04 - GENERAL PROVISIONS
This title shall be known and cited as the "Zoning Ordinance, City of Bingen."

It is the intent of the City Council to provide uniform, equitable and reasonable standards to govern the usage of the land and structures in the interest of public health, safety, and general welfare.

Utilizing the broad concept of the police power, it is the objective of the municipality to provide for the highest and best use of lands consistent with the needs of most people and the Comprehensive Plan. Changing conditions and requirements dictate that a flexible policy be exercised within the framework of this title.

Zoning does not constitute a vested right. If some reasonable use of the property is allowed by this title, the effect is not confiscatory and is proper use of police power.

Standards provided by this title for particular districts and circumstances are determined to be the minimum requirements in the public interest of health, safety and general welfare to implement the Comprehensive Plan.
