It is unlawful to construct any structure or building, or to make use of any land or building in violation of the provisions of this chapter. In case of any violation, the Council, the Zoning Administrator, the Board of Adjustment, the Commission or any property owner who would be specifically damaged by such violation may institute appropriate action or proceedings to enjoin a violation of this chapter.
