(a)

It shall be the duty of the city council to prepare a zoning map of all areas within the city limits, as well as areas under the jurisdiction of the city, specifically within the zones herein outlined. The map shall be made a part of this chapter and is hereby adopted.

(b)

Whenever the city council at public hearing determines that public necessity, convenience or general welfare, or good zoning and development practice justifies such action, the council may, by resolution, include or place any property within the city in any zone and the official zoning records shall be changed to reflect that action.
