PLANNING COMMISSION
There is created a planning commission consisting of seven (7) members, all of whom shall be duly qualified electors of the city. The term of office shall be for five (5) years and continuing until a successor is appointed. The members shall be appointed such that the term of at least one member shall expire each year. Vacancies shall be filled in the same manner for any unexpired term. Appointments shall be made by the mayor with the advice and consent of the city council. The members of the commission shall appoint a chairperson to serve for the term of one year or the unexpired portion of an existing term. At least four (4) members of the planning commission must be present to constitute a quorum to conduct any official business of the planning commission. An affirmative vote of the majority present at the meeting shall decide all matters under consideration.
The Chair or Vice Chair, as the case may be, may vote on all items being considered.
The mayor with the advice and consent of the city council may appoint an associate member of the commission to take the place temporarily of any regular member unable to act. (Ord. 15-25, 12-15-2015, eff. 12-15-2015)
In the event any member of the planning commission shall fail to attend five (5) meetings per twelve (12) month period, the member may be removed from office by an affirmative vote of the majority of the city council. Also, any member of the planning commission may be removed for cause, after a public hearing upon written charges, by affirmative vote of the majority of the city council. Members of the planning commission shall serve and shall receive a stipend at the rate set forth in the city's consolidated fee schedule and shall be reimbursed for reasonable expenses incurred with the approval of the city council. (Ord. 15-25, 12-15-2015, eff. 12-15-2015)
The city will accept gifts for the promotion of the purposes and work of the planning commission, and when such gifts are received for such purpose they shall be devoted exclusively to the purpose specified by the donor. (Ord. 673, 1-8-1980)
The planning commission may appoint such employees and staff as it may deem necessary for its work and may contract with city planners and other consultants for such services as it requires, provided the expenditures of the planning commission, exclusive of expenditures of gifts, shall be within the amounts appropriated for the purpose by the city council. The planning commission shall have such powers and functions and shall perform such duties as prescribed by Utah Code Annotated section 10-9-202 et seq., as hereafter amended. Such powers and duties shall include, but shall not be limited to, the submission to the city council of recommendations concerning all proposed changes in ordinances pertaining to zoning as provided in section 10-1-4 of this title. The planning commission shall keep a public record of its proceedings which shall be filed with the city recorder. (Ord. 673, 1-8-1980)
The planning commission shall adopt rules and regulations subject to the provisions of the laws of the state and the planning and zoning ordinances of the city, and may amend such rules from time to time. All such rules and all amendments thereof shall be reduced to writing and shall be filed with the city recorder. (Ord. 673, 1-8-1980)
The planning commission, in the exercise of its powers and the discharge of its duties, shall seek constantly to cooperate with the planning commissions of Weber County, Ogden City, Washington Terrace and Riverdale, and shall seek to develop coordinated plans for the future development of this general area.
