The use or development of any land or water, a change or alteration in the use of any land or water, and the use, change of use, alteration, construction, reconstruction, remodeling, expansion, or movement of any structure within the areas to be regulated by this chapter shall be in compliance with the terms of this chapter and other applicable local, State, and federal regulations.
