The official Comprehensive Plan of the City of Carthage, as presented to the Corporate Authorities of the City by the City Plan Commission, shall be and it is hereby adopted as the official Comprehensive Plan of the City. However, the maps attached to said official Comprehensive Plan as plates 1 through 10, inclusive, shall not be considered "official maps".

The City Clerk shall cause to be filed in the Office of the Recorder of Deeds of Hancock County, Illinois a notice of the adoption of the official Comprehensive Plan, and a copy of said official Comprehensive Plan, as adopted, shall be on file for public inspection in the Office of the City Clerk during the regular business hours of said Clerk. The zoning regulations and districts, as herein in this title set forth, are made in accordance with a Comprehensive Master Plan in order that adequate light, air, convenience of access, and safety from fire, flood and other danger may be secured; that congestion in the public streets may be lessened or avoided; and that the public health, safety, comfort, morals, convenience and general public welfare may be promoted. They are made with reasonable regard to existing conditions, the character of buildings erected in each district, the most desirable use for which the land in each district may be adapted and the conservation of property values on all land under the jurisdiction of this title. These regulations contained in this title shall be known and may be cited as the CITY OF CARTHAGE, ILLINOIS ZONING ORDINANCE. (Ord. 69-23, 4-6-1970)
