DEVELOPMENT CODE DEFINITIONS
This chapter provides definitions for various land uses, and the development terminology used in this development code.

As used in this development code, the following terms and phrases shall have the meaning ascribed to them in this section, unless the context in which they are used clearly requires otherwise.
A
Abut, adjoining or contiguous means, in reference to real property, two or more lots sharing a common boundary line; with reference to two or more objects, the same shall mean in immediate contact with each other.
Access means the place, or way, by which pedestrians and/or vehicles shall have safe, adequate and usable ingress and egress to a property.
Accessory dwelling unit ("ADU") means a dwelling unit of up to 1,000 square feet that is attached, detached, or located within an existing or proposed residential dwelling which provides complete independent living facilities for one or more persons and includes permanent provisions for living, sleeping, eating, cooking and sanitation on the same parcel of land as the primary unit.
Accessory living quarters means living quarters in addition to the primary unit on the same parcel of land as the primary unit, and includes the following:
(1)
Guest houses; and
(2)
Single-room-occupancy units (SRO) developments.
Accessory use means a use customarily incidental, related, but clearly subordinate, to a permitted principal use. All accessory uses shall be established and maintained on the same lot as the principal use which they serve.
Adjacent means two or more objects which are located in proximity to each other.
Advertisement means any printed or lettered announcement, whether in a magazine, newspaper, handbill, notice, display, billboard, poster, email, internet website or application, or any other form.
Applicant means a person who has applied for a permit or entitlement pursuant to this title.
Assessor means the Tax Assessor of the County of Los Angeles.
B
Basement means that portion of a building between floor and ceiling, which is partly below and partly above grade, but so located that the vertical distance from grade to the floor below is less than the vertical distance from grade to ceiling. A basement is a story.
Building means any structure having a roof supported by columns or by walls and intended for the shelter, housing or enclosure of persons or property of any kind.
Building height means, with reference to a building or structure, the vertical distance measured from the finished grade of a lot to the highest ridge beam of a building or structure located thereon.
Building site means the ground area of a lot excluding required front, side and rear yards.
Building, accessory, means a separate detached building, housing a permitted accessory use, located on the same lot as the main building or principal use.
Building, main, means a building in which is conducted the principal use permitted upon the lot upon which it is situated.
C
Carport means that portion of a permanently roofed structure with not more than two enclosed sides, used or intended to be used for automobile shelter and storage.
Cellar means that portion of a building between floor and ceiling which is wholly or partly below grade and so located that the vertical distance from grade to the floor is equal to or greater than the vertical distance from grade to ceiling. A cellar is not a story.
Centerline means the centerline, as determined by the City Engineer, of any street, highway or alley.
CEQA means the California Quality Environmental Act (Public Resources Code § 21000 et seq.) and the State CEQA Guidelines (14 California Code of Regulations § 15000 et seq.).
City means the City of Bradbury.
Clerk means the City Clerk of the City of Bradbury, or the Clerk's designee.
Commission means the Planning Commission of the City of Bradbury.
Council means the City Council of the City of Bradbury.
County means the County of Los Angeles.
D
Development permit means a permit, entitlement or approval for one of the following:
(1)
Architectural review, minor.
(2)
Architectural review, significant.
(3)
Conceptual plan review.
(4)
Conditional use permit.
(5)
Final maps.
(6)
Lot line adjustments.
(7)
Neighborhood compatibility.
(8)
Tentative parcel maps.
(9)
Tentative tract maps.
(10)
Variance.
Dwelling, single-family, means a building designed or used for occupancy, as living quarters, by one family with facilities for living, sleeping, cooking and eating.
Dwelling unit or unit means one or more habitable rooms which are occupied or which are intended or designed to be occupied by one family with facilities for living, sleeping, cooking, and eating.

Educational institution means any public, private or parochial, elementary, junior high, high school, college or university giving general academic instruction in the several branches of learning, but excluding trade schools.
Electric transmission substation means an assembly of equipment which is part of a system for the transmission of electric power where electric energy is received at very high voltage from its source of generation by means of a network of high voltage lines and where, by means of transformers, said high voltage is transformed to a lower sub-transmission voltage for purposes of supplying electric power to large individual consumers, interchange connections with other power producing agencies or electric distribution substations.
Emergency shelter is defined in Health and Safety Code § 50801 as housing with minimal supportive services for homeless persons that is limited to occupancy of six months or less by a homeless person. An "emergency shelter" shall include other interim interventions, including, but not limited to, a navigation center, bridge housing, and respite or recuperative care. No individual or household may be denied emergency shelter because of an inability to pay.
Employee housing means housing for six or fewer employees in a single-family dwelling in accordance with Health and Safety Code Section 17021.5(b). Employee Housing shall be deemed a single-family use and shall be treated the same as any single-family dwelling in districts where single-family dwellings are allowed. Employee housing meeting this definition is subject to all municipal codes, regulations and other standards generally applicable to other residential dwellings of the same type in the same zone.
Engineer means the City Engineer or the City Engineer's designee.
F
Family means a person or a group of persons living together and maintaining a common household.
Floor area means the total gross dimensions (in square feet) of all the floors below the roof and within the outer surface of the walls of a building or structure.
Floor area, gross, means the total floor area of all the floors of a building.
Floor area ratio ("FAR") means the numerical value obtained by dividing the above-ground floor area of any building(s) located on a lot by the net area of the lot.
Frontage, street, means the length of the front line of a lot which abuts a street or highway.

Garage means any building with three enclosed sides and with a closeable access door or doors on the fourth side, which is used or intended to be used for automobile shelter and storage.
General Plan means the General Plan of the City adopted in accordance with the State Planning and Zoning Law.
Gender. When consistent with context, words in the masculine gender include the feminine and neuter genders.
Grade, finished, means the level of the finished ground surface of a lot, immediately surrounding a building, measured at the exterior walls of the building.
Gradient means the rate of vertical change of a ground surface expressed as a percentage figure and determined by dividing the vertical distance by the horizontal distance.
Group home for purposes of this Title means housing shared by unrelated persons with disabilities that provide peer and other support for their residents' disability related needs in which residents share cooking, dining, and living areas, and may, in some group homes, participate in cooking, housekeeping, and other communal living activities. A group home must allow open-ended stays and cannot provide any licensable service.
Guest house means living accommodations detached from the primary unit that must include facilities for complete independent living such as permanent provisions for living, sleeping, eating, cooking, bathing and sanitation.
H
Hardscape means paving, boulders, compacted soils and other impermeable granular materials, impermeable artificial turf, and other impermeable materials made from non-living matter.
Height. See Building height.
Highway means the same as "street."
Home occupation means an occupation carried on by the occupant of a dwelling as an accessory use to the customary residential purpose. The following criteria shall be determinative of a valid home occupation:
(1)
It shall not involve employment of help other than resident members of the family.
(2)
It shall not generate pedestrian or vehicular traffic beyond that normal to the residential zone in which it is located.
(3)
It shall not involve the use of commercial vehicles for pickup or delivery of materials from the premises (common carriers excepted).
(4)
It shall not involve the use of signs other than the minimum required by law.
(5)
It shall not involve more than 25 percent of the dwelling floor area, but, in any event, not more than 200 square feet.
(6)
A home occupation may be conducted only within an enclosed dwelling unit. Garages or accessory buildings shall not be used for the conduct of any home occupation.
(7)
In no way shall the appearance of the structure or premises be so altered, or the conduct of the occupation within the structure or premises be such that the structure or premises may be reasonably recognized as serving a nonresidential use (either by color, materials or construction, lighting, signs, sounds, or noises vibrations, etc.).
(8)
There shall be no connection or utilities or use of community facilities other than customary for residential purposes.
(9)
No motor power other than electrically operated motors shall be used in connection therewith, and the total combined horsepower of such electric motors shall not exceed three horsepower.
(10)
There shall be no stock-in-trade stored on the premises.
(11)
Not more than one vehicle shall be utilized for a home occupation. Such vehicle shall not be of a type not customarily used in conjunction with the residential use.

J
Junior accessory dwelling unit ("JADU") means an accessory dwelling unit that is no more than 500 square feet in size and contained entirely within an existing or proposed single-family residence. The single-family residence does not include an attached accessory structure.
K
Kitchen means any room or space within a building designed, intended to be used or used for the cooking or the preparation of food. A kitchen includes a sink, refrigerator, and oven, stove top, or range.
L
Land reclamation means the grading, excavation and/or fill of any parcel of land or tract of land as to which such operations are required to prepare the site for any use authorized by this Code and where there is an import or export of materials in excess of 10,000 cubic yards over a period of 12 consecutive months.
Landscaped area means an area upon which landscaping is required to be continuously maintained.
Landscaping means the planting and maintenance of some combination of natural trees, shrubs, vines, ground covers, flowers or lawns. In addition, the combination or design may include natural features such as rock and stone; and structural features, including, but not limited to, fountains, reflecting pools, art works, screens, walls, fences and benches.
Lot or parcel of land means:
(1)
The term "lot" or "parcel of land" means:
a.
A parcel of real property which is shown as a lot in a subdivision approved pursuant to the provisions of the Subdivision Map Act; or
b.
A parcel of real property, the dimensions and boundaries of which are defined by a recorded record of survey map;
c.
A parcel of real property shown on a parcel map, recorded pursuant to the provisions of the Subdivision Map Act; or
d.
A parcel of real property lawfully created and dimensioned prior to the adoption of the ordinance from which this title is derived.
(2)
No lot or parcel of real property shall be created after the effective date of the ordinance from which this title is derived unless said parcel has street frontage or adequate access as required by this title.
(3)
Two or more parcels utilized as a single building site or where a building permitted under a valid building permit straddles a lot line shall be considered a single lot.
(4)
No building permit shall be issued for an illegally created lot.
Lot area means the total horizontal area within the boundary lines of a lot or parcel exclusive of any portion thereof which serves as an access easement to any other lot or building site.
Lot, corner, means a lot situated at the intersection of two or more streets having an angle of intersection of not more than 135 degrees.
Lot coverage means that portion of a lot covered by a building, buildings or structures exclusive of the normal roof overhang.
Lot depth means the horizontal distance measured between the midpoints of the front and rear lot lines.
Lot, interior, means a lot other than a corner or reversed corner or through lot.
Lot, key, means the first lot to the rear of a reversed corner or through lot.
Lot line, front, means the lot line separating an interior lot from a street; in case of a corner or reversed corner lot, the lot line separating the narrowest street frontage of the lot from the street; in the case of a lot on which there is a public or private easement for street purposes, the same means the line separating that portion of the lot encumbered by such easement from the remainder thereof.
Lot line, rear, means a lot line which is parallel or approximately parallel to, and most distant from the front lot line, and, in case of an irregular, triangular or gore-shaped lot, a line ten feet in length within the lot parallel to and at the maximum distance from the front lot line.
Lot line, side, means any lot boundary line which is not a front or rear lot line.
Lot, reversed corner, means a corner lot, the side lot line which is substantially a continuation of the front line of a lot which adjoins the rear lot line of said corner lot.
Lot, through, means a lot having frontage on two approximately parallel streets or highways.
Lot width means the horizontal distance between the side lot lines measured at right angles to the lot depth line at a point midway between the front and rear lot lines.
Lot width, average, means the average of the length of line drawn parallel to the lot width line extending toward the front and rear lot lines at ten-foot intervals, but excluding from such determination any prolongated portions of the lot used exclusively for access to a street or for a driveway.
Low barrier navigation center means a Housing First, low-barrier, service-enriched shelter focused on moving people into permanent housing that provides temporary living facilities while case managers connect individuals experiencing homelessness to income, public benefits, health services, shelter, and housing. "Low barrier" means best practices to reduce barriers into entry of housing such as allowing the presence of partners, pets, and the storage of possessions. A low barrier navigation center may be non-congregate and relocatable.

Main house means the same as primary unit.
Map means the zoning map of the City.
May is permissive.
Multi-family dwelling means a detached building of two or more accessory SROs as defined herein.
N
Nonconforming building, structure or use.
(1)
The term "nonconforming building or structure" means a building or structure, or portion thereof, which was lawfully altered or constructed in accordance with the development code of the City in effect as of the time of construction or alteration, but which does not conform to the regulations contained herein.
(2)
The term "nonconforming use" means the utilization of any lot, structure, building or improvement lawfully established, but which use no longer conforms with all of the regulations currently applicable to the zone in which the use is located.

Oath includes affirmation.
Open space means any parcel or area of land or water essentially unimproved and set aside, dedicated, designated, or reserved for public or private use or enjoyment of owners, occupants and their guests, of land adjoining or neighboring such open space.
Owner means the person bearing legal title to real property.
P
Patio means a private open space on the ground that is open to light and air on at least two sides; said space may be used to meet the open space requirements of the residential zones, if the minimum dimension is ten feet.
Person means any individual, firm, co-partnership, joint venture, association, social club, fraternal organization, corporation, estate, trust, business trust, receiver, syndicate, district, political subdivision, public utility, or any other group or combination acting as a unit, except the City.
Planning Commission means the same as "Commission."
Plural. When consistent with the context, words in the plural include the singular.
Primary unit means a single-family dwelling that consists of at least the minimum square footage required in the underlying zone, except as allowed on an SB 9 lot.

Record means the recordation by the County Recorder of the County of Los Angeles.
Residential care facility, large means any State licensed facility, place, or structure that is maintained and operated to provide non-medical residential care, day treatment, adult day care, supportive or transitional housing, or foster agency services for seven or more adults, children, or adults and children, as defined in the California Health and Safety Code § 1502.
Residential care facility, small means any State licensed facility, place, or structure that is maintained and operated to provide non-medical residential care, day treatment, adult day care, supportive or transitional housing, or foster agency services for six or fewer adults, children, or adults and children.
Residential care facility, unlicensed means group housing that is not required to be licensed by state law which is shared by unrelated persons with disabilities that provide peer and other support for the residents' disability related needs in which the residents function as a family. Such facilities may be small (six or fewer residents) or large (seven or more residents).
Review authority means the person or body that has approved a permit or entitlement.

SB 9 means Senate Bill 9 (Ch. 162) from the 2021 California Legislative Session, as the same has been amended from time to time.
SB 9 lot means a lot created by a lot split under SB 9, as implemented by Chapter 164 of the Bradbury Development Code.
SB 9 unit means the residential dwelling allowed on a lot under the provisions of SB 9 as implemented by the Bradbury Municipal Code.
School means the same as educational institution.
Secondary living quarters means accessory living quarters and accessory dwelling units, including junior accessory dwelling units, fire zone accessory dwelling units, and enhanced accessory dwelling units.
Secretary means the secretary of the Commission.
Shall is mandatory.
Short term rentals mean the rental of any portion of a property, including but not limited to, a dwelling unit or a room in a dwelling unit, swimming pool, athletic court, or yard, for compensation of consideration, (by way of a rental agreement, lease, license or any other means, whether oral or written) for less than 30 consecutive days.
Sign, nonconforming, means a sign which lawfully existed prior to November 15, 2013, but which fails by reason of such adoption or amendment to conform to all of the standards and regulations of the adopted or amended provision.
Single-room occupancy ("SRO") development means a detached accessory structure used primarily for multi-tenant, single-room-occupancy units, containing two or more single-room-occupancy units. A single-room occupancy development may also include shared laundry facilities.
Single-room occupancy unit ("SRO") means a room of between 150 and 300 square feet of floor area with permanent provisions for living and sleeping that is part of a single-room-occupancy development. A SRO must include an efficiency kitchen which shall include a cooking facility with appliances and a food preparation counter and storage cabinets that are of reasonable size in relation to the size of the SRO, as well as toilet facilities as defined by the California Residential Code.
Singular. When consistent with the context, words in the singular number shall include the plural.
State means the State of California.
Supportive housing is defined in Government Code § 65582 and means housing with no limit on length of stay, that is occupied by the target population, and that is linked to on-site or off-site services that assist the supportive housing resident in retaining the housing, improving their health status, and maximizing their ability to live and, when possible, work in the community.
Supportive housing for the homeless means the same as set forth in Health and Safety Code Section 50675.2 and includes nonresidential uses and administrative office space as defined in Government Code section 65651(a)(5). Supportive housing specifically includes transitional housing for youth and young adults.

Target population is defined in Government Code § 65582 and means persons with low incomes having one or more disabilities, including mental illness, HIV or AIDS, substance abuse, or other chronic health condition, or individuals eligible for services provided under the Lanterman Developmental Disabilities Services Act (Division 4.5 (commencing with Welfare and Institutions Code § 4500) of the Welfare and Institutions Code) and may include, among other populations, adults, emancipated minors, families with children, elderly persons, young adults aging out of the foster care system, individuals exiting from institutional settings, veterans, and homeless people.
Tense. When consistent with the context, words used in the present tense include the past and future tenses, and words in the future tense include the present tense.
Transitional housing is defined in Government Code § 65582 and means buildings configured as rental housing developments, but operated under program requirements that call for the termination of assistance and recirculation of the assisted unit to another eligible program recipient at some predetermined future point in time, which shall be no less than six months from the beginning of the assistance.

Use means the utilization of a lot, building, structure, or any other improvement upon a lot, or any combination thereof.

Y
Yard means an area upon a lot required as a front, side or rear yard, which is maintained unoccupied and unobstructed from the ground upward without any encroachments, except as expressly authorized herein.
Yard, front, means a yard extending across the full width of the front line of a lot. The depth of a required front yard shall be the specified horizontal distance measured between the front line and a line parallel thereto on the lot.
Yard, rear, means a yard extending across the full width of the rear line of a lot. The depth of a required rear yard shall be the specified horizontal distance measured between the rear line and a line parallel thereto on the lot.
Yard, side, means a yard extending from the rear line of a required front yard, or the front lot line where no front yard is required to the front line of the required rear yard, or the rear lot line where no rear yard is required. The width of a required side yard shall be the specified horizontal distance measured between each side lot line and a line parallel thereto on the lot.
Z
Zoning map means the official zoning map of the City adopted by this title.

Group home for purposes of this Title means housing shared by unrelated persons with disabilities that provide peer and other support for their residents' disability related needs in which residents share cooking, dining, and living areas, and may, in some group homes, participate in cooking, housekeeping, and other communal living activities. A group home must allow open-ended stays and cannot provide any licensable service.
Guest house means living accommodations detached from the primary unit that must include facilities for complete independent living such as permanent provisions for living, sleeping, eating, cooking, bathing and sanitation.
H
Hardscape means paving, boulders, compacted soils and other impermeable granular materials, impermeable artificial turf, and other impermeable materials made from non-living matter.
Height. See Building height.
Highway means the same as "street."
Home occupation means an occupation carried on by the occupant of a dwelling as an accessory use to the customary residential purpose. The following criteria shall be determinative of a valid home occupation:
(1)
It shall not involve employment of help other than resident members of the family.
(2)
It shall not generate pedestrian or vehicular traffic beyond that normal to the residential zone in which it is located.
(3)
It shall not involve the use of commercial vehicles for pickup or delivery of materials from the premises (common carriers excepted).
(4)
It shall not involve the use of signs other than the minimum required by law.
(5)
It shall not involve more than 25 percent of the dwelling floor area, but, in any event, not more than 200 square feet.
(6)
A home occupation may be conducted only within an enclosed dwelling unit. Garages or accessory buildings shall not be used for the conduct of any home occupation.
(7)
In no way shall the appearance of the structure or premises be so altered, or the conduct of the occupation within the structure or premises be such that the structure or premises may be reasonably recognized as serving a nonresidential use (either by color, materials or construction, lighting, signs, sounds, or noises vibrations, etc.).
(8)
There shall be no connection or utilities or use of community facilities other than customary for residential purposes.
(9)
No motor power other than electrically operated motors shall be used in connection therewith, and the total combined horsepower of such electric motors shall not exceed three horsepower.
(10)
There shall be no stock-in-trade stored on the premises.
(11)
Not more than one vehicle shall be utilized for a home occupation. Such vehicle shall not be of a type not customarily used in conjunction with the residential use.

J
Junior accessory dwelling unit ("JADU") means an accessory dwelling unit that is no more than 500 square feet in size and contained entirely within an existing or proposed single-family residence. The single-family residence does not include an attached accessory structure.
K
Kitchen means any room or space within a building designed, intended to be used or used for the cooking or the preparation of food. A kitchen includes a sink, refrigerator, and oven, stove top, or range.
L
Land reclamation means the grading, excavation and/or fill of any parcel of land or tract of land as to which such operations are required to prepare the site for any use authorized by this Code and where there is an import or export of materials in excess of 10,000 cubic yards over a period of 12 consecutive months.
Landscaped area means an area upon which landscaping is required to be continuously maintained.
Landscaping means the planting and maintenance of some combination of natural trees, shrubs, vines, ground covers, flowers or lawns. In addition, the combination or design may include natural features such as rock and stone; and structural features, including, but not limited to, fountains, reflecting pools, art works, screens, walls, fences and benches.
Lot or parcel of land means:
(1)
The term "lot" or "parcel of land" means:
a.
A parcel of real property which is shown as a lot in a subdivision approved pursuant to the provisions of the Subdivision Map Act; or
b.
A parcel of real property, the dimensions and boundaries of which are defined by a recorded record of survey map;
c.
A parcel of real property shown on a parcel map, recorded pursuant to the provisions of the Subdivision Map Act; or
d.
A parcel of real property lawfully created and dimensioned prior to the adoption of the ordinance from which this title is derived.
(2)
No lot or parcel of real property shall be created after the effective date of the ordinance from which this title is derived unless said parcel has street frontage or adequate access as required by this title.
(3)
Two or more parcels utilized as a single building site or where a building permitted under a valid building permit straddles a lot line shall be considered a single lot.
(4)
No building permit shall be issued for an illegally created lot.
Lot area means the total horizontal area within the boundary lines of a lot or parcel exclusive of any portion thereof which serves as an access easement to any other lot or building site.
Lot, corner, means a lot situated at the intersection of two or more streets having an angle of intersection of not more than 135 degrees.
Lot coverage means that portion of a lot covered by a building, buildings or structures exclusive of the normal roof overhang.
Lot depth means the horizontal distance measured between the midpoints of the front and rear lot lines.
Lot, interior, means a lot other than a corner or reversed corner or through lot.
Lot, key, means the first lot to the rear of a reversed corner or through lot.
Lot line, front, means the lot line separating an interior lot from a street; in case of a corner or reversed corner lot, the lot line separating the narrowest street frontage of the lot from the street; in the case of a lot on which there is a public or private easement for street purposes, the same means the line separating that portion of the lot encumbered by such easement from the remainder thereof.
Lot line, rear, means a lot line which is parallel or approximately parallel to, and most distant from the front lot line, and, in case of an irregular, triangular or gore-shaped lot, a line ten feet in length within the lot parallel to and at the maximum distance from the front lot line.
Lot line, side, means any lot boundary line which is not a front or rear lot line.
Lot, reversed corner, means a corner lot, the side lot line which is substantially a continuation of the front line of a lot which adjoins the rear lot line of said corner lot.
Lot, through, means a lot having frontage on two approximately parallel streets or highways.
Lot width means the horizontal distance between the side lot lines measured at right angles to the lot depth line at a point midway between the front and rear lot lines.
Lot width, average, means the average of the length of line drawn parallel to the lot width line extending toward the front and rear lot lines at ten-foot intervals, but excluding from such determination any prolongated portions of the lot used exclusively for access to a street or for a driveway.
Low barrier navigation center means a Housing First, low-barrier, service-enriched shelter focused on moving people into permanent housing that provides temporary living facilities while case managers connect individuals experiencing homelessness to income, public benefits, health services, shelter, and housing. "Low barrier" means best practices to reduce barriers into entry of housing such as allowing the presence of partners, pets, and the storage of possessions. A low barrier navigation center may be non-congregate and relocatable.

Main house means the same as primary unit.
Map means the zoning map of the City.
May is permissive.
Multi-family dwelling means a detached building of two or more accessory SROs as defined herein.
N
Nonconforming building, structure or use.
(1)
The term "nonconforming building or structure" means a building or structure, or portion thereof, which was lawfully altered or constructed in accordance with the development code of the City in effect as of the time of construction or alteration, but which does not conform to the regulations contained herein.
(2)
The term "nonconforming use" means the utilization of any lot, structure, building or improvement lawfully established, but which use no longer conforms with all of the regulations currently applicable to the zone in which the use is located.

Oath includes affirmation.
Open space means any parcel or area of land or water essentially unimproved and set aside, dedicated, designated, or reserved for public or private use or enjoyment of owners, occupants and their guests, of land adjoining or neighboring such open space.
Owner means the person bearing legal title to real property.
P
Patio means a private open space on the ground that is open to light and air on at least two sides; said space may be used to meet the open space requirements of the residential zones, if the minimum dimension is ten feet.
Person means any individual, firm, co-partnership, joint venture, association, social club, fraternal organization, corporation, estate, trust, business trust, receiver, syndicate, district, political subdivision, public utility, or any other group or combination acting as a unit, except the City.
Planning Commission means the same as "Commission."
Plural. When consistent with the context, words in the plural include the singular.
Primary unit means a single-family dwelling that consists of at least the minimum square footage required in the underlying zone, except as allowed on an SB 9 lot.

Record means the recordation by the County Recorder of the County of Los Angeles.
Residential care facility, large means any State licensed facility, place, or structure that is maintained and operated to provide non-medical residential care, day treatment, adult day care, supportive or transitional housing, or foster agency services for seven or more adults, children, or adults and children, as defined in the California Health and Safety Code § 1502.
Residential care facility, small means any State licensed facility, place, or structure that is maintained and operated to provide non-medical residential care, day treatment, adult day care, supportive or transitional housing, or foster agency services for six or fewer adults, children, or adults and children.
Residential care facility, unlicensed means group housing that is not required to be licensed by state law which is shared by unrelated persons with disabilities that provide peer and other support for the residents' disability related needs in which the residents function as a family. Such facilities may be small (six or fewer residents) or large (seven or more residents).
Review authority means the person or body that has approved a permit or entitlement.

SB 9 means Senate Bill 9 (Ch. 162) from the 2021 California Legislative Session, as the same has been amended from time to time.
SB 9 lot means a lot created by a lot split under SB 9, as implemented by Chapter 164 of the Bradbury Development Code.
SB 9 unit means the residential dwelling allowed on a lot under the provisions of SB 9 as implemented by the Bradbury Municipal Code.
School means the same as educational institution.
Secondary living quarters means accessory living quarters and accessory dwelling units, including junior accessory dwelling units, fire zone accessory dwelling units, and enhanced accessory dwelling units.
Secretary means the secretary of the Commission.
Shall is mandatory.
Short term rentals mean the rental of any portion of a property, including but not limited to, a dwelling unit or a room in a dwelling unit, swimming pool, athletic court, or yard, for compensation of consideration, (by way of a rental agreement, lease, license or any other means, whether oral or written) for less than 30 consecutive days.
Sign, nonconforming, means a sign which lawfully existed prior to November 15, 2013, but which fails by reason of such adoption or amendment to conform to all of the standards and regulations of the adopted or amended provision.
Single-room occupancy ("SRO") development means a detached accessory structure used primarily for multi-tenant, single-room-occupancy units, containing two or more single-room-occupancy units. A single-room occupancy development may also include shared laundry facilities.
Single-room occupancy unit ("SRO") means a room of between 150 and 300 square feet of floor area with permanent provisions for living and sleeping that is part of a single-room-occupancy development. A SRO must include an efficiency kitchen which shall include a cooking facility with appliances and a food preparation counter and storage cabinets that are of reasonable size in relation to the size of the SRO, as well as toilet facilities as defined by the California Residential Code.
Singular. When consistent with the context, words in the singular number shall include the plural.
State means the State of California.
Supportive housing is defined in Government Code § 65582 and means housing with no limit on length of stay, that is occupied by the target population, and that is linked to on-site or off-site services that assist the supportive housing resident in retaining the housing, improving their health status, and maximizing their ability to live and, when possible, work in the community.
Supportive housing for the homeless means the same as set forth in Health and Safety Code Section 50675.2 and includes nonresidential uses and administrative office space as defined in Government Code section 65651(a)(5). Supportive housing specifically includes transitional housing for youth and young adults.

Target population is defined in Government Code § 65582 and means persons with low incomes having one or more disabilities, including mental illness, HIV or AIDS, substance abuse, or other chronic health condition, or individuals eligible for services provided under the Lanterman Developmental Disabilities Services Act (Division 4.5 (commencing with Welfare and Institutions Code § 4500) of the Welfare and Institutions Code) and may include, among other populations, adults, emancipated minors, families with children, elderly persons, young adults aging out of the foster care system, individuals exiting from institutional settings, veterans, and homeless people.
Tense. When consistent with the context, words used in the present tense include the past and future tenses, and words in the future tense include the present tense.
Transitional housing is defined in Government Code § 65582 and means buildings configured as rental housing developments, but operated under program requirements that call for the termination of assistance and recirculation of the assisted unit to another eligible program recipient at some predetermined future point in time, which shall be no less than six months from the beginning of the assistance.

Use means the utilization of a lot, building, structure, or any other improvement upon a lot, or any combination thereof.

Y
Yard means an area upon a lot required as a front, side or rear yard, which is maintained unoccupied and unobstructed from the ground upward without any encroachments, except as expressly authorized herein.
Yard, front, means a yard extending across the full width of the front line of a lot. The depth of a required front yard shall be the specified horizontal distance measured between the front line and a line parallel thereto on the lot.
Yard, rear, means a yard extending across the full width of the rear line of a lot. The depth of a required rear yard shall be the specified horizontal distance measured between the rear line and a line parallel thereto on the lot.
Yard, side, means a yard extending from the rear line of a required front yard, or the front lot line where no front yard is required to the front line of the required rear yard, or the rear lot line where no rear yard is required. The width of a required side yard shall be the specified horizontal distance measured between each side lot line and a line parallel thereto on the lot.
Z
Zoning map means the official zoning map of the City adopted by this title.
