It shall be the duty of the Administrator to see that this title is enforced through the proper legal channels. He or she shall approve no permit for the construction or alteration of any building or part thereof unless the plans, specifications and intended use of such building conform in all respects with the provisions of this title.

Any person, partnership, association, firm or corporation who willfully violates, disobeys, omits, neglects, or refuses to comply with or resists the enforcement of this title shall be deemed guilty of a misdemeanor and upon conviction thereof shall be punished by a fine of not in excess of $1,000.00 or by imprisonment in the county jail for not to exceed 90 days or by both such fine and imprisonment. Each day that a violation exists shall constitute a separate offense.
