If any section, subsection, paragraph, sentence, clause, phrase or application of this ordinance shall, for any reason, be held to be invalid or unconstitutional by any court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of this ordinance, which shall continue in full force and effect.
