CHAPTER 18

36 TYPES OF USES

18.36.010 PURPOSE.

   The purpose of this chapter is to identify classes of primary, accessory, and temporary uses so that appropriate uses can be accommodated in the various zoning districts in accordance with General Plan policies. (Ord. 5920 § 1 (part); June 8, 2004.)

18.36.020 CLASSIFICATION OF USES.

   This chapter combines uses that have similar functional characteristics or impacts upon the surrounding area. This classification is intended to provide a more logical method of indicating which types of uses are located in each zoning district. This classification is also used when development standards are directly related to the type of use. The groups into which the uses are classified are referred to as “use classes.”
   .010   Lists of Specific Uses. The list of typical uses under a description of a use class is not intended to include all specific uses that may fit under that class.
   .020   Inclusion of Specific Uses. The Planning Director has the authority to make an interpretation whether a specific proposed use fits within an existing use class as either a permitted or conditionally permitted use. If it does not, the use may be considered under subsection 18.66.040.020 (Unlisted Uses Permitted). This chapter may be amended to include a new use class within which the proposed use fits, and the provisions of the zone are amended to include the new use class as permitted or conditionally permitted.
   .030   Combination of Uses. If some uses are best described by a combination of several use classes, each use and its regulations class shall apply.
   .040   Specificity. If a use appears to fit under a use class with a broad range of uses and another use class with a narrow range of uses, the use shall be governed by the more narrowly defined or restrictive use class.

18.36.030 RESIDENTIAL PRIMARY USE CLASSES.

   .010   Alcoholism or Drug Abuse Recovery or Treatment Facility (Small). A State licensed and/or certified facility, as defined in Section 11834.02 of the California Health & Safety Code, which includes any premises, place, or building that provides residential nonmedical services to six (6) or fewer adults who are recovering from problems related to alcohol, drug, or alcohol and drug misuse or abuse, and who need alcohol, drug, or alcohol and drug recovery treatment or detoxification services.
   .020   Community Care Facility–Licensed (Small). A building or portion thereof, designed or used for a residential facility licensed and/or certified by the State that provides non-medical care, services, counseling or supervision to six (6) or fewer children or adults, including, but not limited to, persons who are physically handicapped, mentally impaired, incompetent persons, and abused or neglected children. Such facilities include community care facilities as defined in California Health and Safety Code Section 1502, and other similar State licensed care facilities. This use class shall not include Alcoholism or Drug Abuse Recovery or Treatment Facilities, Community Care Facilities–Unlicensed, Sober Living Homes, Day Care Centers, or any other uses otherwise defined in this Chapter.
   .030   Community Care Facility–Unlicensed (Small). A building or portion thereof, designed or used for a residential care facility, not licensed by the State, that provides supportive living environment for six (6) or fewer adults who are considered handicapped under State or Federal Law (commonly referred to as a "group home"). This use class shall not include any Community Care Facility–Unlicensed that operates as a Single Housekeeping Unit, Alcoholism or Drug Abuse Recovery or Treatment Facilities, Boarding Houses, Community Care Facilities - Licensed, or any other uses otherwise defined in this Chapter.
   .040   Dwellings–Multiple-Family. This use class consists of two (2) or more dwelling units within the same structure, located on a single lot, each with its own kitchen and bathroom facilities.
   .050   Dwellings–Single-Family Attached. A dwelling unit attached to another dwelling unit by a common wall, commonly referred to as a townhouse, half-plex, or row house. The shared wall or walls extend from the foundation to the roof with adjoining dwelling units to form a property. Each dwelling unit has individual heating and plumbing systems.
   .060   Dwellings–Single-Family Detached. A dwelling unit with open space on all four sides. The dwelling unit often possesses an attached garage.
   .065   Dwellings-Two-Unit Development. This use class consists of two (2) new units or the addition of one (1) new unit and one existing unit developed under the provisions of Section 18.38.255, each with its own kitchen and bathroom facilities, on a single lot. This classification is distinguished from a Single-Family dwelling units with an Accessory Dwelling Unit and a duplex.
   .067   Employee Housing (Small). A dwelling occupied by six or fewer employees of an agricultural use, as defined in California Government Code Section 51201(b), and located on land owned or rented by the agricultural operator.
   .070   Mobile Home Parks. This use class consists of a site that is planned and improved to accommodate two (2) or more Mobile Homes or Manufactured Homes used for residential purposes, or on which two (2) or more Mobile Home or Manufactured Home spaces or lots each accommodate a Mobile Home or Manufactured Home for residential purposes.
   .080   Senior Citizen Housing. This use class consists of Senior Citizen Apartment Projects and Senior Citizen Housing Developments as defined in Chapter 18.92 (Definitions).
   .090   Senior Living Facility (Small). A State licensed facility that meets the definition of Residential Care Facility for Elderly, as specified in Section 1569.2 of California Health and Safety Code, subject to regulations of Chapter 3.2 of California Health and Safety Code. Such facility provides care and services on a monthly basis or longer to six (6) or fewer persons 60 years of age or older, where varying levels and intensities of care and supervision, protective supervision, personal care, or health-related services are provided, based upon their varying needs, as determined in order to be admitted and to remain in the facility. Senior Living Facilities may include the following:
      .0901   Independent living: Facilities intended for individuals who are presently able to manage an independent lifestyle, but foresee a future where more support will be necessary. Residents of an independent living facility are provided with assistance in the instrumental activities of daily living, such as dining, housekeeping, security, transportation and recreation. Independent living dwelling units may have separate kitchens and garages.
      .0902   Assisted living: Facilities intended for residents that require some assistance with the activities of daily living, but do not need the 24-hour care of a nursing home. Assisted living services are regulated by Title 22, Division 6, Chapter 8 of California Code of Regulations. These services include assistance with dressing, bathing, walking, eating and toileting, in addition to dining, housekeeping, security, transportation and recreation.
      .0903   Memory living care: facilities intended for residents who require specialized care for dementia, Alzheimer's or other memory related illnesses. Memory living care services may be provided by a stand-alone facility, or by a facility offering a broader range of services, and includes dining, housekeeping, security, transportation and recreation.
      .0904   Skilled nursing: facilities intended for residents who require nursing care or supervision, either on a short-term or long-term basis, as regulated by Title 22, Division 5, Chapter 3 of California Code of Regulations.
      .0905   Continuing care retirement community: Facilities intended to serve the long-term residential, social, and health care needs of elderly residents by providing a continuum of care, minimizing transfer trauma and allowing the following services to be provided in an appropriately licensed setting: dining, housekeeping, security, transportation and recreation. Such facilities are regulated by Title 22, Division 6, Chapter 8 of California Code of Regulations and Division 2, Chapter 10 of Health and Safety Code. Continuing care retirement community may include more than one, or all four, of the types of senior living facilities listed above.
   .100   Sober Living Home (Small). A residential care facility not licensed by the State, providing supportive living environment that is an alcohol and drug-free for six (6) or fewer adults recovering from alcoholism and/or drug abuse, who are considered handicapped under State or Federal law. Such facility shall not provide the services that are provided by the Community Care Facilities–Licensed or Alcoholism or Drug Abuse Recovery or Treatment Facilities. This use class shall not include any Sober Living Home operating as a Single Housekeeping Unit, Alcoholism or Drug Recovery or Treatment Facilities, Boarding Houses, Community Care Facilities–Licensed, or any other uses otherwise defined in this Chapter.
   .110   Supportive Housing. This use class consists of housing with no limit on length of stay, that is occupied by the target population, and that is linked to an onsite or offsite service that assists the supportive housing resident in retaining the housing, improving his or her health status, and maximizing his or her ability to live and, when possible, work in the community as defined in Section 65582 of the Government Code as the same may be amended from time to time.
   .120   Transitional Housing. This use class consists of buildings configured as rental housing developments, but operated under program requirements that require the termination of assistance and recirculating of the assisted unit to another eligible program recipient at a predetermined future point in time that shall be no less than six months from the beginning of the assistance as defined in Section 65582 of the Government Code as the same may be amended from time to time. 18.36.040 NON-RESIDENTIAL PRIMARY USE CLASSES.

   .010   "A" Use Classes.
      Agricultural Crops. This use class consists of the growing of field crops, trees, vegetables, fruits, berries, and nursery stock, but does not include the raising of animals for commercial purposes. The accessory retail sale of products grown on-site is also included.
      Alcoholic Beverage Manufacturing. This use class consists of establishments that produce or manufacture alcoholic beverages of all types. Businesses under this use class may sell alcohol produced or manufactured on the alcoholic beverage manufacturer's licensed premises for On-Sale or Off-Sale consumption. Typical uses include breweries, distilleries and wineries. Tasting rooms or tap rooms may be included in conjunction with the manufacturing.
      Alcoholic Beverage Sales-Off-Sale. This use class consists of establishments that sell alcoholic beverages of all types for consumption outside the building in which they are sold. Typical uses include liquor or grocery stores, and convenience markets, selling alcoholic beverages for off-site consumption.
      Alcoholic Beverage Sales-On-Sale. This use class consists of establishments that sell alcoholic beverages of all types for consumption within the building in which they are sold or in an accessory outdoor dining area. Typical uses include bars, wine bars, brew pubs, and restaurants that serve alcoholic beverages.
      Alcoholism or Drug Abuse Recovery or Treatment Facilities (Large). A State licensed and/or certified facility, as defined in Section 11834.02 of the California Health & Safety Code, which includes any premises, place, or building that provides residential nonmedical services to seven (7) or more adults who are recovering from problems related to alcohol, drug, or alcohol and drug misuse or abuse, and who need alcohol, drug, or alcohol and drug recovery treatment or detoxification services.
      Ambulance Services. This use class consists of establishments that offer a service of providing vehicles for transporting the sick or injured. Overnight storage of such vehicles is included, but vehicle maintenance is not. Helipads used for Ambulance Services are subject to the provisions of the Helipads use class.
      Animal Boarding. This use class consists of facilities for the medical treatment, grooming care, breeding, or overnight accommodation of more household pets than are allowed as an accessory use to a residential use, but does not include the care, treatment, breeding, day care or accommodation of large animals, such as horses, sheep or hogs.
      Animal Grooming. This use class consists of facilities for the grooming of household pets, but does not include day care, overnight accommodation or other activities covered by Animal Boarding or Veterinary Services.
      Antennas–Broadcasting. This use class consists of transmitting antennas or transmitting and receiving antennas used for the purpose of broadcasting radio, television or other electronic signals.
      Antennas–Private Transmitting. This use class consists of ground-mounted, amateur-operated radio transmitting towers and/or antennas. Amateur-operated radio towers and/or antennas that are used only for receiving signals are considered an allowed accessory use.
      Antennas–Telecommunications. This use class consists of transmitting and receiving antennas used for the purpose of relaying telephone and data transmissions.
      Automated Teller Machines (ATM's). This use class consists of cash dispensing machines that are typically located on an exterior building wall or as a stand-alone facility. Such uses are not considered a separate tenant space when associated with a commercial retail center.
      Automotive–Vehicle Sales, Lease & Rental. This use class consists of the established place of business operated by a "dealer" for the sale, long-term lease, or rental of new or used automobiles, boats, recreational vehicles, motorcycles or motorized scooters for profit, including automobile auction facilities and the onsite outdoor storage of vehicles for sale, lease or rent. Typical land uses are car lots where vehicles displayed for sale typically include advertising. The term "dealer" is defined in the California Vehicle Code.
      Automotive–Sales Agency Office (Retail). This use class consists of offices for businesses or establishments operated by a "dealer" for the purchase or offering to purchase, the sale or offering to sell, consigned to be sold, "brokering", or otherwise dealing in used or new motor vehicles for sale at retail (including internet sales) but does not offer used or new motor vehicles for sale at wholesale. The terms "dealer" and "brokering" are defined in Sections 285 and 232.5, respectively, of the California Vehicle Code. This land use shall have an office devoted exclusively to and occupied for the office of the dealer and shall also have an area of such size peculiar to the type of license issued by the California Department of Motor Vehicles for the display, parking or storage of any vehicle being held as inventory at the premises where the business or establishment is or may be transacted or within any portion of the legal property upon which the premises is located (i.e., on-site). This use class includes "autobroker" or "auto buying service", as defined in Section 166 of the California Vehicle Code.
      Automotive–Sales Agency Office (Wholesale). This use class consists of offices for businesses or establishments operated by a "dealer" for the purchase or offering to purchase, the sale or offering to sell, consigned to be sold, "brokering", or otherwise dealing in used or new motor vehicles at wholesale (including internet sales) and who do not sell motor vehicles at retail, or who is a wholesaler involved for profit only in the sale of motor vehicles between licensed dealers. The terms "dealer" and "brokering" are defined in Sections 285 and 232.5, respectively, of the California Vehicle Code. This land use shall have an office devoted exclusively to and occupied for the office of the dealer and may have an area of such size peculiar to the type of license issued by the California Department of Motor Vehicles for the display, parking or storage of any vehicle being held as inventory at the premises where the business or establishment is or may be transacted or within any portion of the legal property upon which the premises is located (i.e., on-site); but the display, parking or storage of any vehicle being held as inventory on-site is not required. This use class includes an "autobroker" or "auto buying service", as defined in Section 166 of the California Vehicle Code, that does not sell motor vehicles at retail.
      Automotive–Impound Yards. This use class consists of facilities used for the temporary storage of vehicles that have been involved in accidents. It does not include the repair or dismantling of vehicles.
      Automotive–Public Parking. This use class consists of outdoor parking lots or parking structures, either publicly or privately owned, where they are the primary use of the property and not accessory to another use. Any parking lot used for overnight parking shall be considered ‘Warehousing & Storage-Outdoors'.
      Automotive–Parts Sales. This use class consists of the sale of new or reconditioned parts used in automobiles, motorcycles, trucks and similar vehicles, but does not include the on-site installation of such parts or lubricants.
      Automotive–Repair and Modification: Major. This use class consists of facilities that are engaged primarily in substantial repair of automobiles and other vehicles such as boats, recreational vehicles and water-sport vehicles, such as major body or paint work, major transmission and engine repair/rebuilding, vehicle restorations, upholstering, frame work, welding, and other similar services as determined by the Planning Director. This use excludes facilities that are used for towing of vehicles, sale, repair, and storage of trucks or other related equipment, or temporary storage of vehicles that have bene involved in accidents.
      Automotive–Repair and Modification: Minor. This use class consists of facilities that conduct routine and incidental repair services of automobiles and other vehicles such as boats, recreational vehicles and water-sport vehicles that are less extensive. Typical services include smog check, quick-service oil, tune-up, brake and wheel service, accessory and tire installation and service, engine adjustments, electrical work, front-end alignment, stereo installation, window tinting, and other similar services as determined by the Planning Director, where all repair services are conducted in enclosed bays, no vehicles are stored overnight, and there are no outdoor storage of any materials, parts, and/or equipment. This use excludes facilities that are used for towing of vehicles, sale, repair, and storage of trucks or other related equipment, or temporary storage of vehicles that have been involved in accidents.
      Automotive–Service Stations. This use class consists of gasoline stations, including ancillary convenience retail and auto services. Service stations that contain any repair bays are considered ‘Automotive-Repair and Modification'.
      Automotive-Vehicle Storage. This use class consists of properties used for the temporary off-site storage of inventory for the type of use "Automotive-Vehicle Sales, Lease & Rental," as described above and operated within the City of Anaheim.
        Automotive–Washing. This use class consists of establishments providing hand-operated, self-service, or mechanical automobile washing services, and may include detailing. (Ord. 6101 § 20; April 22, 2008.)
   .020   "B" Use Classes.
      Banquet Hall. This use class consists of a facility rented out for private events, which involve the service of a meal and at which seating is provided at tables. As used herein, "private event" means a gathering of persons who have been individually invited to the event and from which persons not so invited are excluded. Live entertainment and dancing is permitted in a banquet hall; however, such live entertainment or dancing shall not be the primary use of a banquet hall. Alcoholic beverages may be sold or consumed within a banquet hall during a private event subject to state law requirements and if allowed by a conditional use permit.
      Bars & Nightclubs. This use class consists of establishments other than accessory bar that primarily serve beer, wine, or other alcoholic beverages to be consumed on-premises, with or without food service, from which minors are excluded by law, and which requires a "public premises"-type license issued by the California Department of Alcoholic Beverage Control. It also consists of establishments that serve alcohol and may provide accessory music and/or live entertainment as defined in 18.92.040, for patrons to be entertained, that is regularly open to the public with or without the payment of a cover charge or admittance fee, and is not a sex-oriented business as defined in Chapter 18.54 (Sex-Oriented Businesses), or a computer rental/Internet amusement business as defined in this chapter. Typical land uses include night clubs, bars with entertainment, and bars.
      Bed & Breakfasts Inns. This use class consists of an owner-occupied dwelling providing six (6) or fewer guest rooms on a commercial basis, and providing only breakfast and snacks to the guests.
      Beekeeping. This use class consists of raising bees, other than in a closed container, for any purpose.
      Billboards. This use class consists of billboards, as defined and regulated by Chapter 18.44 (Signs).
      Boarding House. A building, or portion thereof, where lodging is provided for persons, with or without meals for monetary or non-monetary compensation, on a commercial basis, for typical stays of more than seven (7) consecutive nights with no cooking facilities in the guest rooms. The total number of people living at the property, including permanent residents, live-in operators, and guests, shall not exceed fifteen (15) people. This use class shall not include a Hotel, Motel, Bed and Breakfast Inn, Convalescent & Rest Homes, Alcoholism or Drug Abuse Recovery or Treatment Facilities, Community Care Facilities–Licensed, Community Care Facilities - Unlicensed, Sober Living Homes, or any other uses defined in this Section.
      Building Material Sales. This use class consists of the sale of materials used for the construction of buildings, the incidental sale of landscaping materials, and the incidental sale or rental of tools. This use typically includes the storage of considerable quantities of such materials outdoors and/or in structures other than the main building. Typical uses include lumberyards, tile and roofing-materials stores.
      Business & Financial Services. This use class consists of establishments providing services oriented to business matters and involving significant walk-in contact with the public. Typical uses include consumer-oriented financial services, such as banks and tax preparation services, duplicating and faxing services, printing services, and real estate sales offices. Business services that do not involve significant public contact are classified under the Offices use class.
   .030   "C" Use Classes.
      Cemeteries. This use class consists of burial grounds for the interment of the dead or their remains. Uses include cemeteries and crematories, columbaria, and mausoleums located within cemeteries.
      Commercial Equestrian Establishments. This use class consists of the commercial stabling of equine animals and activities related to the use of horses.
      Commercial Placemaking Uses. Innovative use of indoor or outdoor public and private space for commercial purposes to support a unique mixed use district in conformance with this code.
      Commercial Retail Centers–Large. This use class consists of any combination of two (2) or more commercial uses or commercial businesses, excluding those found in a mixed-use project, that contain 10,000 square feet or more of gross floor area, are otherwise permitted or conditionally permitted in the zone in which they are located, and that are either: (i) located on a single parcel of property; (ii) constructed as or otherwise resulting in a single development project with shared parking or access; or (iii) a result from a remodeling, partitioning or other division of space in a building, business or use on a single parcel of property.
      Commercial Retail Centers–Small. This use class consists of any combination of two (2) or more commercial uses or commercial businesses, excluding those found in a mixed-use project, that contain less than 10,000 square feet of gross floor area, are otherwise permitted or conditionally permitted in the zone in which they are located, and that are either: (i) located on a single parcel of property; (ii) constructed as or otherwise resulting in a single development project with shared parking or access; or (iii) a result from a remodeling, partitioning or other division of space in a building, business or use on a single parcel of property.
      Community Care Facility–Licensed (Large). A building or portion thereof, designed or used for a residential facility licensed and/or certified by the State that provides non-medical care, services, counseling or supervision to seven (7) or more children or adults, including, but not limited to, persons who are physically handicapped, mentally impaired, incompetent persons, and abused or neglected children. Such facilities include community care facilities as defined in California Health and Safety Code Section 1502, and other similar State licensed care facilities. This use class shall not include Alcoholism or Drug Abuse Recovery or Treatment Facilities, Community Care Facilities–Unlicensed, Sober Living Homes, Day Care Centers, or any other uses otherwise defined in this Chapter.
      Community Care Facility–Unlicensed (Large). A building or portion thereof, designed or used for a residential care facility, not licensed by the State, that provides supportive living environment for seven (7) or more adults who are considered handicapped under State or Federal Law (commonly referred to as a "group home"). This use class shall not include any Community Care Facility – Unlicensed that operates as a Single Housekeeping Unit, Alcoholism or Drug Abuse Recovery or Treatment Facilities, Boarding Houses, Community Care Facilities–Licensed, or any other uses otherwise defined in this Chapter.
      Community & Religious Assembly. This use class consists of community meeting and cultural facilities; meeting, athletic, recreational or social facilities of a private fraternal or benevolent organization; and facilities for religious worship, with incidental educational or residential use. Uses include fraternal lodges, meeting halls, community centers, libraries, museums, churches, mosques, synagogues, monasteries, convents, and religious retreat centers.
      Computer Internet & Amusement Facilities. This use class consists of establishments that, for compensation, provide for public use of computers or electronic communication devices to which computers are connected, for the purpose of providing its patrons with access to the Internet, e-mail, video games played over the Internet, or other computer game software. Typical uses include or are commonly known as PC (personal computer) cafes or zones, internet cafes or zones, cyber cafes or cyber centers or other similar descriptors or uses. Such uses, when part of, and accessory to, educational institutions and day care centers, are not included.
      Convalescent & Rest Homes. This use class consists of facilities providing nursing, dietary and/or other personal services on a twenty-four (24) hour basis for convalescents, invalids and/or aged persons who are unable to care for themselves, requiring regular medical attention (commonly referred to as a "nursing home" or "hospice"). This use excludes cases of alcohol and/or drug addictions, contagious or communicable diseases, and excluding surgery or primary treatments such as are customarily provided in hospitals.
      Convenience Stores. This use class consists of the retail sales of food and beverages, primarily for off-site preparation and consumption, and found in establishments characterized by long or late hours of operation, on-site parking, and a building less than ten thousand (10,000) square feet. Establishments where twenty-five percent (25%) or more of transactions are sales of prepared food for on-site or take-out consumption are classified as a restaurant use. This use class may be combined with Automotive-Service Stations.
   .040   “D” Use Classes.
      Dance & Fitness Studios–Large. This use class consists of the use of a space four thousand (4,000) or more square feet in gross floor area for dance classes, exercise programs, health club, and general fitness training.
      Dance & Fitness Studios–Small. This use class consists of the use of a space less than four thousand (4,000) square feet in gross floor area for dance classes, exercise programs, health club, and general fitness training.
      Day Care Centers. This use class consists of day care centers, as defined in Section 1596.76 of the California Health and Safety Code, where day care is provided for children less than eighteen (18) years of age for periods of fewer than twenty-four (24) hours per day and day care facilities for adults, as defined in Chapter 18.92 (Definitions).
      Drive-Through Facilities. This use class consists of establishments that are designed or operated to serve a patron who is seated in an automobile or similar vehicle. This use class is intended to be applied in conjunction with another use class that defines the service or goods being provided.
   .050   “E” Use Classes.
      Educational Institutions-Business. This use class consists of facilities for teaching business, technical, computer and similar subjects to adult students who pay tuition, operated by an organization or business other than a public agency.
      Educational Institutions-General. This use class consists of facilities for primary, secondary, or adult education, including elementary, junior high, high schools, and colleges, operated by a private entity, but excluding those classified as Educational Institutions-Business.
      Educational Institutions-Tutoring. This use class consists of primary or secondary education tutoring facilities for up to ten children at a time to receive supplemental instruction of academic courses. No classrooms or large group sessions are included as part of these facilities.
      Emergency Shelters (50 or fewer occupants). This use class has the same meaning as defined and used in Section 50801(e) of the California Health and Safety Code and has 50 or fewer occupants.
      Emergency Shelters (more than 50 occupants). This use class has the same meaning as defined and used in Section 50801(e) of the California Health and Safety Code and has more than 50 occupants.
      Employee Housing (Large). A dwelling consisting of seven or more beds but no more than 36 beds or 12 or fewer dwelling units for employees of an agricultural use, as defined in California Government Code Section 51201(b), and located on land owned or rented by the agricultural operator.
      Entertainment Venue. This use class consists of establishments that provide entertainment as a primary business for patrons to attend. Entertainment can include music and/or live entertainment for patrons to dance or otherwise be entertained, that is regularly open to the public with or without the payment of a cover charge or admittance fee, and is not a sex-oriented business as defined in Chapter 18.54 (Sex-Oriented Businesses), or a computer rental/internet amusement business. The entertainment typically generates income for the establishment and is the primary reason for patrons to attend. Establishments under this land use category are typically open past typical dinner hours and may or may not serve alcohol. Facilities that serve alcohol would also fall under the "Alcoholic Beverage Sales-On-Sale" land use category. Typical land uses include comedy clubs, dance venues that do not serve alcohol, entertainment facilities with a cover charge, karaoke facilities, movie and live-performance theaters, and studios with live audiences not classified as "Sex-Oriented Business. This land use does not include facilities that offer entertainment as an accessory land use.
      Equipment Rental-Large. This use class consists of facilities that rent equipment for home repair, construction activities, industrial and office use, and other similar uses. Equipment that is self-propelled, such as tractors and trucks, and equipment that is larger than customarily used by a homeowner are included. This use class also includes facilities with moving vans, trucks, and trailers typically used for moving of household goods.
      Equipment Rental-Small. This use class consists of facilities that rent equipment for parties, minor home repair and medical equipment. Such equipment is typically stored within a building. (Ord. 6101 § 21; April 22, 2008.)
   .060   “F” Use Classes.
      Farmers Market. This use class consists of a designated area in which local farmers, restaurants, and other vendors gather on a regularly scheduled basis to sell their products directly to consumers.
   .070   “G” Use Classes.
      Golf Courses & Country Clubs. This use class consists of golf courses and related uses, such as driving ranges, refreshment services, locker rooms, limited sales of golf supplies and accessories, social areas, and eating and drinking facilities for members, users and guests.    .080   “H” Use Classes.
      Helipads & Heliports. This use class consists of facilities for a landing and takeoff place for helicopters used for private, commercial or medical purposes. Maintenance, servicing, refueling, parking or storage of helicopters is permitted only at heliports.
      Hospitals. This use class consists of state-licensed facilities providing medical, surgical, psychiatric or emergency medical services to sick or injured persons. This classification includes facilities for inpatient or outpatient treatment, as well as training, research and administrative services for patients and employees. It also includes all medical facilities with overnight patient stays.
      Hotels. A building, or group of buildings, containing six (6) or more guest rooms or suites, with no or minimal kitchen facilities in the units, intended for occupancy on a commercial basis. Length of stay is primarily for seven (7) or fewer consecutive nights, but not used as the legal residence or principal dwelling place of the occupant(s), except for one (1) or more caretaker/manager residential unit(s). Guest units may be reached either from a common entrance or directly from the outside of the building. This classification includes gift shops, conference facilities, restaurants or reception facilities operation in conjunction with and accessory to the hotel.
      Hotel, Full Kitchen Facilities. This use class consists of establishments that meet the definition of a “Hotel” under Section 18.36.040 of this Code, and where each guest room consists of full kitchen facilities that includes a range top or a stove, a microwave, an oven, a dishwasher, a refrigerator and a sink. This use class is intended for occupancy on a commercial basis, primarily for seven (7) or fewer consecutive nights.
   .090   “I” Use Classes.
      Industry. This use class consists of the production and processing of goods from fabricated items or raw materials which are lower in intensity, clean and are generally more compatible when located adjacent to commercial areas. Management offices and incidental services for employees, such as recreational facilities, are included. All operations shall be conducted entirely within an enclosed building. This classification does not include, uses that generate excessive noise, fumes, odors or other operating conditions that would impact adjacent land uses, or operations involving large furnaces, plating, or lacquering. Typical uses include the manufacture of clothing, furniture, electronic equipment, novelty items, and toys; cleaning plants; machine shops; powder coating; parcel delivery services; food processing; and mail-order sales facilities.
      Industry–Heavy. This use class consists of the heavy production and processing of goods from fabricated items or raw materials. Management offices and incidental services for employees, such as recreational facilities, are included. Operations that are not conducted entirely within an enclosed building are excluded. This classification includes moderate to heavy industrial processing from raw materials, animal slaughter, and operations involving large heat treating furnaces, plating, or lacquering. Typical uses include the manufacture of metal products, batteries, concrete batching, metal smelting and any other industrial manufacturing that generates noise, fumes, odors or dust or other undesirable effects that can affect adjacent properties or sensitive land uses.
   .100   “J” Use Classes.
      Junkyards. This use class consists of the use of any lot, or any portion of the lot, for the storage of junk, including scrap metals salvage or other scrap materials, secondhand lumber and other building materials, or for dismantled, inoperative or wrecked automobiles or other vehicles or machinery, whether for sale or storage, including automobile wrecking or dismantling establishments.
   .110   “K” Use Classes.
      Kiosks. See Retail Sales–Kiosks.
   .120   “L” Use Classes.
   .130   “M” Use Classes.
      Markets-Large. This use class consists of the retail sale of fresh produce, perishable goods, meats, seafood, packaged food products, general household goods, and beverages, primarily for off-site preparation and consumption. This use class also includes large drug stores that combine services such as a pharmacy along with the retail sale of a variety of items such as packaged food, drinks, refrigerated food and beverages and other similar retail goods. Uses include supermarkets, grocery stores, drug stores, discount stores or delicatessens over ten thousand (10,000) square feet in size. Establishments at which twenty-five percent (25%) or more of the gross floor area is used for sales of prepared food or beverages for on-site or take-out consumption are classified as a restaurant use. This use class may include accessory banking, bakery, delicatessen services, pharmacies and sales.
      Markets-Small. This use class consists of the retail sale of fresh produce, perishable goods, meats, seafood, packaged food products, general household goods, and beverages, primarily for off-site preparation and consumption. Uses include small grocery stores and delicatessens less than ten thousand (10,000) square feet in size but not Women, Infant and Children (W.I.C.) stores. Establishments at which twenty-five percent (25%) or more of the gross floor area is used for sales of prepared food or beverages for on-site or take-out consumption are classified as a restaurant use. This use class may include accessory banking, bakery, and delicatessen services and sales.
      Medical & Dental Offices. This use class consists of the provision of medical and dental services, colonoscopy and laser hair removal services with a licensed physician present, acupuncture, but not including acupressure, unless in accordance with the provisions of Section 18.16.070 (Massage Establishments). Medical laboratories that serve on-site or nearby medical or dental offices are included. Facilities providing for overnight stays are not included.
      Mortuaries. This use class consists of services involving the care and preparation of human dead other than in a cemetery. This classification does not include the on-site interment of the dead or their remains.
      Motels. A building, or group of buildings, containing six (6) or more guest rooms or suites, with no or minimal kitchen facilities in the units, intended for occupancy on a commercial basis. Length of stay is primarily for seven (7) or fewer consecutive nights, but not used as the legal residence or principal dwelling place of the occupant(s), except for one (1) or more caretaker/manager residential unit(s) which conform to Section 18.38.090 (Caretaker Units) of Chapter 18.38 (Supplemental Use Regulations). This classification includes gift shops, conference facilities, restaurants or reception facilities operated in conjunction with and accessory to the motel. (Ord. 6101 § 22; April 22, 2008.)
   .140   “N” Use Classes.
   .150   "O" Use Classes.
      Offices–Development. This use class consists of offices of firms providing development-related services that require large amounts of space per employee, do not cater to the general public, and often involve service vehicles or small trucks. Typical uses include contractors' offices and architectural, landscape architecture and engineering firms.
      Offices–General. This use class consists of offices of firms or organizations providing professional, executive, management or administrative services that require periodic contacts with clients, but not significant walk-in contact with the public, and are not included in another use classification. This classification excludes home offices that meet the criteria for home occupations. Typical uses include administrative offices, consulting firms, and non- medical related therapy offices. Examples of non-medical therapy offices include, but are not limited to, one-on-one or family counseling sessions with a therapist, psychologist, or counselor, hypnotherapy, biofeedback therapy, and dietary counseling. No medicine or prescriptions can be provided or filled at any non-medical therapy office.
      Oil Production. This use class includes the drilling for and production of oil, but does not include refineries, dehydrating or absorption plants, or other processing of the crude oil. This classification excludes accessory storage of oil drums.
      Outdoor Storage Yards. This use class consists of facilities for outdoor or enclosed storage of trucks, equipment, and construction or maintenance materials. This use class also consists of facilities for outdoor storage of oversized and recreational vehicles. Minor and incidental repairs of the stored items, loading facilities and management offices are also included, but retail sale of the items is excluded. Typical uses include contractors' storage yards. Any accessory outdoor storage incidental to a primary enclosed industrial use shall be considered "Outdoor Storage" under Accessory Use classes.
   .160   “P” Use Classes.
      Personal Services-General. This use class consists of services and incidental sales of a personal nature not covered by the Personal Services-Restricted use class. Typical uses include beauty salons (including permanent facial make-up); nail salons; aromatherapy; barbershops; tattoo parlors; diet centers; dry cleaners; laundromats; massage or massage establishments; and art, music and photography studios.
      Personal Services-Restricted. This use class consists of Figure Model Studio Establishments; saunas; and spas.
      Plant Nurseries. This use class consists of the sale and cultivation of ornamental and/or produce-bearing trees, shrubs, and plants, including incidental sale or rental of garden and landscape materials and small equipment. Outdoor storage of such materials and equipment is included.
      Public Art and Murals. This use class consists of any of the following: sculpture, statues or monuments in any material or combination of materials; painting; murals; graphic arts including printmaking and drawing; photography; crafts in clay, fiber and textiles, wood, metal, plastics, glass and other materials; mixed media, any combination of forms or media, including collage; functional art such as street furniture, as defined by the Anaheim Public Art Plan; environmental art consisting of landforms and artistic landscape composition.
      Public Services. This use class consists of administrative, clerical, direct service-related, or public contact offices of federal, state or local government agencies, together with incidental storage and maintenance of government vehicles.    .170   “Q” Use Classes.
   .180   "R" Use Classes.
      Recreation–Billiards. This use class consists of facilities containing pool or billiard tables provided for users other than the occupants/residents of the facility. Facilities that serve alcohol would also fall under the "Alcoholic Beverage Sales-On-Sale" land use category.
      Recreation–Commercial Indoor. This use class consists of recreational operations taking place fully within an enclosed structure. Typical uses include amusement arcades, bowling alleys, haunted houses, family fun centers, bounce houses and any other indoor amusement uses not listed elsewhere.
      Recreation–Commercial Outdoor. This use class consists of establishments providing amusements to the public for a fee. Typical uses include miniature golf, bumper boats, go-kart racing, horse stables, skate parks, water parks, and any other outdoor amusement or entertainment uses not listed elsewhere.
      Recreation-Low-Impact. This use class consists of low impact outdoor recreational uses. Typical uses include walking trails, bike paths, natural parks, interpretive facilities, and plazas.
      Recreation–Swimming & Tennis. This use class consists of outdoor swim clubs and tennis courts.
      Recuperative Care/Medical Respite. This use class consists of facilities that provide short term care and case management to individuals who have been referred by or discharged from a government, community, or licensed medical facility. Recuperative Care/Medical Respite uses shall not allow walk-in clients. Said individuals shall be recovering from an acute illness or injury that generally does not necessitate hospitalization during recovery and whose conditions would be exacerbated by their living conditions (e.g., individuals are either homeless or at risk of being homeless, or have the absence of a caregiver, and have a medical condition requiring post-acute clinical care). These uses provide collaborative services such as case management, referrals, transportation, eligibility assistance, health education, environmental health risk reduction, health literacy, and outreach for homeless or those at risk of being homeless or have the absence of a caregiver, and allow such individuals the opportunity to rest and recover in a safe environment while accessing medical care and other supportive services for a finite length of time before transitioning from this type of use to the community or other supportive housing. Operators of Recuperative Care/Medical Respite uses may coordinate or administer medical care subject to State and/or Federal licensing requirements.
      Recycling Services–General. This use class consists of large-scale waste collection facilities as defined as a "Large Collection Facility" in Chapter 18.48 (Recycling Facilities). This classification does not include storage of topsoil for use under an approved quarry reclamation plan.
      Recycling Services–Processing. This use class consists of a waste recycling "Processing Facility" as defined in Chapter 18.48 (Recycling Facilities).
      Repair Services–General. This use class consists of on-site repair and incidental sales of supplies for large consumer items and business equipment, such as furniture, computers, large appliances and home electronics, conducted within an enclosed building. This classification includes furniture refinishing and repair, but excludes maintenance and repair of vehicles or industrial equipment.
      Repair Services–Limited. This use class consists of on-site repair and incidental sales of supplies for consumer items, such as small household goods, shoes, clothing, watches, cameras and similar items, conducted within an enclosed building.
      Research & Development. This use class consists of the research, development, and limited production of high-technology electronic, industrial, biological, or scientific products. Typical uses include biotechnology firms and software firms.
      Restaurants–Full Service. This use class consists of establishments where food is prepared on the premises and food orders are customarily taken and served to patrons by a waiter or waitress while the patron is seated at a table or dining counter located inside the restaurant or in an outdoor seating area, as defined in Chapter 18.92 of this code.
      Restaurants–General. This use class consists of establishments serving drinks and food prepared on-site. This use class includes drive-in, drive-through, fast food and quick-serve restaurants. Restaurants that convert to a bar or nightclub during a portion of their operating hours would be classified as an "Entertainment Venue" land use.
      Restaurants–Outdoor Dining. This use class consists of establishments serving drinks and foods, in which the activity of preparing and serving meals is conducted mainly within an enclosed building, and which provides an accessory outdoor dining area.
      Retail Sales–General. This use class consists of establishments engaged in retail sale of goods or provision of services not specifically listed under another use classification, and which primarily sell specialized items, or are primarily oriented to a neighborhood and/or citywide customer base. All sales and storage are conducted completely within an enclosed building. This classification includes fortune-telling and stores selling clothing, hardware, art, books, flowers, jewelry, over-the-counter and/or prescription drugs, flooring, furniture and merchandise through the County of Orange Women, Infant and Children (W.I.C.) program (provided it is not in combination with any other use that requires a conditional use permit), as defined in Chapter 18.92 (Definitions).
      Retail Sales–Kiosks. This use class consists of establishments located within temporary or permanent freestanding structures having one or more open sides or openings, and operated for the purpose of the retail sale of food, drink or merchandise. All storage is conducted completely within the structure, and all sales are made from within the structure to the patron on the outside.
      Retail Sales–Outdoor. This use class consists of establishments engaged in retail sale of goods or provision of services that require outdoor display of merchandise. This use class may be applied with another use class that allows sales only within an enclosed building. Typical uses include the sale of gardening tools and materials in conjunction with a home-improvement store.
      Retail Sales–Used Merchandise. This use class consists of establishments engaged in the retail sale of goods that have been previously owned by an actual or potential user of the goods. This use class includes the sale of reconditioned merchandise. All sales and storage are conducted completely within an enclosed building. Typical uses include consignment stores, antique stores, pawn shops, and used furniture and book stores.    .190   “S” Use Classes.
      Self Storage. This use class consists of establishments providing storage services, primarily for personal effects and household goods, within enclosed storage areas having individual access. The incidental sale of boxes and packing materials is included.
      Senior Living Facilities (Large). A State licensed facility that meets the definition of Residential Care Facility for Elderly, as specified in Section 1569.2 of California Health and Safety Code, subject to regulations of Chapter 3.2 of California Health and Safety Code. Such facility provides care and services on a monthly basis or longer to seven (7) or more persons 60 years of age or older, where varying levels and intensities of care and supervision, protective supervision, personal care, or health-related services are provided, based upon their varying needs, as determined in order to be admitted and to remain in the facility. This use class may include Independent Living, Assisted Living, Memory Living Care, Skilled Nursing, and Continuing Care Retirement Community, which are further defined under Senior Living Facilities (Small) in this chapter.
      Sex-Oriented Businesses. This use class consists of establishments defined as sex-oriented businesses in Chapter 18.54 (Sex-Oriented Businesses).
      Sober Living Home (Large). A residential care facility not licensed by the State, providing supportive living environment that is an alcohol and drug-free for seven (7) or more adults recovering from alcoholism and/or drug abuse and considered handicapped under State or Federal law. Such facility shall not provide the services that are provided by the Community Care Facilities–Licensed or Alcoholism or Drug Abuse Recovery or Treatment Facilities. This use class shall not include any Sober Living Home operating as a Single Housekeeping Unit, Alcoholism or Drug Recovery or Treatment Facilities, Boarding Houses, Community Care Facilities–Licensed, or any other uses otherwise defined in this Chapter.
      Stadiums and Sports Arena Complexes. This use class consists of a venue for professional sports on a permanent basis that has a capacity of 15,000 or more seats, which is designed, intended, and used primarily for large-scale spectator events including, but not limited to, sporting events, musical performances, or other similar events.
      Studios–Broadcasting. This use class consists of facilities used for the broadcasting of radio, television or Internet programs. Facilities with live audiences shall be considered "Entertainment Venue."
      Studios–Recording. This use class consists of facilities used for the recording of music and other voice communications, for the purpose of dissemination by broadcast, the Internet, compact disks or similar media. Recording studios with live audiences shall be considered "Entertainment Venue."
      Surface Mining Operations. This use class consists of all or any part of the process involved in the mining of minerals on mined lands by removing overburden and mining directly from the mineral deposits, open pit mining of minerals naturally exposed, mining by auger method, dredging and quarrying, or surface work incidental to an underground mine. Surface mining operations shall include, but are not limited to in-place distillation or retorting or leaching; the production and disposal of mining waste; and prospecting and exploratory activities.
   .200   “T” Use Classes.
      Towing Services. This use class consists of facilities that are used for the towing of vehicles. Overnight storage of operational towing vehicles is included. Maintenance of any vehicles or storage of towed vehicles is not included.
      Transit Facilities. This use class consists of facilities that serve as stations for taxi, bus, freight, truck or transit systems that primarily provide for the movement of goods and/or people. Facilities that serve as product distribution facilities where the materials, products and/or goods to be moved/transferred are stored entirely within a building shall be considered as "Warehousing & Storage-Enclosed."
      Truck Repair & Sales. This use class consists of facilities for the sale, repair and storage of trucks or other related equipment, such as trailers, including onsite outdoor storage and display of such vehicles.
   .210   “U” Use Classes.
      Utilities–Major. This use class consists of facilities that do not meet the requirements of the “Utilities-Minor” use class, such as electrical substations, or have the potential to have a significant effect on the surrounding environment.
      Utilities–Minor. This use class consists of un-staffed facilities involving only minor structures, if any, that are used for the provision of electricity, communications (including pay phones), water, gas, wastewater, through wires, pipes, and other similar means. Antennas for telecommunications systems are not included, but are subject to the requirements for Antennas–Telecommunications.
   .220   “V” Use Classes.
      Veterinary Services. This use class consists of facilities for the medical treatment of household pets, but does not include animal breeding, keeping animals overnight except for purposes of medical treatment, or the care of large animals, such as horses, sheep or hogs.
   .230   “W” Use Classes.
      Warehousing & Storage–Enclosed. This use class consists of the storage of materials and finished products entirely within a building. Such facilities may include loading facilities and management offices. Product distribution facilities where the materials, products and/or goods to be moved/transferred are stored entirely within a building are also included. This use class does not include self-storage facilities or storage and transport of recycled/solid waste or hazardous materials.
      Wholesaling. This use class consists of indoor storage and distribution of merchandise, packages and bulk goods. Retail sales to the general public are not included. This classification includes importing and sale of imported goods, wholesale distribution, and the wholesale of vehicles, provided there are no retail sales or repair and the vehicles are stored within a building. Associated activities, such as packaging and crating, and incidental loading facilities and management offices are included.
      Wine Bar. This use class consists of an establishment having as its principal or predominant use the serving of wine for consumption on the premises. Sandwiches, light meals and/or full-service meals may be available for consumption on the premises but are not the principal or predominant use of the establishment.
   .240   “X” Use Classes.
   .250   “Y” Use Classes.
   .260   “Z” Use Classes. 18.36.050 ACCESSORY USE CLASSES.

   The following use classes are intended to describe only those uses that are incidental to and customarily associated with a primary use or main structure located on the same lot.
   .005   Accessory Dwelling Unit. This use class consists of a residential dwelling unit that provides complete independent living facilities for one or more persons and is located on a lot zoned for residential use with a proposed or existing main dwelling unit. It shall include permanent provisions for living, sleeping, eating, cooking, and sanitation independent from the main dwelling unit. An Attached Accessory Dwelling Unit is attached to the main dwelling unit, having at least one (1) common wall and a common roof with the main dwelling unit. A Detached Accessory Dwelling Unit is detached from the main dwelling unit.
   .010   Accessory Dwelling Unit - Junior. This use class consists of a residential dwelling unit that is no more than 500 square feet in size, includes an efficiency kitchen, and is contained entirely within a single-family residence. An Accessory Dwelling Unit - Junior may include separate sanitation facilities or may share sanitation facilities with the existing structure.
   .015   Accessory Living Quarters. This use class consists of habitable space for non-paying guests or household employees, for an allowable residence located on the same residentially zoned lot.
   .020   Repealed by Ord. 6620 § 26, January 13, 2026.
   .030   Amusement Devices. This use class consists of six (6) or fewer amusement devices, and any number of amusement devices that occupy forty-nine percent (49%) or less of the public floor area of an establishment.
   .035   Automated Teller Machines (ATM's). This use class consists of cash dispensing machines that are typically located inside an existing business.
   .040   Animal Keeping. This use class consists of keeping of pets and other domesticated animals owned by occupants of the lot, and not kept for remuneration, hire or sale.
   .050   Antennas–Dish. This use class consists of circular or nearly circular antennas used for the reception of electronic signals relayed by satellites moving through the sky.
   .060   Antennas–Receiving. This use class consists of roof-mounted antennas used for the reception of television, radio or other electronic signals from ground-mounted transmitting antennas or relay stations.
   .070   Bingo Establishments. This use class consists of establishments that offer bingo games to the public for the purpose of fundraising for an organization.
   .080   Caretaker Units. This use class consists of one dwelling unit per lot, used for the sole purpose of providing security, maintenance or similar services for an allowable non-residential use located on the same non-residentially zoned lot.
   .090   Day Care-Large Family. This use class consists of a day care facility located in a dwelling unit, where care and supervision for between nine (9) and fourteen (14) children less than eighteen (18) years of age is provided for periods of fewer than twenty-four (24) hours per day. If located within a dwelling unit, children less than the age of ten (10) years who reside in the dwelling unit count as children served by the facility.
   .100   Day Care-Small Family. This use class consists of a day care facility located in a dwelling unit, where care and supervision for eight (8) or fewer children less than eighteen (18) years of age is provided for periods of fewer than twenty-four (24) hours per day. If located within a dwelling unit, children less than the age of ten (10) years who reside in the dwelling unit count as children served by the facility.
   .105   Entertainment–Accessory. This use class consists of accessory entertainment offered in conjunction with a restaurant as defined in Section 18.92.210 of this code or other primary land use. The entertainment provided is intended to be part of the service provided at the establishment and is not the primary draw of customers to the establishment. The entertainment is not the primary source of income for the establishment. Typical land uses are coffee houses with live music, restaurants with live music, and accessory music within a bar.
   .110   Fences & Walls. This use class consists of a continuous barrier, including gates that separate, screens, encloses or marks the boundary of a lot or development. The barrier may consist of man-made materials, vegetative materials, earthen berms, or other natural or fabricated barrier.
   .120   Greenhouses–Private. This use class consists of a greenhouse, detached from the main dwelling and no larger than twenty percent (20%) of the main dwelling, used for gardening purposes. An attached greenhouse is considered to be part of the main dwelling.
   .130   Home Occupations. This use class consists of an occupation that is carried on in any approved dwelling unit by the resident of the dwelling unit, and is incidental to the use of the dwelling unit such that it does not change the residential character of the unit or neighborhood.
   .140   Landscaping & Gardens. This use class consists of the noncommercial growing of trees, shrubs, flowers, gardens and other natural planting materials, as well as the use of non-vegetative landscaping materials.
   .150   Mechanical & Utility Equipment–Ground Mounted. This use class consists of ground-mounted mechanical or utility equipment, such as compressors, condensers, pipes used for heating and cooling, water backflow devices, above-ground fire lines, pad-mounted transformers, electric vehicle charging stations and other activities associated with and incidental to the main and accessory building.
   .160   Mechanical & Utility Equipment–Roof Mounted. This use class consists of roof-mounted mechanical or utility equipment, such as compressors, condensers, pipes, vents, ducts, and other activities associated with and incidental to the main building.
   .170   Outdoor Displays. This use class consists of the display of merchandise outside of an enclosed structure for the purpose of showing the merchandise to potential buyers or users.

   .190   Parking Lots & Garages. This use class consists of open parking lots and structures, including garages and carports, designed to be used for parking automobiles. The overnight storage of work related vehicles used during business hours is included in this use class.
   .195   Valet Parking. A parking service provided to accommodate users of an establishment, which service is incidental to the establishment and by which an attendant on behalf of the establishment takes temporary custody of the users' vehicles and moves, parks, stores or retrieves the vehicle.
   .200   Petroleum Storage–Incidental. This use class consists of the storage of petroleum products, such as small quantities of gasoline, oil and lighter fluid, for use on-site, but not for resale or use off-site.
   .210   Portable Food Carts. This use class consists of portable carts from which coffee, non-alcoholic drinks, or prepared food is sold, and that are removed during the hours when the principle use with which they are associated is not operational.
   .220   Recreation Buildings & Structures. This use class consists of recreational uses associated with residential dwellings, such as swimming pools, cabanas, dressing rooms, private noncommercial workshops, barns, tennis and paddleball courts, play equipment, and non-habitable tree houses.
   .225   Recycling Services–Consumer. This use class consists of small-scale waste collection facilities as defined as a "Reverse Vending Machine" and "Small Collection Facility" in Chapter 18.48 (Recycling Facilities).
   .230   Retail Floor, Wall & Window Coverings. This use class consists of the sale of tile, floor coverings, wall coverings, and window coverings as an accessory use to a primary permitted industrial use.
   .250   Repealed by Ord. 6483, June 9, 2020
   .260   Short-Term Rentals. This use class consists of the rental of an approved short-term rental unit for occupancy, dwelling, lodging or sleeping purposes for a period of less than thirty (30) consecutive calendar days in duration in a zoning district where residential uses are allowed.
   .270   Signs. This use class consists of any device used for visual communication intended to attract the attention of the public and that is visible from a public right-of-way or other properties. Items of merchandise normally displayed within a show window of a business are not included.
   .280   Solar Energy Panels. This use class consists of any solar collector(s) or other solar energy device(s) whose primary purpose is to provide for the collection of solar energy for space heating, space cooling, electric generation, or water heating.
   .290   Thematic Elements. This use class consists of non-occupiable structures that are intended to add interest to a specific area. Examples include gateways, towers, public art displays, monuments, fountains, sculptures, spires, and similar architectural features.
   .300   Vending Machines. This use class consists of an unattended, self-service device that, upon insertion of a coin or token, dispenses something of value, including food, beverages, merchandise or services.
   .310   Warehousing & Storage-Outdoors. This use class consists of the outdoor storage of equipment, materials, and finished products or refuse basic to the operations of permitted uses, other than the storage classified under the "Outdoor Storage Yards" use class. 18.36.060 TEMPORARY USE CLASSES.

   The following use classes are intended to describe those uses that are allowed for a limited and fixed period of time.
   .010   Carnivals & Circuses. This use class consists of the temporary operation of a commercial carnival or circus for entertainment, but not for promotional purposes for a business.
   .020   Christmas Tree & Pumpkin Sales. This use class consists of the sale of Christmas trees, Christmas tree stands, and Christmas wreaths on sale prior to December 25th of each year. The sale of trees and wreaths made of synthetic materials is not included. The use class also includes the sale of pumpkins prior to October 31st of each year.
   .030   Contractor’s Office & Storage. This use class consists of temporary structures for the housing of tools and equipment or for supervisory offices in connection with major construction projects during the progress of the construction on such projects.
   .040   Sale of Fireworks. This use class consists of the temporary sale of “fireworks”, as that term is defined in Section 18.92.090 (“F” Words, Terms and Phrases) of Chapter 18.92 of this Code.
   .050   Open-Air Festivals. This use class consists of outdoor events oriented to tourists and/or visitors. Such events may include a public gathering, speech, concert, presentation or show.
   .060   Real Estate Tract Office. This use class consists of one temporary real estate office and temporary real estate subdivision or tract sign located on any new subdivision located within the City.
   .070   Real Estate Tract Signs. This use class consists of temporary signs advertising a contiguous grouping of residential lots or units for sale or lease.
   .080   Special Events. This use class consists of any event, promotion or sale sponsored by a business, shopping center or organization that is held outside the confines of the building, whether or not a business license is required, and that may include, or be limited to, the display of temporary signs, flags, banners, fixed balloons, rides, games, booths or similar amusement devices, whether or not a fee or admission is charged.
