ARTICLE XIII

- OFF-STREET PARKING AND LOADING REQUIREMENTS

After the effective date of this ordinance, no building or other structure shall be erected and no extension, major repairs, or substantial alteration shall be made to an existing structure or other structure be changed unless there exists or provisions are made for accessory off-street parking spaces and off-street loading spaces in accordance with the following, and with the approval of the city engineer of the City of Beardstown:


Section 1. - Off-street parking.

A.

Residential or dwelling. One space per dwelling unit on the same lot and parking should be restricted to a side or back lot.

B.

Places of assembly.

Churches: One space per five (5) seats in the principal worship area.

Auditorium, theaters, meeting halls, or similar uses: One space per five (5) audience seats.

Stadiums, arenas, or similar use: One space per five (5) spectator seats.

Skating rinks, swimming pools: One space per three (3) persons based on the design capacity of the structure.

Bowling alleys: Three (3) spaces per alley plus one space per five (5) spectator seats.

C.

Institutions.

Hospitals, nursing homes, sanitariums, convalescent homes, or similar use: One space per two (2) patient beds or residence.

Schools, trade, business, language, or similar use: One space per three (3) students based on the design capacity of the building.

Schools, elementary, nursery, junior high: One space per faculty plus one and one-half (1½) spaces per each full-time employee.

Schools, high: One space per faculty and full-time employee, and one space per twenty (20) students or one space per five (5) audience seats, whichever is greater.

D.

Retail business and services.

Hotels, motels, or tourist courts: One space per guest room.

Clinics, medical or dental: One space per two hundred (200) square feet of gross floor area and one space per two (2) employees.

Banks, financial institutions: One space per three hundred (300) square feet of floor area.

Other offices (excluding financial, medical, and dental): One space per four hundred (400) square feet of gross floor area and one space per two (2) employees.

Restaurants, or similar eating and drinking establishments. One space per two (2) employees.

Mortuaries or funeral homes: One space per three (3) seats.

Automobile car wash: Five (5) spaces per washing lanes.

Retail store, service business or similar use: One space per two hundred fifty (250) square feet of floor area.

E.

Industrial uses and services.

One space per two (2) employees on the largest shift.

For each additional 75,000 sq. ft. or fraction thereof, one additional space.
1,000—5,000, 1 sp.
5,000—10,000, 2 sp.
Research centers and industrial laboratories 25,000—50,000, 1 sp.
50,000—100,000, 2 sp.
For each additional 100,000 sq. ft. or fraction thereof, one additional space.

15,000—25,000, 3 sp.

Section 3. - Design standards.

A.

A parking space shall have a minimum width of nine and one-half (9.5) feet and a maximum length of twenty (20) feet.

B.

A loading space for truck trailer vehicles shall have a minimum width of ten (10) feet and a minimum length of fifty-five (55) feet.

C.

A loading space for single-unit type trucks shall have a minimum width of twelve (12) feet and a minimum length of thirty (30) feet.

D.

A vertical clearance of at least fourteen (14) feet shall be provided for each loading space.

E.

Aisles and maneuvering space area of such size and dimensions shall be provided as will accommodate the movement and maneuvering of vehicles being loaded and unloaded.

F.

Off-street parking and loading shall be designed in such a manner as not to obstruct the freedom of traffic movement on the public alleys and streets.

G.

Off-street parking and loading areas including access drives and aisles shall be paved with asphaltic concrete or equivalent surfacing and shall be free of dust. The surface shall be so graded and drained to dispose of all surface water.

H.

All parking and loading areas which are illuminated shall be so designed that light and glare is deflected and directed away from any residential areas.

Section 4. - Off-street parking in R-1, R-2, and R-3 zoning districts.

A.

Parking spaces on residential zoning lots located in R-1, R-2, and R-3 shall be limited to driveways and to the side and rear yard of any residential structure and shall be located on a weed-free surface, made of gravel, crushed stone, asphalt, poured concrete, or brick pavers, or any such other comparable surface as approved by the zoning administrator. Parking spaces shall not be allowed in the front yard of any residential structure within R-1, R-2, or R-3 zoning district.

B.

Motor homes, trailers, and campers parked in zoning districts R-1, R-2, and R-3 shall be operable and shall have a current Illinois vehicle license. Boats shall be operable and have a current boat license.

C.

Motor homes, trailers, campers, and boats parked in zoning districts R-1, R-2, and R-3 shall not be used for the storage of goods, materials, or equipment other than those items which are part of the unit or essential for its immediate use.

D.

Motor homes, trailers, campers, and boats parked in zoning districts R-1, R-2, and R-3 shall be kept locked or otherwise secured when not in use.
