1112.02 OFFICERS AND RULES.
The Commission shall elect a Chairman and Vice Chairman from its members. It shall adopt rules or bylaws for the holding of regular and special meetings, the transaction and disposition of its business and exercise of the powers of the Commission.

1112.03 QUORUM.
A majority of its members shall constitute a quorum at any meeting. However, no action of the Commission may be deemed taken unless concurred on by a majority of its members.

1112.04 EMPLOYMENT OF CONSULTANTS.
The Commission may control, appoint or employ professional services, clerks, draftsmen, and other subordinates as it finds necessary in connection with the performance of its functions and duties. Expenditures for such service and employment shall be within the amount appropriated for such purpose by City Council.

1112.05 ACCESS TO PROPERTY.
For the purpose of making necessary surveys, engineers, agents and representatives of the Commission may enter upon all property within the limits of the City. Members, agents and representatives of the Commission shall have access to all property in making any survey in connection with any matter being considered by the Commission.

1112.06 AUTHORITY OUTSIDE CORPORATION LIMITS.
The Commission has authority to review all subdivisions within three miles of the corporation limits as provided in the comprehensive plan previously adopted by City Council.
