OFF-STREET PARKING
(a)
Off-street parking is necessary for every building erected after July 16, 1963.
(b)
If present buildings are enlarged or occupancy changed, off-street parking will be required.
(c)
Discontinuance of present off-street parking is prohibited unless alternative parking facilities are provided.

Location, character and size of off-street parking shall be:
(1)
Location: On the same lot or within 300 feet of the lot that the parking is intended to serve;
(2)
Stall spaces: The actual parking stall for an automobile shall be not less than nine feet in width by not less than 18 feet in length. The minimum width of driveways and access aisles shall be 18 feet for one-way traffic and 24 feet for two-way traffic;
(3)
Surface: Hard, dustless material with proper drainage and designed with regard to pedestrian safety and precluding excessive glare;
(4)
Plan: A site plan which addresses all aspects of the parking facility including, but not limited to, layout, drainage, access, striping and landscaping must be provided with every application for a building permit;
(5)
Joint use: Combined or collective facilities are allowed, but total spaces shall not be less than the sum of the requirements of separate use. A written agreement, properly recorded, among the proper parties must accompany any planned joint use parking facility.

The amount of off-street parking shall be as follows:
(1)
Dwelling, single-family: one parking space for each dwelling unit.
(2)
Dwelling, multifamily: 1½ parking spaces for each dwelling unit.
(3)
Motels, tourist homes, guest cabins, house courts, and hotels: one parking space for the owner or manager, one space for each employee per shift, and one space for each room made available for rent.
(4)
Medical, dental, chiropractic, etc., clinics (separate buildings): four parking spaces for each doctor.
(5)
Business, professional and governmental offices: one parking space for each 400 square feet of floor area.
(6)
Restaurants, bars, clubs, and nightclubs: one parking space for each four seats in the rooms for customer service.
(7)
Retail stores, personal service shops, household repair or equipment shops, and interior decoration shops: one parking space for each 300 square feet of floor area.
(8)
Manufacturing and industrial uses, research and testing laboratories, bottling establishments, printing and engraving shops, warehouses, motor vehicle show and sales rooms, wholesale stores, laundries and storage buildings: one parking space for each 600 square feet of floor area of buildings used for the foregoing uses, except that part used exclusively for warehouse purposes. The warehouse area of manufacturing plants is not to be used in figuring the square foot requirements for parking spaces under this section. The warehouse area shall be determined by examination of the plans by the building and zoning director.
(9)
Uses not specifically mentioned:
a.
The requirements for off-street parking for any uses not specifically mentioned in this section shall be the same as provided in this section for the use most similar to the one sought, it being the intent to require all uses to provide off-street parking.
b.
The building and zoning director shall make the initial interpretation when a permit is requested. Any appeal of this decision shall be to the city administrator.

Off-street parking facilities supplied by the owner or operator to meet the requirements of this chapter shall not be used by commercial vehicles over 1½ tons owned, operated or used in the business of such owner or operator during regular hours of business.

Number of spaces required. The bicycle parking requirements in this section are intended to encourage the use of bicycles as a means of transportation in the city. The number of bicycle parking spaces required shall be as follows:

Design of bicycle parking spaces. Required bicycle parking facilities shall be designed and constructed in accordance with the following standards:
(1)
Bicycle parking facilities shall include provisions for the secure storage and locking of bicycles.
(2)
Fixed objects that are intended to serve as bicycle parking facilities shall be clearly labeled as available for bicycle parking.
(3)
Individual locker spaces or racks shall be designed so as to provide convenient access to users.
