140 ADMINISTRATIVE PROVISIONS
The Planning Director or Hearings Body shall have the power and the duty to administer the provisions of DCC Title 18. The Board may appoint designees to issue zoning permits and to otherwise assist the Planning Director or Hearings Body in the processing of applications.
Approval or denial of an application for a use permitted by DCC Title 18 shall be based upon and accompanied by a statement that explains the criteria and standards relevant to the decision, states the facts relied upon in rendering the decision and explains the justification for the decision based on the criteria, standards and facts set forth.
Petitions, applications and appeals provided for in DCC Title 18 shall be made on forms provided by the County. Applications shall be accompanied by plans and specifications, drawn to scale, showing the actual shape and dimensions of the lot or parcel to be built upon, the size and locations on the lot or parcel of all existing and proposed structures, the intended use of each structure, the number of individuals, if any, to be accommodated thereon, the relationship of the property to the surrounding area and such other information as needed to determine conformance with DCC Title 18.
No zoning permit shall be issued for any use or structure which will have an individual sanitary subsurface disposal system until written approval is obtained by the applicant for said system from the Deschutes County Onsite Wastewater Division.
