CHAPTER 14

OFFICIAL COMPREHENSIVE PLAN

10-14-1: SHORT TITLE:

This chapter shall establish the official comprehensive plan of the city of Countryside (hereinafter sometimes called the "Comp Plan"). (Ord. 04-42-0, 11-10-2004; amd. Ord. 24-08-O, 3-27-2024)

10-14-2: ADOPTION OF COMP PLAN:

Upon request of the city council, the city plan commission-zoning board of appeals has prepared and has recommended to the city council a proposed official comprehensive plan for the present and future development of the city and regulating subdivisions within the corporate limits thereof titled "Countryside 2040 COMPREHENSIVE PLAN - A Blueprint for Our Future", and the plan commission-zoning board of appeals has held a public hearing, scheduled by the city council, thereon, after required published notice; and the city council, after considering the recommendations of the plan commission-zoning board of appeals and the information derived from such public hearing, hereby adopts said proposed official comprehensive plan titled "Countryside 2040 COMPREHENSIVE PLAN - A Blueprint for Our Future", as the official comprehensive plan for the city of Countryside. 10-14-3: COMPOSITION OF COMP PLAN:

The Comp Plan hereby adopted consists of:
   A.   The official comprehensive plan of the city of Countryside of March 2024, titled "Countryside 2040 COMPREHENSIVE PLAN - A Blueprint for Our Future", adopted by the city by ordinance 24-08-O passed and approved March 27, 2024, which plan shall be and remain on file in the office of the city clerk, and as hereafter amended.
   B.   The Countryside existing land use map.
   C.   The 2022 zoning map.
   D.   The Countryside official future land use map.
   E.   The Countryside commercial and industrial areas map.
   F.   The Countryside residential areas map.
   G.   The Countryside roadway network map.
   H.   The Countryside transit network map.
   I.   The Countryside bike and pedestrian infrastructure map.
   J.   The Countryside community facilities map.
   K.   The Countryside parks, open space & recreation map.
   L.   The Countryside parks service areas map.
   M.   55th Street Subarea plan and map.
   N.   The 55th Street Subarea development framework plan and map.
   O.   The 55th Street Subarea improvements framework plan and map.
   P.   The 55th Street catalyst site - 55th Street redevelopment site map.
   Q.   The Joliet Road Subarea plan and map.
   R.   The Joliet Road Subarea development framework plan and map.
   S.   The Joliet Road Subarea improvements framework plan and map.
   T.   The Joliet Road catalyst site - Joliet Road Brainard Avenue site map.
   U.   The Southern Tier Subarea plan and map.
   V.   The Southern Tier Subarea development framework plan and map.
   W.   The Southern Tier Subarea improvements framework plan and map.
   X.   The Southern Tier catalyst site - 71st Place redevelopment site map.
The official comprehensive plan, together with the maps referred to in this section, shall be placed on file with the city clerk and shall be available for public inspection at all times during business hours. Copies shall be made available to all interested parties upon payment of the printing and distribution fee established from time to time by the city council. (Ord. 04-42-0, 11-10-2004; amd. 10-14-4: AMENDMENT OF COMP PLAN:

The official comprehensive plan, or any one or more of the components thereof, may be amended, from time to time, according to law and any changes so made shall become a part of the comp plan. (Ord. 04-42-0, 11-10-2004; amd. Ord. 24-08-O, 3-27-2024)

10-14-5: MAPS AND PLATS, CONFORMITY TO COMP PLAN:

No map or plat of any subdivision presented for record affecting any land within the corporate limits of the city shall be entitled to record or shall be valid unless the subdivision shown thereon shall provide for streets, alleys, public ways, ways for public service facilities, storm and flood water runoff channels and basins, a system for storm water management, including storm water discharge and detention facilities where required, and public grounds, all in conformity with the applicable requirements of the city codes including the official land use plan map; provided, that a certificate of approval by the corporate authorities, certified by the clerk of the city, shall be sufficient evidence of compliance with this section upon which the recorder of deeds may accept the plat for recording. 10-14-6: ENFORCEMENT:

It shall be the duty of the city council, or its delegated enforcement officer, to enforce the requirements of the plan. He may call upon any other department or official of the city to furnish him with such information or assistance as he may deem necessary for the observance or enforcement of the comp plan, and it shall be the duty of such other departments or officials to furnish such information or assistance when requested.
