- B-1 BUSINESS DISTRICT: GENERAL
The primary purpose of this district is to establish and protect a business district that will serve the surrounding residential districts. Generally, this district covers that portion of the community intended for the conduct of general business to which the public requires direct and frequent access, but which is not characterized either by constant heavy trucking other than stocking and delivery of light retail goods, or by any nuisance factors other than occasioned by incidental light and noise of congregation of people and passenger vehicles. This includes such uses as retail stores, banks, theaters, business offices, newspaper offices, printing presses, restaurants, taverns, garages, and service stations.

In B-1 Business Districts, structures to be erected or land to be used shall be for one or more of the following uses:
(1)
Any uses herein before permitted in Residence Districts A-1 and A-2.
(2)
Retail food stores.
(3)
Bakeries.
(4)
Drycleaners.
(5)
Laundries.
(6)
Wearing apparel stores.
(7)
Department stores.
(8)
Furniture stores.
(9)
Variety stores.
(10)
Radio, TV sales and services.
(11)
Antique stores.
(12)
Drug stores.
(13)
Frozen food storage with Conditional Use Permit.
(14)
Barber and beauty shops.
(15)
Auto sales, service, accessories and upholstering.
(16)
Theaters, assembly halls.
(17)
Home appliances, sales and services.
(18)
Hotels, motels.
(19)
Restaurants.
(20)
Professional offices.
(21)
Churches.
(22)
Libraries.
(23)
Hospitals, general—with Conditional Use Permit.
(24)
Funeral homes.
(25)
Service stations with major repair under cover.
(26)
Clubs and lodges.
(27)
Lumber and building supply with storage under cover.
(28)
Plumbing and electrical supply with storage under cover.
(29)
Wholesale and processing not objectionable because of dust, noise, or odors—with a Conditional Use Permit.
(30)
Machinery sales and service.
(31)
Public utilities.
(32)
Public billiard parlors and pool rooms, bowling alleys, dance halls, and similar forms of public amusement—with a Conditional Use Permit. Included in the conditions that may be set are special requirements and regulations for the protection of adjacent property, and for the regulation of the hours of operation.

Signs. No sign shall project to within one foot of the curb line. No sign except those attached to a building or a stanchion on private property shall be erected or placed between the street line and the building line in any B-1 or B-2 Business District. The bottom of any sign suspended from any building shall not be less than ten feet above the finished grade of the sidewalk. Only one projecting sign shall be permitted for each building.

Nursing homes, assisted living facilities, and associated support services such as offices for physicians, pharmacies, radiologists, physical therapists.
(35)
Living and/or sleeping quarters shall be a permitted use when constructed above the ground and basement floors. No living and/or sleeping quarters shall be permitted in any detached accessory building or structure on the same lot to the rear of any other building.

Equine Treatment Facilities may be permitted in the B-1 Business District only upon the granting of a Special Use Permit in the sole discretion of the Board of Zoning Appeals as hereinafter provided in Section 9B of this Ordinance.

(a)
Area regulations. None except for permitted uses utilizing individual sewage disposal systems where the minimum required area for any such use shall be approved by the health official. The zoning administrator may require a greater area if considered necessary by the health official.
(b)
Frontage and yard regulations. For permitted uses, the minimum required side yard adjoining or adjacent to a residential district shall be ten feet with no parking in same.
(c)
Height regulations. Buildings may be erected up to 35 feet in height from street grade except that:
(1)
A public or semi-public building such as a school, church, library, or general hospital may be erected to a height of 60 feet from grade provided that the minimum required front, side, and rear yards shall be increased one foot for each foot in height over 35 feet.
(2)
Church spires, belfries, cupolas, monuments, water towers, chimney flues, flag poles, television antennae, and radio aerials are exempt. Parapet walls and roof-mounted solar panels may be up to three feet above the height of the building on which the walls rest.
(3)
No accessory structure which is within ten feet of any party lot line shall be less than the main structure in height.
(d)
Residential use. Every residential use permitted in Section 7B(35) shall be in compliance with all applicable law regarding safety, health, and occupancy including, but not limited to, the Virginia Uniform Statewide Building Code.
(e)
Room/window requirements. Every residential use permitted in Section 7B(35) shall be in compliance with the requirements of Section 5B(b).

(a)
Off-street parking requirements. For each residence in any B-1 Business District, there shall be provided not less than one off-street parking space for standard-sized automobiles. Such parking space shall be provided by the B-1 Business District property owner or by agreement with an adjacent property owner who authorizes the use of such parking space.
