The applicant for any permits required under this chapter or the applicant for any amendments or variances to this chapter shall only be the fee title holder to the subject property, except as otherwise specified in this chapter. Contract purchasers shall be considered legal applicants where evidence is provided of their authority to make such application. Where the property is owned by more than one person, entity or corporation, evidence shall be provided of the applicant’s authority to make application on behalf of the other property owners. Where the property is owned by a corporation, evidence of the authority of the executing corporate officer shall be provided. In no circumstances shall third parties, such as engineers, architects, realtors, brokers, lenders or others without interest in title to the subject property be eligible applicants. Options to purchase, contracts to purchase or other similar relationships are not sufficient to transfer applicant eligibility to a party other than the property owner. It is the intent of this provision to insure that applicants under this chapter are limited to property owners.
