GENERAL REGULATIONS

§ 151.020 REAR DWELLINGS.

   (A)   No dwelling shall be erected on a lot which does not abut on at least one street for at least 40 feet.
   (B)   No building in the rear of a principal building on the same lot may be erected or modified for residential purposes, unless the criteria stated in § 151.125 are met.

§ 151.021 REDUCTIONS IN LOT AREA PROHIBITED.

   No lot, even though it may consist of one or more adjacent lots of record, shall be reduced in area so that yards, lot area per family, lot width, building area, or other requirements of this chapter are not maintained. This section shall not apply when a portion of a lot is acquired for a public purpose.

§ 151.022 OFF-STREET AUTOMOBILE STORAGE.

   (A)   Off-street automobile storage or standing space shall be provided on any lot on which any of the following uses are hereafter established; such space shall be provided with vehicular access to a street or an alley. For purposes of computing the number of parking spaces available in a given area, the ratio of 250 square feet per parking space shall be used. The following are minimum requirements for specific uses:
      (1)   Dwellings - One space for each family dwelling unit.
      (2)   Boarding houses and rooming houses - One space for each two rooms occupied or intended for occupancy by boarders or roomers, in addition to the requirements of division (1) above.
      (3)   Tourist accommodations - One space for each room offered for tourist accommodations.
      (4)   Theater, auditorium, church, stadium, or other place of public assembly - One space for each ten seats available at maximum capacity.
      (5)   Industrial plant - One space for every five persons employed or intended to be employed on such lot.
      (6)   Commercial or business building in a Neighborhood Business District - Four spaces for the first 1,000 feet of ground floor space and one additional space for each additional 150 square feet of such floor space.
      (7)   Mobile Home Park - One space for each mobile home unit.
      (8)   Hospitals - One space for each four patient beds (excluding bassinets), plus one space for each staff or visiting doctor, based on the average number, plus one space for each four employees, including nurses.
      (9)   Medical or dental clinics - One space per doctor, plus one additional space for every two employees.
   (B)   If vehicle storage space or standing space required above cannot be reasonably provided on the same lot on which the principal use is conducted in the opinion of the Board of Zoning Adjustment may permit such space to be provided on other off-street property provided such space lies within 400 feet of an entrance to such principal use. Such vehicle standing space shall be deemed to be required open space associated with the permitted use and shall not thereafter be reduced or encroached upon in any manner.

§ 151.023 OBSTRUCTION TO VISION AT STREET INTERSECTIONS PROHIBITED.

   (A)   On a corner lot, within the area formed by the center lien of intersecting streets and a line joining points on such center lines at a distance of 90 feet, there shall be no obstruction to vision between a height of 3½ feet and a height of ten feet above the average elevation of the existing surfaces of each street at the center line thereof.
   (B)   The provisions of this section do not apply to the Central Business District nor shall the requirements of this section be deemed to prohibit any necessary retaining wall.
   (C)   The Board of Zoning Adjustment may either reduce or increase the requirements of this section for the interest of safety where unusual or special conditions warrant consideration.

§ 151.024 OFF-STREET LOADING AND UNLOADING SPACE.

   Every new building or structure intended for use for business or trade shall provide not less than one loading and unloading space that will accommodate semi-trailers and tractors for the loading and unloading of vehicles off the street or public alley. Such place shall have access to a public alley or if there is no alley, to a public street.

§ 151.025 BUILDING LINE SETBACK.

   (A)   A building line to establish a front yard for all buildings and structures shall be established at a distance from the surveyed center line of the street or center of the paved area equivalent to the width of the right-of-way of the street on which the building fronts. In no case shall this distance be less than 25 feet from the right-of-way line.
   (B)   The side yard requirements for all principal buildings on corner lots shall have a minimum of 25 feet setback line from side street right-of-way. Accessory buildings shall conform to the setback lines established on both streets.
   (C)   Variances may be granted by the Board of Zoning Adjustment where existing development on adjoining lots does not meet this front yard requirement.
   (D)   This section shall not apply to the Central Business District.

§ 151.026 TEMPORARY SIGNS, PENNANTS, BANNERS AND ADVERTISING DISPLAYS.

   (A)   Signs, pennants, banners or other advertising displays which relate specifically to a scheduled event. All such signs, pennants, banners and advertisements shall not be displayed more than 60 calendar days prior to the event.
   (B)   All such items shall be removed within five calendar days from the final day of the event.
   (C)   All signs displayed shall be a minimum of five feet from the right-of-way of the road.
   (D)   SPECIAL EVENTS shall be defined as not to exceed 30 calendar days.
