Whenever a violation of this title occurs, any person may file a complaint in regard thereto. All complaints shall be made in writing to the building official who shall conduct an investigation of the complaint and forward findings to the city council.

The city council shall review the building official's findings and upon finding a violation shall notify the property owner of the violation and fix a time, normally 90 days, for the violator to meet the requirements of this title. A copy of the penalty clause shall accompany the notification. If the violation is not corrected within the time, the city council shall refer the violation to the city attorney for legal action.

Violation of the provisions of this title or failure to comply with any of its requirements shall upon conviction thereof result in a fine of not more than $300.00 and/or imprisonment for not more than 30 days for the violator who shall also pay all costs and expense involved in the case. Each day such violation continues shall be considered a separate offense.
