- PARKING REQUIREMENTS
To lessen congestion in the streets, the following regulations require the owners and operators of land, structures and uses to provide off-street parking for their employees, customers, clients, patients and other visitors. However, nothing in these regulations shall be deemed to deprive such owners or operators of the right to maintain control over all such land and structures or to make whatever changes they deem appropriate for the use of such off-street parking spaces. The off-street parking requirements contained herein shall apply only to buildings and uses of land newly constructed, extended or restored after enactment of these requirements, and shall not apply to buildings or land lawfully repaired or improved where an increase of floor area or land area is made prior to the adoption of the initial ordinance codified herein. The regulations of this Section shall apply to all parking spaces, lots, garages, buildings or portions thereof to be provided in meeting the requirements of this Article. The quantity of parking to be provided in each instance is set forth in Section 16-6-30 of this Article.

(a)
Off-street parking for other than residential use shall be either on the same lot or within 300 feet of the building it is intended to serve, measured from the nearest point of the building to the nearest point of the off-street parking lot. Ownership shall be shown for all lots or parcels intended for use by the applicant.
(b)
Off-street parking for residential use shall be within 200 feet of the building it is intended to serve, measured from the nearest point of the building to the nearest point of the off-street parking area.
(c)
Two or more buildings or uses may collectively provide the required off-street parking, in which case the required distance between the off-street parking and building or uses may be altered by the Planning and Zoning Commission.

The following off-street parking requirements are minimum requirements for new uses, including but not limited to those listed in the following table. Those uses not specifically mentioned shall be brought before the Planning and Zoning Commission for determination.

The required number of off-street parking spaces shall be:

(c)
Where calculation of minimum off-street parking spaces in accordance with the foregoing list results in requiring a fractional space, any fraction less than one-half shall be disregarded and any fraction of one-half or more shall require one space; however, no establishment shall have less than one space.
(d)
The storage of merchandise, motor vehicles for sale, trucks or the repair of vehicles on off-street parking areas is prohibited.

(a)
Off-street parking stall spaces shall measure a minimum of 8½ feet by 18 feet and shall be provided with proper ingress and egress. Areas included in driveways or otherwise required to move cars in and out of parking spaces shall not be considered to meet off-street parking space requirements.
(b)
Each entrance and exit to and from any off-street parking area shall be at least 24 feet in width and at least ten feet from any adjacent property.
(1)
No off-street parking area shall have direct ingress and egress to or from any major highway.
(2)
All points of ingress and egress of any off-street parking areas shall be laid out so as to intersect as nearly as possible at right angles to streets, and no point of ingress and egress of any off-street parking area shall intersect any street at less than 70 degrees.
(3)
The intersection of ingress and egress of any off-street parking area with any major or arterial street or collector street shall be limited to no more than two points of ingress or egress.
(4)
Off-street parking areas in excess of 25 spaces must have more than one point of ingress and egress.
(c)
All maneuvering lane widths within off-street parking areas shall permit the free flow of at least one-way traffic, except that the 90-degree parking pattern must permit the free flow of at least two-way traffic movement. The 90-degree parking pattern refers to parking in which parking spaces are perpendicular to the traffic lane within the off-street parking area.
(d)
All off-street parking areas shall be surfaced and maintained with a dustless material and properly drained.
(e)
Stop signs shall be installed in off-street parking lots at points of egress to all public streets at the owner's expense.
(f)
All off-street parking areas with over ten spaces shall be well-illuminated during hours of darkness to permit the safe movement of individuals and vehicles. Poles shall not exceed 35 feet in height.
(g)
Any off-street parking area with over ten spaces, which abuts or faces a residential zoning district, shall provide a planting screen, landscaped fence or wall at least four feet in height on the side abutting or fronting on the residential zoning district.
(h)
Off-street parking areas which provide roofing or shelter over the parking area shall be well-illuminated during all hours of use.
(i)
A plan for off-street parking must be submitted to the Building Inspector with each application for a building permit for the construction of a new building or addition, or before a certificate of occupancy for a new use in an existing building is issued. The plan must include the intended location and amount of space allocated to each required parking space, the required access, the type of surfacing and drainage facilities, the number of spaces, the location of a landscaped barrier, if any, and the location of the parking area in relation to the particular use for which it will serve. No plans are required for off-street parking spaces provided to single-family dwellings.

Off-street loading space shall be provided and maintained for each use to furnish adequate standing, loading and unloading of vehicles in order to avoid undue interference with public use of dedicated rights-of-way. All spaces shall be laid out in the dimension of at least ten feet in height and 25 feet long by 12 feet wide. Furthermore, each use, excluding dwellings, shall provide one off-street loading space for areas having over and above 15,000 square feet of gross floor area and an additional loading space for each 20,000 square feet over the first 15,000 square feet of gross floor area.

The purpose of stacking space requirements is to promote public safety by alleviating on-site and off-site traffic congestion that might otherwise result from the operation of a drive-up or drive-through facility. For all applicable drive-up or drive-through uses, the following off-street stacking requirements shall apply:
(1)
At a minimum, a stacking space shall be 8½ feet wide and 18 feet long.
(2)
A stacking space at a drive-in or drive-through window, menu board, order station, designated drop-off zone or service bay is considered to be a stacking space.
(3)
An area reserved for stacking spaces may not double as a circulation driveway, maneuvering area or off-street parking space.
(4)
Stacking spaces may be located anywhere on the building site, provided that traffic impacts on and off the site are minimized and the location does not create negative impacts on adjacent properties due to noise, light or other factors.
(5)
A minimum of eight stacking spaces per 1,000 square feet of gross floor area, plus five stacking spaces for the first drive-through window and two stacking spaces for each additional window, shall be provided.
(6)
For uses that have drive-through bays or stalls, e.g., car washes, a minimum of three stacking spaces per bay or stall shall be provided.
Whenever new uses are established or existing uses expanded in any zoning district, the Board of Zoning Adjustment may grant a variance from the required number of off-street parking and loading spaces if it is demonstrated that such requirements cannot be met because of unusual circumstances of the lot or building in question. Variances may be granted to reduce the number of parking and loading spaces or to change the distance between the use and any off-street parking.
