- OFF-STREET AUTOMOBILE PARKING AND LOADING REGULATIONS

Sec. 6.1. - General requirements.

Off-street parking facilities for one-family and two-family dwellings shall be located on the same lot or plot of ground as the building to be served. The location of off-street parking facilities for other uses shall not be more than three hundred (300) feet distance measured along the nearest pedestrian walkway; provided, however, that the zoning classification for such land is the same or less restrictive than the classification of the lot upon which the main use is located.

Such parking space to be used in conjunction with the principal use shall be reserved as such through an encumbrance of the title of the property to be designated as a required parking space, such encumbrance to be valid for the total period of the use or uses for which the parking is needed are in existence.

(6.101) Parking requirements for two (2) or more uses of the same or different type may be satisfied by the allocation of a common or collective parking facility. Such facility shall not be less than the same requirements for the individual uses computed separately.

(6.102) Area reserved for off-street parking or loading in accordance with the provisions of this section shall not be reduced in area or changed to any other use unless the permitted use which it serves is discontinued or modified except where equivalent off-street parking or loading space is provided elsewhere.

(6.103) For uses not mentioned in this section, the requirements for off-street parking and loading facilities for a similar use specifically mentioned in this section shall apply.

(6.104) No parking space will be permitted on corner lots within thirty (30) feet of the intersection with said thirty (30) feet to be measured from the property corner along the front and side property lines. This requirement shall not be applied to boulevards or one-way streets.

(6.105) No parking space may be permitted closer to the roadway edge or curb than ten (10) feet.

(6.106) Off-street parking shall be provided in accordance with the provisions of this section for approved home occupations.

(6.107) Whenever the parking lot adjoins vacant or developed property residentially zoned, a continuous fence not less than five (5) nor more than seven (7) feet in height, constructed of permanent durable type material shall be constructed by the owner of the parking lot between the parking lot and the residentially zoned area.

(6.108) Existing buildings not complying with off-street parking or loading requirements may be remodeled, repaired and structurally altered but any enlargement must provide the parking spaces as required by the enlargement.

Sec. 6.2. - Off-street parking requirements.

Off-street automobile storage or standing space shall be provided on any lot or plot which any of the following uses are hereafter established or extended such space shall be provided with vehicular access to street or alley and shall be deemed to be required open space associated with the permitted use and shall not hereafter be reduced or encroached upon in any manner. When a use is increased in capacity by the addition of dwelling rooms, guest rooms, floor area or seats, the minimum off-street parking shall be provided for such increase. Except where required in connection with dwellings, such parking spaces shall be hard surface with a minimum of four (4) inches of gravel, shell or similar all weather surface, and such access shall be similarly surfaced. Building and land uses established after the adoption of this ordinance shall be provided with such off-street automobile storage or standing space as follows:

Hotels and motels 1 space for each guest bedroom, plus 1 additional space for each 4 employees
Boarding and lodging homes 1 space for each 3 bedrooms, plus 1 additional space for resident manager
Clinics 1 space for each 200 square feet of gross floor area
Clubs and lodges 1 space on the site for each 250 square feet of gross floor area
Hospitals 1 space for each bed, plus 1 space for each staff doctor, plus one space for each 2 employees including nurses
Medical treatment facility 1 space for each 200 square feet of gross floor space
Nursing and convalescent homes and institutions 1 space for each 8 beds
Churches, temples and other places of worship For new church at new or existing sites, 1 parking space on the lot for each 6 seats in the main auditorium, or each 64 square feet where there are no seats except where there are off-street parking facilities adjacent and available to the church use, this requirement may be reduced to 1 space for each 8 seats. For existing churches where additional seating facilities are being provided in the main auditorium or assembly room, 1 parking space on the lot for each 8 additional seats or each additional 64 square feet where there are no seats.
Mortuaries and funeral parlors 1 parking space for each 150 feet for gross floor space
Theaters, auditorium, sport arenas, and places of public assembly 1 space for each 4 seats or each 32 square feet of gross assembly area, where there are no seats
Skating rink, dance hall, exhibit hall, gym Space equal to 2 times the gross floor area
Bowling alleys 2 spaces per alley
Schools, public and private Elementary: 2 spaces per classroom, laboratory or manual training shop; junior high: 3 spaces per classroom, laboratory or manual training shop; senior high: 6 spaces per classroom, laboratory or manual training shop; colleges, universities, trade, industrial and business schools: 8 spaces per classrooms, laboratory or other teaching rooms
Business and professional offices 1 space for each 200 square feet of gross floor space
Bars, night clubs 1 space of each 100 square feet of gross floor area devoted to patron use, plus one space for each 4 employees
Automobile repair shop 1 space per each 200 square feet of floor space of gross floor space
General business, retail, commercial,and personal service establishments but not including supermarket 1 space for each 250 square feet of groww floor area
Supermarkets 1 space for each 180 square feet of gross floor area
Roadside stands 5 spaces for each such establishment
Commercial, manufacturing, and industrial establishments not catering to retail trade 1 space for each 4 employees on the largest work shift, plus 1 space for each company vehicle operating from the premises
Libraries, museum, art galleries 1 space per 300 square feet of gross floor area
Restaurants 1 space for each 4 seats
Warehouses and distribution establishments containing up to and including 10,000 square feet of gross floor area 1 space per 400 square feet of gross floor area
Warehouse and distribution establishments containing more than 10,000 square feet of gross floor area 25 parking spaces, plus one

Sec. 6.3. - Off-street loading space requirements.

Every hospital, institution, hotel, commercial or industrial building or use having seven thousand five hundred (7,500) square feet of floor area or more, shall have at least one permanently maintained off-street loading space for each seven thousand five hundred (7,500) square feet of floor area or portion thereof. Each space shall have the minimum dimensions of ten (10) feet by twenty-five (25) feet and shall be provided within the same building or upon the same lot it is intended to serve. In no case shall any required loading space be part of an area used to satisfy the off-street parking requirements of this ordinance. This provision does not apply to commercial or industrial uses or buildings that do not necessitate the use of trucks or other vehicles for delivery or disposition of goods to and from the building.

Sec. 6.4. - Off-street drive-in/drive-thru driveway vehicle space requirements.

(a)

Every establishment having or utilizing drive-in/drive-thru driveways for the sale, pickup or delivery of goods and services on any lot or plat of land providing vehicular access from streets or alleyways shall provide sufficient storage capacity for the retention of automobiles of one hundred (100) feet, in a single file line from the property line to the first service window, access or service point from the flow of traffic.

(b)

Such driveways shall be hard-surface (concrete, blacktop or other similar all-weather surface) from the edge of the roadway or curb for a distance of twenty-five (25) feet or to the property line, whichever is greater.

(c)

In no case shall any of the required drive-in/drive-thru space be part of an area used to satisfy the off-street parking regulations and requirements of this ordinance.

(d)

This section shall not apply to commercial or industrial buildings utilizing driveways for delivery of goods and merchandise to the establishment or the disposition of goods or merchandise from the buildings by commercial trucks.
