INTERPRETATION, APPLICATION, VIOLATIONS, VALIDITY, CONFLICT AND EFFECTIVE DATE
In interpreting and applying the provisions of this chapter [appendix], they shall be held to be the minimum requirements for the promotion of the public safety, health, convenience, comforts, prosperity and general welfare.
It is not intended by this chapter [appendix] to interfere with, or abrogate or annul any chapter, rules regulations or permits previously adopted or issued and not in conflict with any of the provisions of this chapter [appendix], or which shall be adopted or issued with this chapter [appendix]; nor is it intended by this chapter [appendix] to interfere with, or abrogate, or annul any easements, covenants or other agreements between parties; provided, however, that where this chapter [appendix] imposes a greater restriction or requires larger open spaces, or larger lot areas than are imposed or required by such chapter or agreements, the provisions of this chapter [appendix] shall control.

Any person violating or neglecting or refusing to comply with any of the provisions of this chapter [appendix] shall upon conviction thereof, be deemed guilty of a misdemeanor and shall, be punished by imposition of the appropriate fine or by imprisonment at the discretion of the magistrate court. Each day that a violation is permitted to exist shall constitute a separate offense.
B.
Complaints regarding violations. When a violation of this resolution occurs, or is alleged to have occurred, any person may file a written complaint. Such complaint shall state fully the causes and basis thereof and shall be filed with the zoning administrator. He shall record properly such complaint, investigate within 30 days and take action thereon as provided in the regulations.
This chapter [appendix] and the various articles, sections, paragraphs and clauses thereof, are hereby declared to be severable. If any article, section, paragraph or clause is adjudged unconstitutional or invalid, it is hereby provided that the remainder of the chapter shall retain full force and effect.
All other chapters and parts of chapters in conflict with this chapter [appendix], to the extent of such conflict and not further, are hereby repealed.
The provisions of this chapter [appendix] are hereby declared to be immediately necessary for the preservation of the public peace, health, safety and welfare of the people of Sumter County, and are hereby ordered to be in full force and effect the 1st day of July, 2000.
