- PARKING AND OFF-STREET LOADING REQUIREMENTS
A.
General. It is the intent of these regulations that adequate parking facilities be provided off the street for each land use activity's particular needs. The basis of the regulations which follow is the parking demand created by each land use activity. These parking regulations apply to all zoning districts unless otherwise specified.
It is also the intent of this ordinance that access points to parking areas be controlled and traffic maneuvering take place on the site of the nonresidential development to prevent traffic accidents.
B.
Required open space. The area required for off-street parking must be in addition to the yard areas required for each district, except that the front yard in a C-1, C-2, C-3, M or I zoning district may be used for uncovered parking. (Commercial, industrial, and manufacturing front yards may be used for parking lots).
C.
Location. A private off-street parking lot must be located within two hundred (200) feet, exclusive of street and alley widths, of the primary land use and must have direct access to a street or alley.
D.
Joint parking facilities. Whenever two (2) or more uses are located in a common building, shopping center, or other integrated building complex, a common parking area may be cooperatively maintained. The number of spaces must not be less than the sum of the requirements for the individual uses. A legally sufficient written agreement assuring the perpetual joint usage of said common parking for the combination of uses or buildings must be properly drawn and executed by the parties concerned and approved as to form and execution by the planning and zoning commission. Parking spaces required for a theater or other place of evening entertainment, for a church, for multifamily dwelling units, or for a school, may be provided and used jointly by banks, offices, retail stores, repair shops, service establishments, and similar uses not normally open, used, or operated during evening hours if specifically approved by the planning and zoning commission.
E.
Parking requirements with existing buildings. Whenever a building or use is changed or enlarged in area, number of employees, number of dwelling units, or seating capacity after the date of this ordinance, compliance with the parking requirements will be met.
F.
Employee parking. A minimum of one (1) off-street parking space per employee is required for each nonresidential use in addition to the required parking spaces [subsection I].
G.
Parking lot design. Parking lots are to be designed with the following minimum characteristics:
1.
Each space will be eight (8) by eighteen (18) feet in size except in high turnover areas such as convenience stores.
2.
High turnover areas require spaces ten (10) feet in width.
3.
Aisles between parking bays should be a minimum of twenty-two (22) feet in width.
4.
A minimum of eighteen (18) feet between parking spaces and buildings is required if the parking spaces are to be parallel to the building.
5.
A minimum of eighteen (18) feet of driveway at an access point is required for entering or existing traffic.
6.
Driveways are to be a minimum of twenty-two (22) feet in width for two-way traffic and ten (10) feet in width for one-way traffic. Signs clearly marking the direction the driver is to take are to be provided.
7.
Access to be provided across state highways in the city limits requires an access permit which is issued by the building inspector and is in compliance with the state highway department's access design standards.
H.
Handicapped parking stalls. Special handicapped parking stalls must be provided at buildings of public use that in addition to the eight-foot-wide stall, have a four-foot-wide island or paved loading area on each side. This loading area may be used in common with another handicapped parking stall if one is adjacent. The minimum width for a single handicapped stall is sixteen (16) feet, and the minimum stall width for two (2) handicapped stalls is twenty-eight (28) feet. Parking for the handicapped must be located close to the building entrance, and a barrier-free path to the entrance must be provided with wheelchair ramps installed at all restrictive curbs. A sign should be posted for each handicapped stall restricting its use to the handicapped and posting the one dollar ($1.00) to two hundred dollar ($200.00) fine established by the state for violation of the handicapped restriction. A minimum of one (1) handicapped space per fifty (50) spaces of parking is required.

Off-street parking lot construction and maintenance.

In residential districts or on lots adjacent to residential districts, parking lots must adhere to setback requirements. Corner lots in nonresidential districts must not restrict the view of drivers attempting to turn. On these corner lots no parking will be permitted, and no wall, fence, sign, structure, or plant growth will be allowed within a triangle formed by joining the corner of the lot at the street intersection with points thirty (30) feet in each direction along the adjacent streets.
2.
Yards that are part of the parking area must be landscaped with grass or other ground cover and maintained throughout the year.
3.
The intensity of lights and reflectors must be such that it does not interfere with residential development in the area.
4.
No signs will be erected on the site except signs stating the conditions and terms of use of the area, and signs guiding traffic. Only nonintermittent lighting of signs will be permitted.
5.
All open off-street parking areas, except those accessory to one-or two-family dwellings, should be improved with a compacted select gravel base surfaced with an all-weather, dustless material suitably designed for the intended use to a standard approved by the city building inspector.

The following provisions apply to R-3, C-1, C-2, C-3, M and I districts:
No off-street loading and unloading facilities may be located in the front or side yards adjacent to a street. Loading and unloading areas must be hard-surfaced and constructed according to the paving standards found in the subdivision regulations. All loading and unloading facilities abutting a residential district must be enclosed with an opaque fence or wall having a height of not less than five (5) feet or more than six (6) feet. Such a fence or wall must be maintained in good condition.
