10-6A-2: USE, LOT AND BULK REGULATIONS:

Use, lot and bulk regulations applying specifically to the B-1 village center district are set forth in the sections which follow. Also applying to the B-1 village center district are regulations set forth in other chapters in this title as follows:

10-6A-3: PERMITTED USES:

The following uses are permitted within the B-1 village center district, in accordance with the conditions specified, and subject to site plan review as set forth in this title. Unless otherwise specifically set forth, wherever a permitted use is named as a major category, it shall be deemed to include only those itemized uses listed under the said category. No building or zoning lot in the B-1 Village Center District shall be devoted to any use other than a use permitted in the B-1 Village Center District and no building or structure in the B-1 Village Center District shall be erected, altered, enlarged, or occupied except for a permitted use in the B-1 Village Center District unless otherwise specifically allowed in this Title.
Uses lawfully established on the effective date of this Title and rendered nonconforming by the provisions thereof shall be subject to the regulations of Chapter 10.
The following uses are permitted in the B-1 Village Center District:
   A.   Retail Uses:
      Antique shops.
      Art and school supply stores.
      Bakeries in which the baking of goods is limited to goods retailed on the premises only.
      Book stores.
      Camera and photographic supply stores.
      China, glassware and metalware stores.
      Clothing stores.
      Coin and stamp stores.
      Drapery, curtain and window coverings stores.
      Dry goods stores.
      Drug stores.
      Electrical appliance stores.
      Fabrics and sewing accessory stores.
      Floor covering stores.
      Flower shops.
      Food stores.
      Furniture stores.
      Furriers and fur apparel stores.
      Gift, novelty and souvenir shops.
      Hardware stores.
      Home decorating stores.
      Indoor sales and service of lawnmowers and garden implements and supplies.
      Jewelry stores.
      Kitchen and bathroom stores.
      Leather shops.
      Luggage and suitcase stores.
      Liquor stores.
      Musical instrument stores.
      Newspaper and magazine stores.
      Paint and wallcovering stores.
      Pharmacies.
      Record shops.

   C.   Food Service and Leisure:
      Restaurants, without liquor.
   D.   Financial Uses:
      Accounting, auditing and bookkeeping uses.
      Banks, without drive-in facilities.
      Commodity brokers.
      Credit union offices.
      Currency exchanges.
      Financial counseling offices.
      Income tax service.
      Savings and loan institutions, without drive-in facilities.
      Security brokers.
   E.   Business Service Uses:
      Advertising agency offices.
      Photocopying stores.
      Data processing centers.
      Employment agency offices.
      Office supply stores.
      Printing shops, under 5,000 sq. ft.
   F.   Administrative and Professional Offices:
      Architects.
      Attorneys.
      Business and management consulting.
      Consultant offices.
      Designers.
      General business offices.
      Government offices.
      Insurance.
      Publishing offices.
      Real estate.
   G.   Medical and Related Uses:
      Dental offices and laboratories.
      Medical offices and laboratories.
      Optometrist offices and laboratories.
   H.   Communication and Private Utility Uses:
      Newspaper offices.
      News syndication services.
      Radio and television broadcasting stations and studios.
      Recording studios.
      Telegraph offices.
      Telephone answering services.
      Telephone business offices.
   I.   Education Uses:
      Barber and beauty schools.
      Business schools.
      Dancing and music academies.
      Daycare nurseries.
      Personnel training centers.
      Studios for art, drama, reading or speech.
   J.   Cultural and recreational uses:
      Art galleries.
      Health clubs.
      Libraries.
      Museums.
   K.   Residential uses:
      Multi-family apartments and condominiums, second floor and above.
   L.   Governmental uses:
      Office and meeting facilities.

10-6A-4: SPECIAL USES:

The following uses may be located in the B-1 village center district, subject to the issuance of a special use permit in accordance with the provisions of chapter 13 of this title.
The following uses are special uses in the B-1 district:
Auditoriums or conference centers.
Automobile service stations.
Banquet facility.
Bed and breakfast establishments:
   A.   Two (2) guests shall be allowed per guestroom with the length of stay a maximum of one week;
   B.   Installation of smoke detectors;
   C.   Installation of emergency exit lighting;
   D.   Proper egress from guest area in case of emergency;
   E.   A food handling permit for the serving of breakfast;
   F.   A business license shall be obtained from the village;
   G.   A sign shall be permitted in accordance with the sign ordinance;
   H.   One parking space shall be provided per guestroom in addition to any other parking requirements within the applicable zoning district; and
   I.   All of the requirements outlined in Illinois state statutes regarding a bed and breakfast shall be met.
Churches.
Convenience store.
Drive-in financial institutions.
Game rooms, as defined in and subject to the additional regulations imposed by the Bartlett game room licensing in title 3, chapter 4 of the Bartlett municipal code.
Newspaper and magazine stands, freestanding.
Parking facilities, in excess of required accessory parking.
Planned unit developments.
Police or fire stations.
Post offices and postal distribution centers.
Public utilities.
Public works facilities.
Restaurants, carryout.
Restaurants, serving liquor.
Senior citizen housing.
Social or fraternal association meeting places.
Tavern or cocktail lounges, with or without entertainment.

10-6A-5: ACCESSORY USES:

Accessory uses, buildings or other structures customarily incidental to and commonly associated with permitted or special uses may be permitted in the B-1 village center district, provided they are operated and maintained under the same ownership and on the same lot as the permitted or special use, and do not include structures or structural features inconsistent with the permitted or special use.
Accessory uses may include the following:
Central heating and air conditioning plants.
Garages, carports, or other parking spaces for the exclusive use of residents, occupants and customers on the premises.
Home occupations.
Signs, as regulated in chapter 12 of this title.
The outdoor service and consumption of food and alcoholic beverages in conjunction with a restaurant on the property.
Tool houses, sheds, and other similar buildings for the storage of supplies and equipment.

10-6A-6: PROHIBITED USES:

All uses not expressly authorized under "permitted, special or accessory uses" are expressly prohibited.
The following, and uses similar to the following, illustrate prohibited uses:
   Adult bookstores.
   Adult cabarets.
   Adult entertainment establishments.
   Adult mini-motion picture theaters.
   Adult motion picture theaters.
   Adult-use cannabis cultivation center.
   Adult-use cannabis dispensing center.
   Adult-use cannabis craft grower.
   Adult-use cannabis infuser organization or infuser.
   Adult-use cannabis processing organization or processor.
   Adult-use cannabis transportation organization or transporter.
   Automobile racetracks.
   Car washes.
   Drive-in uses, except for financial institutions.
   Hotels and motels.
   Incinerators.
   Junk yards.
   Monoash landfills, transfer stations, balefills, hazardous waste landfills, incinerators, garbage dumps, sanitary and solid waste landfills and uses accessory to or related to said uses. Trailer and semi-trailer storage lots.
   Tobacco/Vape Stores.
   Wholesale uses.

10-6A-7: SITE AND STRUCTURE PROVISIONS:

   A.   Minimum Lot Area: Excluding senior citizen housing authorized as a special use, three thousand (3,000) square feet of lot area shall be provided and maintained for each dwelling unit on or above the second floor.
   B.   Required Yards: Required yards shall be provided and maintained in the B-1 Village Center District as described below:
      1.   Required Front Yard: A required front yard of twenty feet (20') shall be provided and maintained, unless fifty percent (50%) or more of the lots on any given block face have previously been lawfully developed with buildings having setbacks less than twenty feet (20') (a block face being defined as one side of a public street between two intersecting streets on that same side). In the case of the above-described previous development, the average setback of existing buildings may then be considered the required front yard depth for that block face.
      2.   Required Side Yards: No interior side yard shall be required. On a corner side yard, a required side yard shall be provided and maintained of twenty feet (20') or the average front yard setback along the same block face, whichever is lesser. Where a side lot line coincides with a side or rear lot line in an adjacent residential district, a transitional yard shall be required along such side lot line. Such transitional yard shall be equal in dimension to the required side yard for a residential use on the adjacent residential lot.
      3.   Required Rear Yard: A required rear yard of twenty feet (20') shall be provided and maintained.
   C.   Building Height: The maximum height of any structure shall be forty-eight feet (48') or four (4) stories, whichever is lower. However, no part of a structure within fifty feet (50') of a residential district line shall exceed twenty-five feet (25') or two (2) stories, whichever is lower.
   D.   Floor Area Ratio: The maximum floor area ratio shall be 0.6.
   E.   Minimum Size of Dwelling: Every structure occupied in whole or in part for residential purposes shall contain at least seven hundred fifty (750) square feet of livable floor area per dwelling unit exclusive of basement or garage space.
   F.   Special Requirements: Uses in the B-1 Village Center District shall conform to the requirements set forth hereafter:
      1.   Parking and Loading Requirements: All uses shall conform to the applicable requirements for off-street parking and loading set forth in Chapter 11. However, because uses in this District may be located on small parcels, compliance with the strict requirements for off-street parking and loading may be impractical. In such cases, the owner may, at the discretion of the Village Board, contribute to the Bartlett Public Parking Fund an amount equal to one thousand dollars ($1,000.00) multiplied by the required number of parking spaces not provided. Such fund is established to provide public off-street parking within close proximity to the B-1 Village Center District which meets the needs of adjacent uses and yet preserves the traditional flavor of the area and encourages beautification efforts. The parking of trucks as an accessory use, when used in the conduct of a permitted or special use listed in the B-1 Village Center District, shall be limited to vehicles of not over one and one-half (1 1/2) tons capacity.       2.   Required Landscaping and Screening: All development in the Village Center District shall provide screening and landscaping in accordance with provisions in Chapter 10-11A. (Ord. 91-26, 4-16-91)
      3.   Sign Requirements: All uses shall conform to the applicable requirements for signs set forth in Chapter 12.
      4.   Business Use Requirements:
         a.   Office/service business uses and residential uses are not allowed on the same floor of the same building.
         b.   Business uses are not allowed above the second floor in buildings containing residential dwelling units.
         c.   All business establishments shall be retail or service establishments dealing directly with consumers.
         d.   All business, servicing, or processing except for off street parking, loading and the sale of gasoline and petroleum products by automobile service stations shall be conducted within completely enclosed buildings.
         e.   All activities involving the production, processing, servicing, testing or repair of materials, goods or products shall conform to the performance standards established for the I-1 industrial district.
   G.   Special Criteria For Site Plan Review: The following special criteria shall apply to the review of site plans within the village center district:
      1.   Any new development or redevelopment shall be consistent with the official Bartlett downtown plan.
      2.   New and remodeled buildings shall be of a scale and design which is compatible with the traditional character of the village center and which is compatible with a pedestrian environment.
      3.   The use of property in the immediate vicinity of the railroad tracks shall enhance the focal points of vistas from Main Street northward and from Oak Street southward.
      4.   Unity of development shall be strongly encouraged in the area between Oneida Avenue and Bartlett Avenue, from Western Avenue to Eastern Avenue, emphasizing retail shopping and pedestrian systems at the ground level along Bartlett Avenue.
      5.   Low density office uses and senior citizen housing shall be encouraged on the south side of Railroad Avenue west of Oak Avenue in a well landscaped environment.
      6.   The number of curb cuts and vehicular access points shall be minimized throughout the district.
      7.   Off street parking facilities shall be located and buffered by landscaping so as not to interrupt business continuity or adversely affect residential areas. (Ord. 82-73, 11-16-1982)

      Florist shops and conservatories.
      Food stores and grocery stores.
      Gift shops.
      Haberdasheries.
      Hardware stores.
      Hobby shops.
      Ice cream stores.
      Indoor sales and service of lawnmowers and garden implements and supplies.
      Jewelry stores.
      Newspaper and magazine stores.
      Shoe stores.
      Sporting goods stores.
      Variety stores.
      Wearing apparel shops.
   B.   Personal services:
      Barbershops.
      Beauty parlors.
      Key and lock shops.
      Launderettes, self-service only.
      Laundries and dry cleaners, but not a central plant serving other than the premises upon which it is located.
      Shoe, clothing and hat repair stores.
      Tailor and dressmaking shops, employing not more than five (5) persons on the premises.
      Travel agencies.
   C.   Food service and leisure:
      Restaurants, without liquor.
   D.   Financial uses:
      Currency exchanges.
   E.   Uses permitted in the B-1 district.

Special uses, as hereinafter listed, may be allowed subject to the issuance of special use permits in accordance with the provisions of chapter 13 of this title.
The following uses are special uses in the B-2 district:
Adult-use cannabis dispensing center; except in the Downtown Overlay District, where such use shall be prohibited.
Automobile service stations.
Banks, not including drive-in facilities.
Car washes.
Electric or telephone substations and other governmental and utility service uses.
Fix-it shops, for general, minor repair.
Funeral parlors and undertaking establishments.
Game rooms, as defined in and subject to the additional regulations imposed by the Bartlett game room licensing in title 3, chapter 4 of the Bartlett municipal code.
Ice and milk machines.
Meat markets.
Medical cannabis dispensing center; except in the Downtown Overlay District, where such use shall be prohibited.
Newsstands, freestanding.
Package liquor sales.
Pet shops.
Planned unit developments.
Restaurants, drive-in or serving liquor.
Savings and loans, not including drive-in facilities.

Signs, as regulated in chapter 12 of this title.
The outdoor service and consumption of food and alcoholic beverages in conjunction with a restaurant on the property.
Tool houses, sheds, and other similar buildings for the storage of supplies and equipment.

10-6B-7: SITE AND STRUCTURE PROVISIONS:

Uses in the B-2 local convenience shopping district shall conform to the following requirements:
   A.   Minimum Contiguous Area: The minimum contiguous area for any land zoned in accordance with the B-2 local convenience shopping district shall be one acre.
   B.   Minimum Lot Area: A ground area of not less than two thousand five hundred (2,500) square feet shall be designated, provided and continuously maintained for each principal structure, except as approved in a planned unit development.
   C.   Required Yards: Required yards shall be provided and maintained in the B-2 local convenience shopping district as described below:
      1.   Required Front Yard: A required front yard of forty feet (40') shall be provided and maintained.
      2.   Required Side Yards: Required side yards of fifteen feet (15') shall be provided and maintained.
On a corner side yard, a required side yard of forty feet (40') shall be provided and maintained.
      3.   Required Rear Yard: A required rear yard of twenty feet (20') shall be provided and maintained.
   D.   Building Height: The maximum height of all structures shall be twenty five feet (25'). However, taller structures may be permitted as special uses by the village board.
   E.   Floor Area Ratio: The maximum floor area ratio shall be 0.4.
   F.   Special Requirements: Uses in the B-2 local convenience shopping district shall conform to the requirements set forth hereinafter:
      1.   Parking And Loading Requirements: All uses shall conform to the applicable requirements for off street parking and loading set forth in chapter 11 of this title.
      2.   Sign Requirements: All uses shall conform to the applicable requirements for signs set forth in chapter 12 of this title.
      3.   Trucks: The parking of trucks as an accessory use, when used in the conduct of a permitted business listed in the B-2 district, shall be limited to vehicles of not over one and one-half (1 1/2) tons' capacity when located within one hundred fifty feet (150') of a residence district boundary line.       4.   Refuse Areas: All refuse areas shall be screened in accordance with provisions in subsection 10-11A-4E1a of this title.
      5.   Required Landscaping And Screening: All development in the B-2 local convenience shopping district shall provide screening and landscaping in accordance with provisions in chapter 11A of this title. (Ord. 91-26, 4-16-1991)
      6.   Business Use Requirements:
         a.   All business establishments shall be retail or service establishments dealing directly with consumers. All goods produced on the premises shall be sold at retail on the premises where produced.
         b.   All permitted or special uses shall be conducted within completely enclosed buildings, except for off street parking and loading, or automobile service stations, substations and utility services, ice and milk machines and newsstands when established as a special use.
         c.   Establishments of the "drive-in" type offering goods or services directly to customers waiting in parked motor vehicles are not permitted, except in the case of automobile service stations as a special use.
         d.   All activities involving the production, processing, cleaning, servicing, testing or repair of materials, goods or products shall conform with the performance standards established for the I-1 industrial district, provided that performance standards shall in every case be applied at the boundaries of the zoning lot in which such activities take place.
   G.   Site Plan Review: A site plan approved according to the regulations in chapter 13 of this title shall be required prior to the approval of a building permit for any property in the B-2 district, or prior to the rezoning of property to a B-2 district. (Ord. 78-40, 5-16-1978)

10-6C-3: PERMITTED USES:

10-6C-4: SPECIAL USES:

Special uses, as hereinafter listed, may be allowed subject to the issuance of special use permits in accordance with the provisions of chapter 13 of this title.
The following uses are special uses in the B-3 district:
   Adult-use cannabis dispensing center, except in the Downtown Overlay District, where such use shall be prohibited.
   Animal hospitals, animal clinics and kennels.
   Automobile and truck sales.
   Automobile repair shops, including major repair.
   Automobile service stations.
   Automobile, truck and trailer rentals.
   Banks and savings and loans, drive-in.
   Banquet halls.
   Car washes.
   Electric or telephone substations and other governmental and utility service uses.
   Film processing centers.
   Fix-it shops, for general minor repair.
   Funeral parlors and undertaking establishments.
   Game rooms, as defined in and subject to the additional regulations imposed by the Bartlett game room licensing in title 3, chapter 4 of the Bartlett municipal code.
   Medical cannabis dispensing center; except in the Downtown Overlay District, where such use shall be prohibited.
   Motorcycle sales.
   Off-site parking and storage of new and pre-owned vehicles for motor vehicle dealerships.
   Outdoor sales, storage and testing of lawn mowers and garden implements and sales of supplies within a screened or enclosed area.
   Pet shops.
   Planned unit developments.
   Recreation and amusement establishments, including bowling alleys, pool halls, dance halls, skating rinks, golf driving ranges, miniature golf courses and mechanical rides.
   Restaurants, drive-in or serving liquor.
   Structures with building heights in excess of twenty five feet (25') used for a permitted or special use.
   Taverns, cocktail lounges and package liquor stores.
   Tobacco/Vape Stores.
   Trailer and boat sales.

10-6C-5: ACCESSORY USES:

Accessory uses, building or other structures customarily incidental to and commonly associated with a permitted or special use may be permitted, provided they are operated and maintained under the same ownership and on the same lot as the permitted use, do not include structures or structural features inconsistent with the permitted use, and do not involve the conduct of any separate business, profession, trade or industry.
Accessory uses may include the following:
Central heating and air conditioning plants.
Garages, carports or other off street parking spaces. Truck parking shall be limited to vehicles of not over one and one-half (1 1/2) tons' capacity when located within one hundred fifty feet (150') of a residence district boundary line.
Signs, as regulated in chapter 12 of this title.
The outdoor service and consumption of food and alcoholic beverages in conjunction with a restaurant on the property.
Tool houses, sheds, and other similar buildings for the storage of supplies and equipment.
Water retention or detention areas.

10-6C-6: PROHIBITED USES:

All uses not expressly authorized under "Permitted, Special and Accessory Uses" are expressly prohibited.
The following, and uses similar to the following, illustrate prohibited uses:
Adult bookstores.
Adult cabarets.
Adult entertainment establishments.
Adult mini motion picture theaters.
Adult motion picture theaters.
Adult-use cannabis cultivation center.
Adult-use cannabis craft grower.
Adult-use cannabis infuser organization or processor.
Adult-use cannabis processing organization or processor.
Adult-use cannabis transportation organization or transporter.
Automobile racetracks, raceways, speedways.
Hotels and motels.
Incinerators.
Junk yards.
Monoash landfills, transfer stations, balefills, hazardous waste landfills, incinerators, garbage dumps, sanitary and solid waste landfills and uses accessory to or related to said uses.

10-6C-7: SITE AND STRUCTURE PROVISIONS:

Uses in the B-3 Neighborhood Shopping District shall conform to the following requirements:
   A.   Minimum Contiguous Area: The minimum contiguous area for any land zoned in accordance with the B-3 Neighborhood Shopping District shall be seven (7) acres.
   B.   Minimum Lot Area: A ground area of not less than two thousand five hundred (2,500) square feet shall be designated, provided and continuously maintained for each principal structure, except as approved in a planned unit development.
   C.   Required Yards: Required yards shall be provided and maintained in the B-3 Neighborhood Shopping District as described below:
      1.   Required Front Yard: A required front yard of fifty feet (50') shall be provided and maintained.
      2.   Required Side Yards: Required side yards of twenty feet (20') shall be provided and maintained.
On a corner side yard, a required side yard of fifty feet (50') shall be provided and maintained.
      3.   Required Rear Yard: A required rear yard of thirty feet (30') shall be provided and maintained.
   D.   Building Height: The maximum height of all structures shall be twenty five feet (25'). However, taller structures may be permitted as special uses by the Village Board.
   E.   Floor Area Ratio: The maximum floor area ratio shall be 0.4.
   F.   Special Requirements: Uses in the B-3 Neighborhood Shopping District shall conform to the requirements set forth hereinafter:
      1.   Parking And Loading Requirements: All uses shall conform to the applicable requirements for off-street parking and loading set forth in Chapter 11 of this Title.
      2.   Sign Requirements: All uses shall conform to the applicable requirements for signs set forth in Chapter 12 of this Title.
      3.   Trucks: The parking of trucks as an accessory use, when used in the conduct of a permitted business listed in the B-3 District, shall be limited to vehicles of not over one and one-half (11/2) tons' capacity when located within one hundred fifty feet (150') of a residence district boundary line.
      4.   Refuse Areas: All refuse areas shall be screened in accordance with provisions in subsection 10-11A-4E1a of this Title.
      5.   Required Landscaping And Screening: All development in the B-3 Neighborhood Shopping District shall provide screening and landscaping in accordance with provisions in Chapter 10-11A of this Title.
      6.   Business Use Requirements:
         a.   All business establishments shall be retail or service establishments dealing directly with consumers. All goods produced on the premises shall be sold at retail on the premises where produced.
         b.   All activities involving the production, processing, cleaning, servicing, testing or repair of materials, goods or products shall conform with the performance standards established for the I-1 Industrial District, provided that performance standards shall in every case be applied at the boundaries of the zoning lot in which such activities take place.
      7.   Off-Site Parking And Storage of New And Pre-Owned Vehicles For Motor Vehicle Dealerships Requirements:
         a.   The off-site parking and storage of vehicles for dealerships is principally limited to dealerships located within the Village's corporate limits, but not more than twenty five percent (25%) of the vehicles stored may be those belonging to the dealership's affiliates not located in the Village.
         b.   Only new and pre-owned vehicles for sale will be allowed to be stored on the site. No disabled vehicles shall be permitted on-site.
         c.   No service or dealer prep shall be permitted on-site.
         d.   Vehicles may not be stacked or elevated in any manner. Vehicles may be parked in tandem.
         e.   Parking and storage areas must be setback a minimum of twenty feet (20') from front and corner side property lines, thirty feet (30') from side and rear property lines abutting property zoned residential and five feet (5') from side and rear property lines abutting property zoned nonresidential.
         f.   Screening and landscaping shall be provided in accordance with the provisions in chapter 11, article A of this title, except:
            (1)   A landscaped interior parkway at least twenty feet (20') in width is required along all rights of way. One large deciduous or evergreen tree per sixty feet (60') of street frontage shall be provided. In addition, shrub planting shall screen the parking area from the roadway. This shrub planting shall be a minimum of two feet (2') in height and be located within the interior parkway. A maximum of twenty-five percent (25%) of the parking lot frontage may be left unscreened to permit design flexibility.
            (2)   A minimum thirty foot (30') wide buffer area shall be required when the property line abuts a residentially zoned lot. A wood fence or other approved material at least six feet (6') high but not more than eight feet (8') high shall be constructed within the buffer. A double row of evergreen trees, a minimum of eight feet (8') shall also be provided. Shrub planting is not required.
            (3)   Perimeter landscaping is not required along a property line when it abuts any industrial, commercial or office zoned lot.
            (4)   Internal landscaping areas are not required.
            (5)   Fences, up to eight feet (8') in height, must be setback at least ten feet (10') from front and corner side property lines.
         g.   All exterior lighting, building and parking lot lights and landscape lighting shall not exceed one (1.0) foot-candle at the property line adjacent to any industrial, commercial or office zoned lot or two-tenths (0.2) foot-candle at the property line of any residential zoned lot.
         h.   Exterior lighting fixtures shall not exceed a color temperature of 3000K.
   G.   Site Plan Review: A site plan approved according to the regulations in Chapter 13 of this Title shall be required prior to the approval of a building permit for any property in the B-3 District, or prior to the rezoning of property to a B-3 District. 10-6D-3: PERMITTED USES:

Uses of land or buildings, as hereinafter listed, shall be permitted in accordance with the conditions specified. Unless otherwise specifically set forth, wherever a permitted use is named as a major category, it shall be deemed to include only those itemized uses listed under the said category. No building or zoning lot in the B-4 district shall be devoted to any use other than a use permitted in the B-4 district, and no building or structure shall be erected, altered, enlarged or occupied in the B-4 district except for a permitted use in the B-4 district unless otherwise specifically allowed by this title.
Uses lawfully established on the effective date of this title and rendered nonconforming by the provisions thereof shall be subject to the regulations of chapter 10 of this title.
The following uses are permitted in the B-4 district:
Uses permitted in the B-1, B-2 and B-3 districts.
Convenience stores.
Discount stores.

10-6D-4: SPECIAL USES:

Special uses, as hereinafter listed, may be allowed subject to the issuance of special use permits in accordance with the provisions of chapter 13 of this title.

   Animal hospitals, animal clinics and kennels.
   Auditoriums or conference centers.
   Automobile and truck sales.
   Automobile repair shops, including major repair.
   Automobile service stations.
