A. Maximum Floor Area Ratio: The maximum floor area ratio shall not exceed 0.3, except that the maximum floor ratio for single-family residences with an attached garage shall not exceed 0.35.
1. Exception: For lots of seven thousand five hundred (7,500) square feet or less, then the maximum floor area ratio shall not exceed 0.40, except that the maximum floor ratio for single-family residences with an attached garage shall not exceed 0.45.
B. Dwelling Standards: Every one-story dwelling hereafter erected in any R-3 one-family residence district shall have a total ground floor area of not less than one thousand two hundred (1,200) square feet, measured from the outside of the exterior walls, including utility rooms but excluding cellars, basements, open porches, breezeways, garages and other spaces that are not used frequently or during extended periods for living, eating or sleeping purposes. Every dwelling of more than one story hereafter erected in any R-3 one-family residence district shall have a total floor area, measured from the outside of the exterior walls, of not less than one thousand two hundred (1,200) square feet, including utility rooms but excluding cellars, basements, open porches, breezeways, garages and other spaces that are not used frequently or during extended periods for living, eating or sleeping purposes, except that enclosed space intended for habitable rooms which are to be completed within a reasonable time may be considered in computing such floor areas.
C. Determining Maximum Floor Area: The total maximum floor area permitted by the maximum floor area ratio set forth in subsection A of this section shall be the sum of the gross horizontal areas of the floor or floors of such building, measured from the exterior faces of exterior walls or from the centerline of party walls separating two (2) buildings. In particular the floor area shall include:
1. Basement space if at least one-half (1/2) of the basement story height is above the established curb or ground level;
2. Elevator shafts and stairwells at each floor;
3. Floor space used for mechanical equipment where the structural headroom exceeds seven and one-half feet (71/2'); except equipment, open or enclosed, located on the roof, i.e., bulkheads, water tanks and cooling towers;
4. Attic floor space where the structural headroom exceeds seven and one-half feet (71/2') and the attic is accessible by a permanent stairway;
5. Interior balconies and mezzanines;
6. Enclosed porches, but not terraces and breezeways.
D. Height Limitation: No structure within an R-3 one-family residence district shall exceed thirty feet (30') in height, including mechanical equipment, from grade; this height limitation is not intended to, and shall not, authorize an increase in permitted height of structures specifically limited to a lesser height.
