This title shall be known as the "Zoning Ordinance of the city of Toppenish, Washington".

The controls as set forth in this title are deemed necessary in order to encourage the most appropriate use of the land; to protect the social and economic stability of residential, commercial, industrial and other areas within the city, and to assure the orderly development of such areas; to obviate the menace to the public safety resulting from the improper location of buildings and the uses thereof, and the establishment of land uses along streets and highways in such a manner as to cause interference with existing and proposed traffic movement on said streets and highways; and to otherwise promote the public health, safety, morals and general welfare in accordance with the provisions of Chapter 35.63 RCW.
