Nothing contained in this Zoning Code or any amendments hereto shall require any change in the plans, construction or designated use of a building or other permanent improvement completed at the time of passage of this Zoning Code, or the construction of which is begun within thirty days of the issuance of a permit, diligently prosecuted to its completion, and completed according to the plans and descriptions on which said permit was issued, within eighteen months of the issuance of the permit.
