercial, service, or storage activities outside a completely enclosed building.
   D.   All refuse generated by any establishment located within this district shall be stored in tightly covered containers placed in a visually screened area.
   E.   Along the side and rear lot lines of any lot abutting any residence district, screening (a wall, solid fence, or closely planted shrubbery) at least six feet (6') high and of sufficient density to completely block the view from the adjacent residential property shall be installed. 10-7C-1: DESCRIPTION:

The B-3 highway business district, as delineated on the zoning map, encompasses commercial enclaves located predominately within areas along Illinois Route I-255 and Illinois Route I-143. Stores, hotels, motels and other facilities providing a wide range of retail goods and services to the general public may be located within this district. (Ord. 863, 5-5-2008)

10-7C-2: PERMITTED USES:

Provided all the use restrictions of the B-3 district are observed, the following uses are permitted:
Auditoriums, meeting rooms, and other places of assembly.
Churches and other places of formal worship.
Clubs and lodges.
Commercial establishments.
Dwelling units.
Governmental uses, including governmental uses of the village.
Hospitals, medical/dental clinics.
Libraries, museums.
Mass transit facilities.
Offices.
Retail sale of alcoholic liquor as provided in title 4, chapter 1 of this code, and in accordance with the Illinois liquor code 1

10-7C-3: SPECIAL USES:

Provided all the use restrictions of the B-3 district are observed, the following uses may be permitted by special use permit:
Any commercial, service, or storage activities outside a completely enclosed building.
Any use, such as drive-in restaurants, drive-in banks, service stations, etc., that offers goods or services directly to customers waiting in parked vehicles, or that sells food or beverages for consumption on the premises in parked motor vehicles.
Any use that involves the sale of alcoholic liquor and which is within one thousand feet (1,000') of a residential structure, school, library, or church (as measured from building to building).
Utility substations. (Ord. 863, 5-5-2008)

10-7C-4: USE RESTRICTIONS:

   A.   Every commercial or service establishment located in the B-3 district shall deal directly with consumers.
   B.   Any processing or treatment of goods on any premises must be clearly incidental to the retail business conducted on such premises.
   C.   All refuse generated by any establishment located within the B-3 district shall be stored in tightly covered containers placed in a visually screened area.
   D.   Along the side and rear lot lines of any lot abutting any residence district, or from Illinois Route I-255 or I-143, screening (a wall, solid fence, or closely planted shrubbery) at least six feet (6') high and of sufficient density to completely block the view from the adjacent residential property shall be installed.
   E.   Parking shall be as set forth in chapter 10 of this title.
   F.   Any and all construction, building operation and maintenance shall comply with all applicable state and village codes.
   G.   Accessory uses shall be in accordance with section 10-4-4 of this title. (Ord. 863, 5-5-2008)
