This chapter is enacted by the town council for the purpose of promoting the public health, safety, convenience, and general welfare.

It is the intention of the town council in enacting this chapter that all questions arising in connection with the enforcement thereof shall be presented first to the administrator; that appeals to the Board of Zoning Appeals shall be made as provided in Section 9B6, and that from any decision of the Board of Zoning Appeals recourse may be had to the courts as provided by law. It is further the intention of town council in enacting this chapter that the function of the town council in connection with this chapter shall be only that of considering and passing on any proposed amendment of this chapter in the manner provided by law.

Should any section or provisions of this chapter be decided by the courts to be unconstitutional or invalid, such decision shall not affect the validity of the chapter as a whole or any part thereof other than the part so decided to be unconstitutional or invalid.
