35 BUSINESS DISTRICTS

§ 18.35.010 Use regulations.

B-1 District (Local Shopping)
Uses Permitted: Neighborhood retail stores and markets, including the following types of stores: food; general merchandise; apparel; furniture; household and hardware; radio and television; drugs and sundries; jewelry and gifts; florists; sporting goods; gasoline service stations; and similar types.
Neighborhood services including the following types: dry cleaning and laundry pickup stations; barber and beauty shops; shoe repair; offices; banks; post offices; theaters and similar services.
Any use permitted or permitted on appeal in an R-2 residential district, and subject to all district requirements of an R-2 district as specified in Chapter 18.30 CMC.
Uses Permitted on Appeal: None expressly specified.
Uses Prohibited: Major auto repair; laundry and dry cleaning plants; manufacturing; any use prohibited in a B-2 business district.
B-2 District (General Business)
Uses Permitted: Any retail or wholesale business or service not specifically restricted or prohibited. Major auto repair; places of amusement and assembly; any use permitted in a B-1 district (local shopping).
Uses Permitted on Appeal: Dry cleaners and laundries. Manufacturing incidental to a retail business where articles are sold at retail on the premises, not specifically prohibited herein.
Uses Prohibited: Stockyard; live animal sales; coal yard; lumber yard or mill; auto wrecking; gasoline, oil or alcohol storage above the ground in excess of 500 gallons; grist or flour mill; junk, scrap paper, rag storage or baling. Any use prohibited in an M-1 industrial district.

§ 18.35.020 Space and height regulations.

B-1 District (Local Shopping)
Minimum Lot Size: It is the intent of this title that lots of sufficient size be used for any business or service use to provide adequate parking and loading space in addition to the space required for the other normal operations of the business or service.
Minimum Yard Size: Front, 20 feet; rear, 20 feet; side, not specified, except on a lot adjoining along its side lot line a lot which is in a residential district, there shall be a side yard not less than eight feet wide.
Maximum Height: 35 feet or two and one-half stories.
Off-Street Parking: 200 sq. ft. of parking space per each: 100 sq. ft. of one-story buildings, or per each 60 sq. ft. of two-story buildings. Theaters: one car space per each five seats.
Off-Street Loading and Unloading: Shall use required rear or side yard for loading and unloading.
B-2 District (General Business)
Minimum Lot Size: Same as for B-1 district.
Minimum Yard Size: None specified.
Maximum Height: 65 feet or five stories.
Off-Street Parking: Theaters, one car space per each 10 seats; hotels, one car space per each four rooms.
Off-Street Loading and Unloading: Shall provide space for loading and unloading for structures hereafter erected or altered when same are on a lot adjoining a public or private alley.

§ 18.35.030 Building materials standards.

A. 
Purpose.
1. 
To provide for flexibility and diversity in architectural style, design and function, while maintaining and promoting overall consistency of all of the commercial buildings collectively in the City of Columbiana, Alabama, and to prevent unattractive and detrimental development within the City and to preserve the general character and aesthetic quality of the City, its image, and its pride in growth.
2. 
To regulate the building materials used in construction, reconstruction and remodeling of commercial buildings and structures within the City. These materials standards shall apply to all structures permitted subsequent to the adoption of this section. Approval of building materials for remodeling or additions to any structures that existed prior to the enactment of the ordinance codified in this section shall be subject to this section.
a. 
These materials standards shall apply to any accessory dwellings, whether attached to principal building or not.
b. 
This section shall affect new construction, future remodeling or new additions. It shall not operate retroactively to existing buildings unless the exterior facades are reconstructed or remodeled.
B. 
Scope.
1. 
This section is not intended to supersede established building and fire code regulations or regulate the quality, maintenance, performance, load capacity, or fire resistance characteristics, or workmanship of building materials.
2. 
This section shall apply to all new construction, future remodeling or new additions in B-1 (local shopping) and B-2 (general business) zoning districts.
C. 
Standards.
1. 
All buildings shall have one primary material and no more than three secondary or accent trim materials. The coverage calculation will not include doors or windows.
2. 
Material changes other than trim shall only occur at inside corners adjoining a massing element or at a horizontal architectural detail.
3. 
All sides of a building shall be complementary in design, details and materials. Where a side or rear facade is visible from a public street, the facade shall include windows, building materials and architectural features similar to those present on the front facade of the building.
4. 
Materials Standards and Coverage. The percentages indicate the minimum material allocations for overall building materials.
