The zoning regulations and districts as herein set forth have been made in accordance with the comprehensive plan for the community, and with reasonable consideration of the character of the district and its peculiar suitability for particular uses, and with a view to conserving the value of property and encouraging the most appropriate use of land throughout the town. These regulations and districts are designed to lessen congestion in the streets, to secure safety from fire, panic and other dangers, to promote health and the general welfare, to provide adequate light and air, to prevent the overcrowding of land, to avoid undue concentration of population and to facilitate the adequate provision of transportation, utilities, schools, parks, and other public requirements.

The provisions of this ordinance are adopted pursuant to authority granted by the General Assembly of the State of North Carolina, particularly Article 7 of Chapter 160D of the General Statutes of North Carolina.
