In their interpretation and application, the provisions of this chapter shall be held to be minimum requirements, adopted for the promotion of public health, safety, morals or general welfare.

The existing Zoning Ordinance, adopted October 5, 1963, and entitled the "West Manchester Township Zoning Ordinance," and all supplements and amendments thereto, are hereby repealed; provided, however, that if the present ordinance is held to be ineffective or invalid by reason of some irregularity in or impediment to its passage, this repealer shall also be ineffective as aforesaid. Then and in that event, the Zoning Ordinance of 1963, together with its supplements and amendments, would necessarily remain in full force and effect.

In the event that any ordinance or part of any ordinance is in conflict with this chapter or is inconsistent with the provisions of this chapter, the ordinance or part thereof which establishes the more stringent standards shall control.

All uses, structures, buildings and activities owned and/or operated by West Manchester Township are exempt from the regulations contained within this chapter.
