Any amendment to the zoning ordinance and/or the zoning map shall be done in accordance with the applicable state law, the Municipalities Planning Code.

No hearing on any rezoning request shall take place unless the applicant provides, either prior to or at the commencement of hearing on the application, a certification of service upon all adjacent property owners, said certification to be in conformity with the notice required under article XVII, subsection 232-781(g) of this chapter.
