ARTICLE XVII
Off-Street Parking and Loading
§ 350-141 Purposes.
In expansion of the legislative intent contained Article I, § 350-4, of this chapter and the community development objectives contained in Article I, § 350-5, of this chapter, the purpose of this article, among others, is as follows:
A.
Set reasonable standards and provide reasonable controls to assure sufficient parking capacity for the uses or potential uses of land in the Township.
B.
Provide flexibility in the implementation of these standards by permitting construction of a reduced number of parking spaces under appropriate conditions.
C.
Prevent hazards to public safety caused by the intrusion of parking upon public rights-of-way.
§ 350-142 Parking use requirements.
A.
Any building or other structure erected, altered or used and any lot used or occupied for any of the following purposes shall be provided with minimum off-street parking spaces as set forth below, together with adequate driveways and street access in compliance with the requirements of Chapter 310, Subdivision and Land Development. When a building, structure or lot contains two or more uses, the total parking requirement shall be calculated by adding the minimum parking requirements of each separate use, except when shared parking is permitted in accordance with § 350-144 of this article.

B.
Any use not specifically listed in this section shall provide parking spaces in compliance with the Parking Generation Manual of the Institute of Transportation Engineers (ITE).
§ 350-143 Parking held in reserve.
If the number of spaces required by § 350-142, above, is substantially greater than the number anticipated by the applicant, reserve parking may be used in accordance with the following criteria:
A.
Suitable area shall be available on the site for 100% of the parking required by § 350-142, above.
B.
Up to 50% of the total number of spaces required by this article may be held in reserve parking as determined by the Township Board of Commissioners, upon recommendation of the Township Planning Commission. All stormwater controls shall be engineered and constructed based on total parking requirements, including the reserve.
C.
Suitable and sufficient area shall be reserved for the balance of the total number of spaces required by § 350-142. Whenever a parking capacity problem is identified, the Township Board of Commissioners may require installation of additional parking spaces, upon the recommendation of the Township Planning Commission.
D.
Parking capacity will be reevaluated by the Township Zoning Officer should any change occur in the use, ownership, size of building or number of residents or employees. Following reevaluation the Township Board of Commissioners may require the construction of additional parking spaces, up to the maximum required by § 350-142 of this article, upon the recommendation of the Township Planning Commission.
E.
The Township Zoning Officer may deny or revoke the use and occupancy permit of any use that fails to comply with this provision.
F.
The applicant shall provide a financial guaranty to cover the cost of engineering and installation of the reserved parking spaces for a period of 60 months following installation of the initially constructed spaces. The type and amount of the guaranty shall be approved by the Township Board of Commissioners upon the recommendation of the Township Solicitor and Township Engineer.
G.
To qualify for use of the reserve parking concept, the applicant shall provide evidence supporting reduced parking needs to the Township Planning Commission for its review and recommendations.
§ 350-144 Shared parking.
A.
The parking spaces required in § 350-142, above, may be reduced when two or more establishments share the same parking area, whether on the same lot or abutting lots, provided that the following conditions are met:

The minimum amount of shared parking required shall be calculated according to the following formula:
(1)
Calculate the minimum amount of parking required for each land use as if it were a separate use.
(2)
To determine peak parking requirements, multiply each amount by the corresponding percentage of Table 1 for each of the five time periods.
(3)
Calculate the column total for each time period.
(4)
The column total with the highest value is the shared parking requirement.

§ 350-145 Additional parking requirements.
B.
Parking areas shall not be used for the sale, repair or dismantling of any vehicles, equipment, materials or supplies.
C.
In addition to the requirements for elementary, intermediate and high schools in § 350-142A, all schools shall designate an area of level lawn for special event overflow parking, which shall provide one space per four auditorium or stadium seats, whichever is larger, or 100 spaces, whichever is less.
D.
Where necessary, all parking lots in industrial or commercial districts shall be provided with wheel or bumper guards located and arranged to that no part of any parked vehicle will extend beyond the boundaries of the parking lot.
E.
Landscaping. Landscaping shall be provided in accordance with Chapter 310, Subdivision and Land Development.
F.
Lighting facilities.
(1)
Lighting facilities shall not produce unreasonable amounts of light or any glare or hazardous interference on abutting properties or streets.
(2)
Glare control shall be accomplished primarily through the selection and application of lighting equipment. Only after these means have been exhausted shall vegetation, fences and similar screening methods be considered acceptable for reducing glare.
§ 350-146 Loading and unloading.
Adequate off-street loading and unloading space with proper access from a street, highway or common service driveway shall be provided for all nonresidential uses. All areas for loading and unloading of delivery trucks and other vehicles and for servicing of establishments or shops by refuse collection fuel and other service vehicles shall have adequate and unobstructed access from a street or service driveway and shall be arranged so that they may be used without blocking or otherwise interfering with the use of driveways, parking facilities or pedestrian ways. They shall also be arranged so that they may be used without backing out onto a street.
