CHAPTER 20

08E - PUBLIC PARKS, TRAILS, AND PRESERVES DISTRICT PP

20.08E.010 - Purpose.

This district comprises publicly owned conservation and recreation lands. This district includes lands owned by a federal, state or county governmental entity, which are maintained as closely as possible to their natural state or that provide public recreation opportunities. The resources present on conservation lands are unique or rare, and are at risk of loss or damage. The primary use of these conservation lands is resource preservation, not public recreation. Examples of such lands include federal wildlife refuges, and state and county natural area preserves. The primary uses of public recreation lands (parks and trails) are passive and active recreation. These lands may also include valuable resources that should be preserved. The purpose of the district is threefold:

1.

To identify and protect unique and outstanding examples of publicly owned fish and wildlife habitat conservation areas or unique geologic features;

2.

To acknowledge the state, county and federal governments' ongoing responsibility to protect critical areas and other resource values on lands within this district; and

3.

To identify federal, state, and county-owned parks and trails suitable for public recreation.

20.08E.020 - Permitted uses.

Subject to the provisions of this title, the following specific uses are permitted in this district, provided they do not otherwise conflict with the park, trail, or preserve facility's master plan:

1.

Interpretive or educational facilities, not to exceed a one thousand square foot building footprint;

2.

Passive recreation;

3.

Limited overnight tent camping facilities;

4.

One single-family dwellings for caretakers;

5.

Ball fields;

6.

Playgrounds;

7.

Picnic shelters or picnic areas, including group picnic facilities;

8.

Restroom facilities;

9.

Unpaved trails or boardwalks for passive recreation use;

10.

Maintenance facilities or offices serving the park or preserve within which the facility is sited; and

11.

Parking for up to thirty vehicles.

20.08E.030 - Special uses.

Uses related to public parks, trails and preserves and not listed under Section 20.08E.020 require a special use permit under Chapter 20.54. In addition, nighttime lighting for athletic facilities or trails requires a special use permit. Permitted uses listed under Section 20.08E.020 may require additional review and permitting under other provisions of this code.

20.08E.040 - Design standards.

The following standards are established as the minimum necessary to ensure that the purpose of this district is achieved and maintained:

1.

Maximum building height—thirty-five feet;

2.

Minimum yard requirements—see Section 20.07.030.
