Application of adjacent zoning regulations on parcels abutting zoning district boundaries. When a parcel abuts a different basic zoning district, including a parcel that is separated by a street, the owner of that parcel may apply the regulations of the abutting district to that parcel, provided that the permission of the Zoning Administrator is granted via a zoning use permit prior to construction, alteration, or change of use of the parcel. This subsection shall not apply to proposed building areas that lie within or abut floodplain districts, planned community development districts, the municipal campus district, the extraterritorial district, or an overlay district.
