This title is adopted pursuant to the provisions of Chapters 36.70A and 36.70B RCW which require cities to adopt development regulations that are consistent with and implement their comprehensive plans that were adopted pursuant to the State Growth Management Act.

The purpose of this title is to implement the goals, policies and objectives of the city's comprehensive plan by providing procedures and regulations to control the development of land in the city of Blaine in a manner that promotes the public health, safety and welfare and provides for the environmental and economic well-being of the community.

Appeals of a final decision shall be submitted pursuant to BMC § 17.06.180, Appeals.
