The regulations and provisions found in this [zoning] ordinance shall apply to all properties located within the corporate limits of the City of York and any other areas under the zoning jurisdiction of the York City Council at the adoption of this ordinance. The boundaries of the areas zoned are shown on the official zoning map.

In the event authority is granted the York City Council outside the corporate limits of the City of York, then all regulations contained herein shall apply to that area.

The planning commission shall receive all applications for zoning changes and make recommendations on such applications to the city council as described in section XX of this ordinance.
