Eligibility if Debt Owed to Village: No Village approval, certificate, license or permit shall be granted or issued to a person who owes any fee, fine, payment, penalty or debt to the Village, and no such person shall be allowed to apply for any Village approval, certificate, license or permit (e.g., building permit or zoning relief) who owes any fee, fine, payment, penalty or debt to the Village, unless and until the outstanding fee, fine, payment, penalty or debt is: (a) paid; or (b) being actively contested in accordance with applicable Village policies or procedures; or (c) discharged by action and authority of the corporate authorities or the village manager in accordance with applicable Village policies or procedures.
