In pursuance of the authority conferred by the General Planning and Zoning Enabling Act of 1957, as amended, and for the purpose of promoting the health, safety, morals or general welfare of the community; lessening congestion in the streets; securing safety from fire and other dangers; to provide adequate light and air; to prevent the overcrowding of land and avoid undue concentration of population; to facilitate the adequate provision of transportation, water, sewerage, schools, parks and other public requirements in accordance with a comprehensive plan; and for other purposes, the City Council of the City of Dublin does hereby ordain and enact into law the following articles and sections:
