SECTION 13

- CHV—Heavy Commercial District.

General purpose and description.

The CHV—heavy commercial district is designed to provide areas where activities of a service nature which are more intensive in character than in other commercial zones may be carried out.

1.

Uses permitted. A building or premises shall be used only for the following purposes:

(a)

Commercial/office uses.

(1)

Agricultural supply stores.

(2)

Animal hospitals.

(3)

Appliance repair.

(4)

Automobile maintenance and repair.

(5)

Bail bonding.

(6)

Billiard parlors (requires council approval).

(7)

Automobile sales, new and used vehicles.

(8)

Car wash.

(9)

Convenience stores.

(10)

Death care services, without crematories.

(11)

Equipment rental and leasing.

(12)

Furniture repair and upholstery.

(13)

Lawn and garden repair and similar services.

(14)

Pawn shops/title pawn.

(15)

Personal services/miscellaneous.

(16)

Professional offices.

(17)

Recreation facilities—indoor.

(18)

Recreation facilities—outdoor (requires council approval).

(19)

Restaurants, delicatessens, cafes, grilles, coffee shops, etc.

(20)

Retail sale, of merchandise not specifically excluded.

(21)

Self storage facilities.

(22)

Vehicles for hire (taxi and limousine service).

(23)

Other commercial uses that, in the opinion of the planning director, are similar in nature to those listed above (unspecified use).

(b)

Other uses—(shall be approved by council):

(1)

Arts and cultural facilities.

(2)

Convention, meeting and banquet facilities.

(3)

Elementary and secondary schools.

(4)

Public facilities—post office, government offices, police and fire precincts, health dept.

(5)

Golf courses—public or private.

(c)

Other uses, no council approval required:

(1)

Churches.

Location of CHV districts. New CHV districts should be located near major transportation routes. Due to the commercial activities which are frequently incompatible with general commercial and residential uses, the proximity to these areas shall be given strong consideration due to services, operations or processes that are objectionable by reason of noise, vibration, traffic volume and/or congestion, exterior activities and storage.

Area and dimensional requirements. The area and dimensional regulations set forth in section 16 shall be followed.

4.

Accessory buildings, structures and uses. Accessory buildings, structures and uses are permitted in the CHV district with the conditions set forth in section 20.

5.

Parking. All parking, loading and circulation areas shall be paved, curbed, guttered and striped. Parking requirements are outlined in section 18.
