ARTICLE VI

- OFF-STREET AUTOMOBILE AND VEHICLE PARKING AND LOADING

General intent and application.

It is the intent of these requirements that adequate off-street parking and loading facilities be provided for each use of land within the jurisdiction of this ordinance. These requirements shall be applied in all districts except the central business district. In all districts, exclusive of the central business district, off-street automobile parking spaces and truck loading areas for the various permitted uses shall be required at the time any of the main buildings or structures of such uses are constructed, as follows:


Sec. 1. - Required off-street automobile parking spaces.

The main cumulative number of spaces shall be determined by the amount of dwelling units, bedrooms, floor area, members, equipment, employees and/or seats, contained in such new buildings or structures or added by alteration of buildings or structures, and such minimum number of spaces shall be maintained by the owner of such buildings or structures. Off-street automobile storage or parking space shall be provided with vehicular access to a street or alley and shall be equal in area to at least the minimum requirements for the following specific land uses:

Hotels, motels, tourist homes, tourist courts and rooming houses 1 parking space for each guest or sleeping room or suite, plus one parking space for each three employees on the largest shift. (Also see eating establishments and taverns)
Private clubs, lodges, fraternities and sororities 1 parking space for each 200 square feet of total floor area in the auditorium, assembly hall, dining room in such building and 1 space per sleeping room
Theaters, auditoriums, stadiums, gymnasiums, convention halls and other places of public assembly 1 parking space for each four seats in the building or structure, based on maximum seating capacity
Churches 1 parking space for each six seats in the main sanctuary
Elementary schools 2 parking spaces for each classroom, plus one space for each two employees, exclusive of teachers
Junior high schools 5 parking spaces for each classroom, plus one/employee
Secondary schools 10 parking spaces for each classroom, plus one/employee
Business colleges and trade schools 1 parking space for each 2 student seats at maximum enrollment
Hospitals 1 parking space for each bed intended for patients, excluding bassinets, and 1 space for each 2 employees, plus 1 space for each staff doctor
Sanitariums, nursing homes, convalescent homes, orphanages 1 parking space for each 8 beds, plus 1 space for each 2 employees, plus 1 space for each staff member/doctor
Dental clinic 2 parking spaces for each examining room, plus 1 space for each 2 employees and 1 space for each doctor
Medical clinic 1 parking space for each 200 square feet of gross floor area, plus 1 space for each 2 employees and 1 space for each doctor
Funeral homes 1 parking space for each 3 seats in parlors and chapels, plus 1 space for each company vehicle or staff vehicle
Business and commercial uses
Type A
 Retail sales/food stores, department stores Minimum of 5 parking spaces or 1 parking space for each 300 square feet of retail floor space, whichever is greater
 Personal service establishments, barber and beauty shops, dry cleaning Minimum of 5 parking spaces or 1 parking space for each 200 square feet of floor space, whichever is greater
Type B
 Office and professional buildings, excluding medical/dental clinics or offices Minimum of 5 parking spaces or 1 parking space for each 300 square feet of office space, whichever is greater
Type C
 Financial institutions Minimum of 5 parking spaces or 1 parking space for each 300 square feet of gross floor area, whichever is greater
Type D
 Furniture and appliance stores, antique shops, repair shops, kennels and animal hospitals One space for each 900 square feet of gross floor area
 Entertainment, including skating rinks, exhibit halls without permanent seating arrangements 1 parking space for each 200 square feet of gross floor space

Bus terminals 5 parking spaces for each loading or unloading bay
Auto sales and repair 1 space for each employee, plus one (1) space for each 300 square feet of gross interior auto sales or repair space, plus 1 space for each 3,000 square feet of area devoted to outside sales
Other uses Parking requirements for uses other than those stated in this section shall be determined by the planning commission.

 

SPECIAL REQUIREMENTS

Combined parking: The required parking space for any number of separate uses may be combined in one (1) lot, but the required space assigned to one (1) use may not be assigned to another use at the same time, except that one-half (½) of the parking space required for churches, theaters or assembly halls, whose peak attendance will be at night or on Sunday, may be assigned to a use which will be closed at night or on Sunday.

Handicapped parking: There shall be a minimum of one (1) parking space reserved for the handicapped at each establishment requiring parking (exclusive of single-family dwellings, duplexes, mobile homes and three- and four-family dwelling units), plus one (1) parking space for the handicapped for each fifty (50) parking spaces required or major fraction thereof. A parking space for the handicapped shall count as a required space.

A handicapped parking space shall be a minimum of twenty (20) feet by fifteen (15) feet, located appropriately to the facility and with adequate access and maneuverability area, and the space shall be properly signed in such a way as to be readily identified as a handicapped space.

Sec. 1.1. - Off-street loading and unloading space.

Every building or structure used for business, trade or industry shall provide space as indicated herein for the loading and unloading of vehicles. Such space shall have access to a public street or alley.

(1)

Retail business: Minimum of one (1) space of five hundred (500) square feet per location, plus one (1) space of three hundred (300) square feet for each thirty thousand (30,000) square feet of floor area;

(2)

Wholesaling and industry: Minimum of one (1) space of five hundred (500) square feet per location or one (1) space of five hundred (500) square feet for each ten thousand (10,000) square feet of floor area, whichever is greater:

(3)

Bus and truck terminals: Sufficient space to accommodate the maximum number of buses or trucks to be stored or to be loading or unloading at the terminal at any one time.

Any commercial building existing on the effective date of this resolution [ordinance] may be reconstructed, remodeled or enlarged without increasing the existing off-street parking spaces, provided such reconstruction, remodeling or enlargement does not exceed more than ten (10) per cent of the original gross floor area. Additional off-street parking must be provided for that portion of the additional gross floor area in excess of ten (10) per cent, in accordance with the provisions set forth in this ordinance.

Required parking spaces for any construction in the C-2 District shall be provided on any property zoned C-2 at any distance from the subject buildings, provided the planning commission determines that the spaces provided relieve downtown parking pressures.

For uses not listed herein, as established by the Columbus Planning Commission.

Sec. 2. - Calculation of required parking spaces.

In the case of a combination of uses, the total requirements for off-street automobile parking spaces shall be the sum of the requirements for the various uses, unless it can be proven that staggered hours of use would permit modification.

Whenever a major fraction of a space is required, a full space shall be provided.

The term "gross floor area" used in calculating the required parking spaces shall be measured by taking the outside dimensions of the building at each floor level, except that portion of the basement used only for utilities or storage, and any areas within the building used for off-street parking.

Sec. 3. - Dimensions for off-street automobile parking spaces and driving aisles.

Every such space provided shall be at least nine (9) feet wide and eighteen (18) feet long, and every space shall have direct and usable driveway access to a street or alley with minimum maneuvering area between parking spaces, as follows:

(a)

Parallel curb parking: Thirteen (13) foot width for one-directional flow and twenty-four (24) foot aisle width for two-directional flow;

(b)

Thirty (30) degree parking: Thirteen (13) foot width for one-directional flow and twenty-four (24) foot aisle width for two-directional flow;

(c)

Forty-five (45) degree parking: Sixteen (16) foot aisle width for one-directional flow and twenty-four (24) foot aisle width for two-directional flow;

(d)

Sixty (60) degree parking: Nineteen (19) foot aisle width for one-directional flow and twenty-four (24) foot aisle width for two-directional flow;

(e)

Perpendicular parking: Twenty-four (24) foot aisle width for one-directional and two-directional flow;

(f)

The only exception to the driving aisle widths required above is in the case of a driving aisle that connects a parking area to a street or alley and has no parking spaces backing directly into the driving aisle. In this case, the driving aisle may be a minimum of twelve (12) feet for one-directional flow and twenty (20) feet for two-directional flow;

(g)

No entrance and exit drives connecting the parking area and the street shall be permitted within twenty-five (25) feet of the intersection of two (2) public rights-of-way.

Sec. 4. - Location of required spaces.

(a)

In any residential district, required automobile parking spaces shall be provided on a buildable portion of the same lot and shall not encroach on any required yards or required open areas.

(b)

In commercial districts or industrial districts, except as provided by section 1, for nonresidential uses, such spaces shall be provided on the same lot or not more than four hundred (400) feet therefrom. Spaces in municipal parking lots, where provided, may be credited toward the parking requirements for these non-residential uses, provided that:

(1)

These spaces are within four hundred (400) feet of the uses to be served.

(2)

The parking needs of existing facilities (within four hundred (400) feet and computed on the same basis as for new facilities) are satisfied first, and only excess capacity is used for this purpose.

Open parking areas in commercial districts, for non-residential uses, may encroach on a required side or rear yard to within three (3) feet of a property line and may be used in calculating parking spaces required by this ordinance.

Open parking areas for automobiles in commercial districts, for nonresidential uses, may encroach on a required front yard to within three (3) feet of a property line and may be used in calculating parking spaces required by this ordinance.

(c)

Parking spaces for residential uses in business districts shall be located on the same lot and shall not encroach on any required yards or required open areas.

(d)

Parking and maneuvering area shall be located off the street right-of-way, and facilities shall be so planned that vehicles do not back into the roadway on streets designated as major thoroughfares by the city comprehensive plan in effect at the time building permit application was filed.

(e)

Area used for automobile parking shall be located in the same zoning district as the use that parking is provided for, except as otherwise approved by the Columbus Planning Commission.

Sec. 5. - Dimensions for off-street loading berths.

Each required loading berth (open or enclosed) shall have the following minimum dimensions: Thirty-five (35) feet long, twelve (12) feet wide and fourteen (14) feet high, except that berths for funeral homes may be twenty (20) feet long, ten (10) feet wide and eight (8) feet high.

Sec. 6. - Location of required berths.

All off-street loading areas shall be located on the same lot as the use for which they are permitted or required. Open off-street loading areas shall not encroach on any required front or side yard, accessway or off-street parking area, except that in commercial districts, off-street areas, where they exist, may be used for loading or unloading, provided that such spaces shall not be so used for more than three (3) hours during the daily period that the establishment is open for business.

The location, number, size and design of loading and unloading areas for nonresidential uses and the accessway thereto shall require the approval of the city inspecting officer prior to the issuance of a building permit or certificate of occupancy by the building inspector.

Sec. 7. - Construction of parking areas.

Parking areas shall be paved with an all-weather surface of asphalt or concrete. The individual spaces shall be visibly marked with paint or other durable material. Industrial parking is excepted from paving requirements.

Sec. 8. - Loading and parking adjacent to residential property.

All loading berths and parking areas of three (3) or more spaces that abut a residential lot line and any parking lot for more than twenty (20) cars shall be screened by a solid wall or compact evergreen hedge or a landscaped strip of trees and shrubs at least five (5) feet wide, so designed as to form a visual screen from the adjoining property. All parking areas and landscaping shall be properly maintained thereafter in a sightly and well kept condition.

Sec. 9. - Parking areas for commercial uses.

Any parking lot for a commercial use and containing more than twenty (20) cars shall provide separate pedestrian ways, lanes for customers, loading, defined curbs, aisles and spaces, and convenient and safe entry and exit drivers subject to the approval of the city building official, and must meet all codes. There shall be a total landscape effect that conforms to and meets the minimum standard of one (1) shade tree per twenty (20) parking space or major fraction thereof. Appeals from the parking plan approval may be taken to the planning commission by any person(s) aggrieved by any decision of the building official.

Sec. 10. - Additional requirements.

The owner shall be responsible for the maintenance of all landscaping, which shall be maintained in good condition so as to present a healthy, neat and orderly appearance and shall be kept free from weeds, refuse and debris.

In the event that trees, shrubs or other landscaped materials should die, such materials shall be replaced within thirty (30) days. Failure of the owner of the property to maintain the premises in good condition, as set forth above, shall make him liable for the penalties as set forth in Article IX, section 2 of this ordinance.

Certification of compliance: Upon completion of improvements, the building official shall inspect the vehicular use area for compliance with the approved plan and other requirements of this section. Certification of compliance must be indicated on the building permit by the inspection officer before a certificate of occupancy can be issued for any related structure.
