No railroad track or portion thereof shall be installed, erected, constructed, altered, laid or moved within the limits of the township until the plans shall first have been submitted to the township planning board and the bureau of rail in the department of transportation and approved by the planning board after public notice and a public hearing, which public notice and public hearing shall be in conformity with the usual notices and public hearings prescribed for all matters to be heard by the planning board.
