The B-2 Central Business District is established to function as the major retail center for the entire community. The purposes of establishing a B-2 Central Business District (or CBD) shall be to:

   (a)   Preserve this area as the focal point of the city; and

   (b)   Prohibit uses which would detract from the primary functions of this area. The B-2 Central Business District should be centrally located and accessible to the population served and normally developed at the intersection of the two arterial thoroughfares.

   The following uses shall be permitted in the B-2 Central Business District:

   (a)   All uses permitted in the B-1 Neighborhood Business District;

   (b)   Retail stores primarily engaged in selling merchandise for personal or household consumption and rendering services incidental to the sale of the goods, provided that a six-foot high obscuring fence is are provided on those side and rear yards abutting an R-Residential District. No more than one directional advertisement oriented to each abutting road will be permitted.

      (1)   General merchandise.

         A.   Hardware stores;

         B.   Department stores;

         C.   Mail-order houses;

         D.   Limited price variety stores; and

         E.   Miscellaneous general merchandise stores.

      (2)   Food.

         A.   Grocery stores;

         B.   Meat and fish markets;

         C.   Fruit stores and vegetable markets;

         D.   Candy, nut and confectionery stores;

         E.   Dairy products stores;

         F.   Retail bakeries; and

         G.   Miscellaneous food stores.

      (3)   Apparel. 

         A.   Men's and boys' clothing and furnishings;

         B.   Women's accessory and specialty stores;

         C.   Women's ready-to-wear stores;

         D.   Children's and infants' stores;

         E.   Family clothing stores;

         F.   Shoe stores;

         G.   Custom tailors;

         H.   Furriers and fur shops; and

         I.   Miscellaneous apparel and accessory stores.

      (4)   Home furnishings.

         A.   Furniture, home furnishings and equipment stores;

         B.   Household appliance stores; and

         C.   Radio, television and music stores.

      (5)   Eating and drinking places (excluding those in the nature of a drive-in).

      (6)   Miscellaneous retail.

         A.   Drugstores and apothecary shops;

         B.   Liquor stores;

         C.   Book and stationery stores;

         D.   Sporting goods stores;

         E.   Jewelry stores;

         F.   Florists;

         G.   Camera and photographic supply stores;

         H.   Gift and novelty shops; and

         I.   Miscellaneous retail stores, not elsewhere classified.

   (c)   Personal and consumer service.

      (1)   Photographic studios;

      (2)   Beauty shops;

      (3)   Barber shops;

      (4)   Shoe repair shops and hat cleaning shops;

      (5)   Pressing, alteration and garment repairs;

      (6)   Radio and television repair shops; and

      (7)   Miscellaneous personal services.

   (d)   Townhouse dwellings and multiple-family dwellings, subject to the review and approval of a site plan by the City Planning Commission;

   (e)   Accessory buildings and uses as regulated in § 1296.01; and

   (f)   Parking and loading as regulated in Chapter 1294.

   The following uses shall be permitted, subject to the conditions hereinafter imposed for each use, the provisions of § 1262.05 and the review and approval of the City Planning Commission.

   (a)   Recreational activities:

      (1)   Motion picture theaters;

      (2)   Bowling, billiards and pool;

      (3)   Skating rinks; and

      (4)   Similar recreational activities when conducted indoors and/or outdoors.

   (b)   Funeral establishments, provided that an adequate assembly area is furnished off the street and outside the public right-of-way for vehicles to be used in funeral processions; and

   (c)   Gasoline service stations, subject to the conditions detailed in Chapter 1274.
