SECTION 2

INTERPRETATION, ADMINISTRATION, AND ENFORCEMENT

§ 2.1 INTERPRETATION.

Questions of interpretation of this ordinance shall be referred to the Zoning Administrator who shall have the authority to determine the meaning and interpretation of any provision of this ordinance. Any person aggrieved, or any officer, department, or Board of the city affected by any interpretation of the Zoning Administrator may appeal said interpretation to the Zoning Board of Adjustment, whose decision in the matter shall be final.

§ 2.2 ADMINISTRATION AND ENFORCEMENT.

The Zoning Administrator shall administer and enforce this ordinance. He/She shall be provided with the assistance of such other persons or consultants as the City Council may direct. If the Zoning Administrator should find that any of the provisions of this ordinance are being violated, he/she shall notify in writing the landowner or person responsible for the violation indicating the nature of the violation and ordering the action necessary to correct it. He/she shall order discontinuance of any illegal use of land, buildings or structure, removal of illegal buildings or structures, or of illegal additions, alterations, or structural changes, discontinuance of any illegal work being done, or shall take any other action authorized by this ordinance to ensure compliance with or to prevent violation of its provisions.

§ 2.3 COMPLAINTS REGARDING VIOLATIONS.

Whenever a violation of this ordinance occurs, or is alleged to have occurred, any person may file a written complaint with the Zoning Administrator, such complaint stating fully the causes and basis thereof. The Zoning Administrator shall properly record such complaint, immediately investigate, and take action thereon as provided by this ordinance. The Zoning Administrator, or his/her duly authorized representative, shall have the right to enter upon any premises in the city at reasonable times for the purpose of making inspections of buildings or premises necessary to carry out the enforcement of this ordinance.
