ARTICLE XIV
Planning Board
§ 210-84 Creation.

Pursuant to § 7-718 of the Village Law, the Mayor, with the approval of the Village Board, shall appoint a five-member Planning Board, which shall be responsible for continuing long-range planning activities and for such duties pertaining to the administration of this chapter as are specified in this article.
§ 210-85 Terms of office.
Pursuant to § 7-718 of the Village Law, the terms of the five members first appointed shall be so fixed that the term of one member shall expire at the end of the Village official year in which such members were initially appointed. The terms of the remaining members first appointed shall be so fixed that one term shall expire at the end of each official year thereafter.[1]
At the expiration of these terms, successors shall be appointed for terms of five years.
Vacancies shall be filled by appointment of the Mayor, subject to approval by the Village Board, for the unexpired term.
The Mayor, with the approval of the Village Board, shall appoint the Chairperson and Vice Chairperson of the Planning Board, or upon failure to do so, the Planning Board may select a Chairperson and Vice Chairperson from its membership.[2]
§ 210-86 Organization.
General operations.
The Planning Board may adopt rules and regulations in respect to procedure before it and in respect to any subject matter over which it has jurisdiction under Article 7 of the Village Law or any other statute, after a public hearing by the Planning Board and subject to the approval of the Village Board.
The Village Board shall provide operating expenses for the Planning Board. Planning Board expenditures shall not exceed the amount of the appropriations.
The Planning Board may employ the clerical or other staff necessary for the proper function of the Board.
Minutes and records.
The Planning Board shall keep proper minutes of its meetings and records of its examination, official actions, advisory reports and general studies.
The minutes shall show how each member voted on every question. The minutes shall also indicate if a member is absent or fails to vote.
The Planning Board shall file a record of all determinations with the Village Clerk for the public record.
§ 210-87 Powers and duties.
The Planning Board shall have all the powers and duties prescribed by law and more particularly specified by this chapter. However, none of the following provisions shall be deemed to limit any power of the Board that is conferred by law:
Master plan. The Planning Board may prepare and change a comprehensive master plan for the Village pursuant to § 7-722 of the Village Law. The master plan and all modifications shall be on file in the office of the Planning Board, and the Planning Board shall file certified copies in the offices of the Village Clerk and the Building Inspector.
Investigations. The Planning Board shall have the full power and authority to make investigations, maps and reports, and all resulting recommendations on all matters relating to the planning and development of the Village, pursuant to § 7-718 of the Village Law.

Site plan review. The Planning Board shall be responsible for the proper implementation of Article VIII, Site Plan Review, of this chapter.
Reports on specific referrals from the Board of Appeals and the Village Board. Pursuant to Article XIII, § 210-83C(4), and Article XV of this chapter, the Planning Board shall conduct a review of the matter referred to it and shall submit a written report to the referring body as required by the provisions of this chapter.
