ARTICLE IV

- OFF-STREET PARKING AND OFF-STREET LOADING

Sec. 20-121. - Off-street parking requirements.

(a)

[Generally.] Each off-street parking space shall be an area of not less than two hundred (200) square feet net, exclusive of access or maneuvering area. Off-street parking facilities shall be located on the same building site on which the use or structure for which they are provided is located; unless a special plan for location or sharing of facilities is permitted. Off-street parking facilities for dwelling uses shall not occupy any part of a required front yard.

(b)

Maintenance. Off-street parking facilities shall be constructed, maintained, and operated in accordance with the following specifications:

(1)

They shall be properly graded for drainage, surfaced with concrete, asphalt, or gravel and maintained in good condition, free of weeds, dust, trash, and debris.

(2)

They shall be provided with entrances and exits so located as to minimize traffic congestion. All entrances and exits shall conform to Louisiana Department of Transportation and Development - Office of Highways specifications for driveways.

(3)

They shall not be used for the repair, dismantling, or servicing of any vehicles, equipment, materials, or supplies.

(c)

Combined facilities. The off-street parking facilities required of two (2) or more uses may be combined and used jointly; provided that the off-street parking facilities shall be adequate in area to provide the sum total required of all uses.

(d)

Special plan for location or sharing of facilities. This special plan allows for either part or all of the required off-street parking facilities to be located on another site than the one (1) occupied by the use or structure for which the facilities are provided. Combining of facilities is allowed when in conformance with the subsection, combined facilities.

(1)

Off-street parking facilities may be located on a separate site no farther than three hundred (300) feet from the building site for which the facilities are provided.

(2)

Off-street parking facilities may be shared by uses as long as the schedule of operation of all uses are such that none of the uses require the facilities at the same time.

(3)

An application for approval of a special plan shall be filed with the building inspector and shall include plans showing the location of uses or structures for which the off-street parking facilities are required and the location of the proposed facilities; and any other information deemed necessary by the building inspector.

a.

This special plan shall be reviewed by the building inspector and either approved or disapproved within thirty (30) days of receipt thereof.

b.

This special plan, if approved, shall be registered among the records of the building inspector and shall thereafter be binding upon the applicants, their heirs, successors, and assigns; unless withdrawn or other arrangements made.

(e)

Amounts of off-street parking facilities required. Amounts of off-street parking facilities required for all uses with the exception of the uses within the B-3 District.

Boarding or rooming house One (1) space per sleeping room.
Cafeteria One (1) space per one hundred (100) square feet of gross floor area.
Churches, funeral homes One (1) space per three (3) seats in parlors and chapels.
Clinics One (1) space per two hundred (200) square feet of gross floor space.
Clubs, lodges One (1) space per three hundred (300) square feet of gross floor area.
Dwellings
  One and two-family units Two (2) spaces per family unit.
  Multi-family units Two (2) spaces per family unit.
  Manufactured, and site constructed modular home Two (2) spaces per family unit.
General businesses, commercial and personal service establishments, commercial amusements, filling stations, and repair shops One (1) space per two hundred (200) square feet of gross floor area.
Hospitals and sanitariums One (1) space per two (2) beds.
Hotels, motels, tourist courts One (1) space per guest room.
Institutions for children or the aged, convalescent and nursing homes One (1) space per four (4) beds.
Industrial and manufacturing establishments One (1) space per five hundred (500) square feet of gross floor area.
Libraries, museums, art galleries One (1) space per three hundred (300) square feet of gross floor area.
Restaurants One (1) space per one hundred (100) square feet of gross floor area.
Schools, elementary One (1) space per classroom.
Schools, junior high Four (4) spaces per classroom.
Schools, senior high Six (6) spaces per classroom.
Schools, business and trade One (1) space per four (4) seats.
Theaters, auditoriums, gymnasiums, convention halls One (1) space per three (3) seats.
Travel trailer park One (1) space per trailer space.
Warehouses, which contain less than ten thousand (10,000) square feet of floor area One (1) space per four hundred (400) square feet of gross floor area.
Warehouses, which contain ten thousand (10,000) or more square feet of gross floor area One (1) space per each three (3) employees.

Sec. 20-122. - Off-street truck-loading requirements.

(a)

[Generally.] Each off-street loading space shall be an area of not less than eight hundred (800) square feet net, exclusive of access and maneuvering area. Off-street loading facilities shall be located on the same building site on which the use or structure for which they are provided is located; unless a special plan for location or sharing of facilities is permitted.

(b)

Maintenance. Off-street loading facilities shall be constructed, maintained, and operated in accordance with the following specifications:

(1)

They shall be properly graded for drainage, surfaced with concrete, asphalt, or gravel, and maintained in good condition, free of weeds, dust, trash, and debris.

(2)

They shall be provided with entrances and exits so located as to minimize traffic congestion.

(c)

Special plan for location or sharing of facilities. Requirements for the provision of off-street truck-loading facilities with respect to two (2) or more uses may be satisfied by the permanent allocation of the requisite number of spaces in a common truck-loading facility, cooperatively established and operated. To conserve space, where needed, the building inspector is thereby authorized to plan and group off-street truck-loading spaces, provided consent is obtained from the uses affected or served by the facilities.
