ARTICLE XXI.

LANDSCAPING

Sec. 21.1 - General.

21.101

The City does not have a required list of planting material, however, the City encourages the use of native or indigenous plant material.

21.102

Landscaping shall consist of combinations of trees, shrubs and ground covers with careful consideration given to eventual size and spread, susceptibility to disease and pests, durability and adaptability to existing soil and climatic conditions.

21.103

Landscaping shall be maintained in an orderly and healthy condition. This shall include proper pruning, staking, sowing of lawns, weeding, removal of litter, fertilizing, replacement of plants when necessary and regular watering.

21.104

No tree shall be planted within five (5) feet of any structure or under any eave, overhang or balcony.

21.105

Landscape materials shall not be located such that at maturity: (1) they interfere with safe sight lines for vehicular, bicycle or pedestrian traffic (2) they conflict with utility lines. Property owners are responsible for the payment of costs associated with the removal of said conflicting landscape materials and site repairs thereof.

21.106

All required setbacks including interior and side yards fronting a public right-of-way shall be landscaped (except for walkways and driveways that provide access from a public right-of-way).

21.107

Trees, shrubs, wall, berms and planting islands should be used as much as possible to beautify and break up large expansive parking areas, while at the same time helping to channel traffic.

21.108

All landscaping shall be separated from parking and vehicular circulation areas by a raised, continuous six (6) inch Portland Cement concrete curb. Other materials which accomplish the same purpose may be approved by the Planning Commission.

21.109

Additional landscaping, in excess of the minimum area required herein, may be deemed necessary to:

A.

Screen adjacent uses from parking or storage areas, trash enclosures, on-site utilities and other similar land uses or elements that could cause a negative impact on adjacent uses, based on aesthetics, noise, odors, etc.

B.

Provide landscaping which is compatible with neighboring uses.

C.

Relieve solid, unbroken elevations and soften continuous wall expanses.

Sec. 21.2 - Residential.

21.201 All required front yard setbacks, entry patios and rear setbacks, excepting those driveway areas providing ingress and egress, shall be landscaped with a mixture of trees and ground covering.

Sec. 21.3 - Commercial.

21.301 Plants.

1.

Trees:

A.

A minimum of one (1) twenty-four-inch box specimen tree shall be required for every twenty-four (24) linear feet of lot frontage, including driveways. Such twenty-four-inch box trees shall be planted in a planter having no less than ten (10) feet width.

B.

A sixty-inch box specimen tree of a ten-inch caliper trunk diameter, twenty (20) feet in height and ten-foot head diameter shall be required as a replacement for every fully mature and established tree that is damaged or is destroyed during construction.

2.

Shrubs:

A.

A minimum of one (1) shrub shall be provided for every twenty (20) square feet of landscaped area or other turf areas. Seventy-five (75) percent of the required shrubs shall be a minimum of five (5) gallons.

B.

The number of required shrubs may be reduced by the Planning Commission when it is determined that an alternative design will meet the intent of the landscaping requirements.

C.

All one (1) and five (5) gallon size shrubs, when planted as high ground cover, should be of low, spreading type evergreen shrubs placed eighteen (18) inches on center.

3.

Ground Cover:

A.

Materials such as crushed rock, redwood chips, pebbles and stones are not satisfactory substitutes for live plant materials, although their limited use may be approved by the Planning Commission.

B.

Artificial plant material is not acceptable.

C.

Depending on the type planted, ground cover should be spaced at a maximum of one (1) foot on center.

D.

Ground cover areas shall be planted with well-rooted cutting or container stock. Turf areas shall be planted with field-grown, established sod or hydroseed.
