It is the intent of this ordinance that all questions of interpretation and enforcement shall be first presented to the building inspector and considered by the City Engineer and that such questions shall be presented to the Board of Adjustment only from appeal to the decision of the building inspector. Any person or persons, or any taxpayer, board, or bureau of the City of Brookhaven aggrieved by any decision of the Board of Adjustment may appeal such decision to the governing body. Any person aggrieved by a decision of the governing body may appeal as provided by applicable state law.

It is further the intent of this ordinance that the governing body in connection with this ordinance shall hear and decide questions of enforcement that may arise, only on appeal from the decision of the Board of Adjustment. In addition, the governing body shall establish a schedule of fees and charges for the implementation of this ordinance.
