If any section, clause, provision, or portion of this Ordinance shall be ruled invalid or unconstitutional by any Court or competent jurisdiction, such decision shall not affect any other section, clause, provision, or portion of this Ordinance.

All Ordinances or parts of Ordinances in conflict with this Ordinance are hereby repealed.
